AGENDA REGULAR MEETING HELOTES CITY COUNCIL July 28, 2022 7:00 p.m. The City of Helotes City Council will meet for a Regular Meeting on Thursday, July 28, 2022, at 7:00 p.m. in the City Hall Council Chambers, 12951 Bandera Road, Helotes, Texas 78023. Council Members may participate remotely by videoconferencing; however, a physical quorum of the City Council shall be present at Helotes City Hall. This is an open meeting, subject to the open meeting laws of the State of Texas. 1. Call to order. • Invocation. • Pledge of Allegiance. OPEN SESSION: 2. Citizens to be Heard. The City Council shall not discuss any presented issue, nor may any action be taken on any issue at this time (Attorney General Opinion JC-0169). The Council will accept comments from citizens, business owners, business representative’s, property owners, and representatives of property owners of the City of Helotes and its Extraterritorial Jurisdiction (ETJ) only. Comments are limited to three (3) minutes and this time is not transferable. Each person may only speak once. No profanity or threats will be tolerated. CONSENT AGENDA (ITEM NOS. 3 - 6): All Consent Agenda items listed below are considered routine by City Staff and are intended to be enacted by one motion. There will be no separate discussion of these items, unless a Councilmember requests it, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda. 3. Approval of the Quarterly Investment Reports for the City of Helotes and the City of Helotes Economic Development Corporation (HEDC) for the quarter ending June 2022. Discussion of and action on approving an Animal Care Services Agreement extension between the City of Helotes and De Zavala – Shavano Veterinary Clinic for a successive one (1) year extension term commencing on September 1, 2022, and terminating on August 31, 2023, pursuant to Resolution No. 21-016, Exhibit A, Section II Term; and authorizing the Mayor to execute said extension. Discussion of and action on a Resolution of the City Council of the City of Helotes, Texas, approving the allocation of emergency funding from the 2021 American Rescue Plan Act, a federal stimulus bill to aid public health and economic recovery from the novel coronavirus (COVID-19) pandemic. (Staff) - Agenda Item 15. Discussion of and action on a Resolution of the City Council of the City of Helotes, Texas, approving an Agreement between the City of Helotes and Helotes Economic Development Corporation (HEDC) to assist with the repayment of debt services related to projects associated with the 2015 Certificate of Obligation; and authorizing the Mayor to negotiate and execute said agreement. Second and Final Reading, and action on an Ordinance of the City Council of the City of Helotes, Texas amending Municipal Code of Ordinances Chapter 18 Buildings and Building Regulations by adding Article VI Substandard Buildings to enact regulations for substandard, unsecured, or dangerous buildings or structures. Discussion of and action on an Ordinance of the City Council of the City of Helotes, Texas ordering a Special Election to be held on Tuesday, November 8, 2022, on a proposition to increase the City’s general purpose sales and use tax rate from 1.00% to 1.25% to continue providing revenue for the City’s general sales and use tax revenue fund, as imposed under sections 321.101(a) and 321.103(a) of the Texas Tax Code; and authorizing the Mayor to execute and agreement for election services with Bexar County Elections Department.
