The Commission welcomes your comments and requests that speakers present their remarks in a respectful
manner, within established time limits and focus on issues which directly affect the City or are within the
jurisdiction of the City. As the Commission is prohibited by State law from discussing items not listed on the
agenda, your item may be taken under consideration and may be referred to staff for further action.
MINUTES
Minutes of the November 17, 2021, Community Services Commission Meeting
That the Community Services Commission review and approve the minutes of the November 17, 2021,
meeting.
DISCUSSION
1 Formation of a Community Advisory Committee on Environmental Justice

SUMMARY
The City has kicked off an update to the Housing Element, which is being combined with updates to the Climate
Action Plan and General Plan Updates related to Safety and Environmental Justice. The City anticipates
creating a new standalone Environmental Justice Element of the General Plan which aligns with other work
that the City is doing around race, equity, health and housing. Preparation of the Environmental Justice
Element must include creation of a Community Advisory Committee (CAC) with stakeholders who are active
and engaged with disadvantaged communities. The project team is reaching out to various existing
Commissions and Committees seeking volunteers who have experience, interest and capacity to participate in
a limited term Community Advisory Committee (CAC) around the issue of Environmental Justice.

That the Community Services Commission participates in a prioritization of the workplan associated with the
resolution apologizing to Black, Indigenous, and People of Color and Latinx Community Members, thereby
informing recommendations for addressing racial equity to Hayward City Council as part of the annual
Strategic Roadmap review. ..End
SUMMARY
On November 16, 2021, through the recommendation of the Community Services Commission, the Hayward
City Council adopted a resolution apologizing to Black, Indigenous, Californio, Mexicano, Latino, Latinx and
other community members of color for racially disparate impacts and inequities resulting from past City policy
and decision-making.
As part of the resolution, the CSC recommended 11 tangible actions for the City to take to address the City’s
wrongdoings and complicity in historical institutional racism. Staff created a “workplan” outlining the 11
recommended action steps supplemented by staff with information on the work that is currently being
implemented to support these recommendations. The workplan was created to better articulate which
recommendations are being implemented and which recommendations require additional effort and

resources. The workplan was presented to City Council for review only. As shared with and approved by Council
at the November 16th, 2021 Council meeting, the CSC will review the workplan in greater detail and prepare
recommendations to enhance the work that is currently being implemented for Council consideration ahead of
this Strategic Roadmap annual review.
To assist in the CSC’s recommendation to Council, staff recommend that the CSC participate in a virtual
prioritization exercise to indicate what projects they want to emphasize in the upcoming FY 2022-2023 City
workplan. Each Commissioner will be provided three opportunities to identify what they recommend the City
should focus on in the upcoming Fiscal Year. The CSC’s recommendations will be communicated to Council as
part of the January 28th, 2022 strategic roadmap review. The CSC’s recommendations will be helpful to help
Council prioritize racial equity projects in the FY 2022-2023 City workplan.
