Present 6- Mariellen Faria, Dianne McDermott, Julius Willis Jr., Angela Andrews, Gary Patton, and Ray Bonilla Jr.
Absent 1- Daniel Goldstein
PUBLIC COMMENTS

PUBLIC HEARING
1. Route 238 Corridor Lands Development-Parcel Group 5: Bunker Hill: Review and
Recommendation to the City Council to Approve Draft Master Development Plan and
Addendum to the 2014 General Plan Environmental Impact Report
Commissioner Willis made a motion, seconded by Commissioner Patton, to approve the staff recommendation
with 8 recommendations:(1)-conduct additional traffic impact analysis focusing on safety and research
another traffic access and egress point; (2)-have the developer bring forward a detailed Transportation
Demand Management (TDM) plan; (3)-evaluate housing design guidelines for compatibility with the existing
neighborhood; (4)-include in the RFP protection language for existing residential gas utility service users; (5)
-incorporate defensible space landscaping into the design guidelines; (6)-incorporate creek setbacks as
outlined by the Friends of San Lorenzo Creek; (7)-establish an irrevocable public easement for the 238 Foothill
Trail and Parkland which will be managed by HARD; and (8)-have Council consider the Planning Commission's
different points of view regarding incorporating more affordable housing into the project. The motion passed
with the following vote:
Aye: 6- Faria, McDermott, Willis, Andrews, Patton, and Bonilla
Absent: 1- Goldstein

2. Minutes of the Planning Commission Meeting of June 13, 2019
Commissioner Willis made a motion, seconded by Commissioner Andrews, to approve the Planning
Commission Meeting Minutes of June 13, 2019. The motion passed with the following vote:
Aye: 4- Faria, Willis, Andrews, and Patton
Absent: 1- Goldstein
Abstain: 2- McDermott, and Bonilla

MEMBERS OF THE AUDIENCE WISHING TO ADDRESS THE PLANNING COMMISSION
Obtain a speaker’s identification card, fill in the requested information, and give the card to the Commission
Secretary. The Secretary will give the card to the Commission Chair who will call on you when the item in
which you are interested is being considered. When your name is called, walk to the rostrum, state your
name and address for the record and proceed with your comments. The Chair may, at the beginning of the
hearing, limit testimony to three (3) minutes per individual and five (5) minutes per an individual
representing a group of citizens for organization. Speakers are expected to honor the allotted time.

The PUBLIC COMMENTS section provides an opportunity to address the Planning Commission on items not
listed on the agenda. The Commission welcomes your comments and requests that speakers present their
remarks in a respectful manner, within established time limits and focus on issues which directly affect the
City or are within the jurisdiction of the City. As the Commission is prohibited by State law from discussing
items not listed on the agenda, your item will be taken under consideration and may be referred to staff for
further action.
ACTION ITEMS
The Commission will permit comment as each item is called for Public Hearing. Please submit a speaker
card to the Secretary if you wish to speak on a public hearing item.
