Resolution Apologizing to Black, Indigenous, and People of Color and Latinx Community
Members on Behalf of the City of Hayward for Its Implicit and Explicit Role in Perpetuating
Historical Institutional Racism in the City of Hayward and Review the Attached Workplan
(Report from City Manager McAdoo)
A motion was made by Mayor Halliday, seconded by all Council Members, to approve staff's recommendation
with two amendments to the resolution: 1) add language to the population group as follows, “Californios,
Mexicanos, Latinos, and Latinx”; and 2) modify the second whereas by adding language to reflect, “… all
residents were evicted and in many cases burned out of their homes…” The motion carried by the following
vote:

Council Member Wahab, Council Member Zermeno, and Mayor Halliday

14. Redistricting: Adopt a Resolution Providing Feedback to the Alameda County Board of

MOTION directing staff to draft a letter reflecting Council’s feedback on proposed redistricting maps,
specifically related to Map A and Map D, and have members of the City Council review before sending it to the
Alameda County Board of Supervisors.

COUNCIL REFERRALS
Council Members may bring forward a Council Referral Memorandum (Memo) on any topic to be
considered by the entire Council. The intent of this Council Referrals section of the agenda is to provide an
orderly means through which an individual Council Member can raise an issue for discussion and possible
direction by the Council to the appropriate Council Appointed Officers for action by the applicable City
staff.
