AGENDA REGULAR MEETING HELOTES CITY COUNCIL December 8, 2022 7:00 p.m. The City of Helotes City Council will meet for a Regular Meeting on Thursday, December 8, 2022, at 7:00 p.m. in the City Hall Council Chambers, 12951 Bandera Road, Helotes, Texas 78023. Council Members may participate remotely by videoconferencing; however, a physical quorum of the City Council shall be present at Helotes City Hall. This is an open meeting, subject to the open meeting laws of the State of Texas. 1. Call to order. • Invocation. • Pledge of Allegiance. OPEN SESSION: 2. Citizens to be Heard. The City Council shall not discuss any presented issue, nor may any action be taken on any issue at this time (Attorney General Opinion JC-0169). The Council will accept comments from citizens, business owners, business representative’s, property owners, and representatives of property owners of the City of Helotes and its Extraterritorial Jurisdiction (ETJ) only. Comments are limited to three (3) minutes and this time is not transferable. Each person may only speak once. No profanity or threats will be tolerated. CONSENT AGENDA (ITEM NOS. 3 - 4): All Consent Agenda items listed below are considered routine by City Staff and are intended to be enacted by one motion. There will be no separate discussion of these items, unless a Councilmember requests it, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda. 3. Approval of the minutes of the Regular Meeting dated November 10, 2022. (Staff) - Agenda Item 4. Approval of the minutes of the Special Meeting dated November 18, 2022. Updates on the following: • Installation of playground equipment at the Helotes Fitness Park & Disc Golf Course; • Reminder: Helotes Hill Country Christmas Parade on Saturday, December 10 in Old Town Helotes, starting at 7:30 p.m.; and • General purpose sales and use tax rate increase from 1.00% to 1.25% will take effect on April 1, 2023. ITEMS FOR INDIVIDUAL CONSIDERATION: 6. Discussion of and action on a request by Edward Villanueva for approval of a conceptual design plan pursuant to Municipal Code of Ordinances Chapter 98 Zoning, Section 98-27 Old Town Helotes Special District, for a building addition to Dominion Commercial Management LLC, dba Owens Law Firm, located at 14237 Old Bandera Road, Helotes, Texas 78023, more particularly described as BCAD Prop. ID No. 242276 and including the following: • Site plan; • Building design; and • Exterior lighting. (Applicant) - Agenda Item 7. Discussion of and action on a Resolution of the City Council of the City of Helotes, Texas authorizing the Mayor to execute an Interlocal and Mutual Aid Agreement between the City and Bexar Metro 9-1-1 Network, for the purpose of enabling the Helotes Dispatch Center to deploy their 9-1-1 call taking ability if/when needed at the Quarry Run Regional Emergency Operations Center. (Staff) - Agenda Item 8. Discussion of and action on a Resolution of the City Council of the City of Helotes, Texas authorizing the City of Helotes Economic Development Corporation (HEDC) to continue the Community Arts Grant Program, including the Community Arts Grant Committee and approving amendments to the grant program guidelines thereof, with a grant funding period expiring FYE 2023. (HEDC Board of Directors) - Agenda Item 9. Discussion of and action on a Resolution of the City Council of the City of Helotes, Texas authorizing the City of Helotes Economic Development Corporation (HEDC) to continue the Retailer and Commercial Tenant Improvement Incentive Grant Program and approving amendments to the grant program guidelines thereof, with a grant funding period expiring FYE 2023. Discussion of and action on a Resolution of the City Council of the City of Helotes, Texas authorizing the City of Helotes Economic Development Corporation (HEDC) to award funding from the FYE 2023 Retailer and Commercial Tenant Improvement Incentive Grant Program to The Meadows, a new frozen custard and treats shop, located at 14108 Bandera Road, Suite 4, Helotes Texas, 78023 in the Legacy Retail Center, more particularly described as BCAD Prop. Discussion of and action on a Resolution of the City Council of the City of Helotes, Texas approving an Interlocal Agreement for General Funds between the City of Helotes and Bexar County to provide funding for the Helotes Dispatch Center in an amount not to exceed $350,000.00, for a one (1) year term beginning on October 1, 2022, and ending on September 30, 2023; and authorizing the Mayor to execute a final Agreement per the terms presented to the City Council. (Staff) - Agenda Item STAFF REPORT: 12. Presentation by Corey Vullo, Public Works Operations Supervisor, on the City of Helotes Municipal Separate Storm Sewer System (Ms4) for Fiscal Year Ending 2022. (Staff) - Agenda Item 13. Presentation by Glenn Goolsby, Executive Director of the Helotes Economic Development Corporation (HEDC), on the Quarterly Activity Report for the quarter ending September 30, 2022. (Staff) - Agenda Item Adjourn meeting. The City Council reserves the right to adjourn into Closed Session at any time during the course of this meeting to discuss any of the exceptions to the requirement that a meeting be open to the public, in accordance with Texas Government Code, Chapter 551 Open Meetings, Subchapter D Exceptions to Requirement that Meetings be Open.
