CALL TO ORDER Pledge of Allegiance
AB 2449 TELECONFERENCE NOTIFICATIONS AND CONSIDERATION
Chair Lowe announced that Commissioner Goodbody had requested to participate in the meeting via Zoom
under AB 2449 - Just Cause due to not feeling well.

PUBLIC HEARING
1 Main and B Street: Proposed Six-Story Mixed-Use Development Containing 30 Residential
Apartment Units, a 1,005-Square-Foot Ground Floor Commercial Space and Parking Garage
with Automated Parking Stacker System on a Vacant 0.17-Acre Parcel Located at 966 B Street
(APN 428-0056-057-00) Requiring Approval of Major Site Plan Review, a Density Bonus and
Environmental Consistency Checklist pursuant to CEQA for Application No. SP-23-0006;
Applicant/Architect: Toby Long and Joshua Jewett of Clever Homes by Toby Long design;
Property Owner: Chris Music, Main & B Developments LLC.
A motion was made by Commissioner Stevens, seconded by Chair Lowe, to approve staff's recommendation
with an amendment to remove Condition of Approval No. 11. The motion carried by the following vote:
Aye: 6- Member Franco-Clausen, Member Goodbody, Member Lowe, Member Meyers, Member Patterson, and
Member Stevens
APPROVAL OF MINUTES
2 Minutes of the Planning Commission Meeting on December 7, 2023
A motion was made by Commissioner Franco-Clausen, seconded by Commissioner Patterson, to approve the
meeting minutes of December 7, 2023. The motion carried by the following vote:
Aye: 5- Member Franco-Clausen, Member Goodbody, Member Lowe, Member Patterson, and Member Stevens
Abstain: 1- Member Meyers
3 Minutes of the Planning Commission Meeting on December 14, 2023
A motion was made by Commissioner Franco-Clausen, seconded by Commissioner Stevens, to approve the
meeting minutes of December 14, 2023, with a clarification to a statement about roll call. The motion carried
by the following vote:
Aye: 6- Member Franco-Clausen, Member Goodbody, Member Lowe, Member Meyers, Member Patterson, and
Member Stevens

Chair Lowe adjourned the meeting at 9:04 p.m.

ROLL CALL
PUBLIC COMMENTS
The PUBLIC COMMENTS section provides an opportunity to address the Planning Commission on items not
listed on the agenda. The Commission welcomes comments and requests that speakers present their
remarks in a respectful manner, within established time limits and focus on issues which directly affect the
City or are within the jurisdiction of the City. As the Commission is prohibited by State law from discussing
items not listed on the agenda, your item will be taken under consideration and may be referred to staff for
further action. Speakers shall not use threatening, profane, or abusive language which disrupts, disturbs,
or otherwise impedes the orderly conduct of a Commission meeting. The City is committed to maintaining a
workplace free of unlawful harassment and is mindful that City staff regularly attend Commission meetings.
Discriminatory statements or conduct that is hostile, intimidating, oppressive, or abusive – are per se
disruptive to a meeting and will not be tolerated.
Work Session items are non-action items. Although the Council may discuss or direct staff to follow up on
these items, no formal action will be taken. Any formal action will be placed on the agenda at a subsequent
meeting in the action sections of the agenda.
ACTION ITEMS
The Commission will permit comment as each item is called for Public Hearing. Please submit a speaker
card to the Secretary if you wish to speak on a public hearing item.
PUBLIC HEARING
For agenda item No. 1 the Planning Commission may make a recommendation to the
City Council.
