AGENDA REGULAR MEETING HELOTES CITY COUNCIL February 22, 2024 7:00 p.m. The City of Helotes City Council will meet for a Regular Meeting on Thursday, February 22, 2024, at 7:00 p.m. in the City Hall Council Chambers, 12951 Bandera Road, Helotes, Texas 78023. Council Members may participate remotely by videoconferencing; however, a physical quorum of the City Council shall be present at Helotes City Hall. This is an open meeting, subject to the open meeting laws of the State of Texas. 1. Call to order. • Invocation. • Pledge of Allegiance. RECOGNITION: 2. Recognition by The Robert F. McDermott American Legion Post 309 (Helotes) of the following City of Helotes Fire/EMS nominees for The American Legion Department of Texas Firefighter and Paramedic of the Year Award for 2024: • Larry Hewitt – Firefighter of the Year Award; and • Ridge Fryar – EMT/Paramedic of the Year Award. - Agenda Item 3. The City Council shall not discuss any presented issue, nor may any action be taken on any issue at this time (Attorney General Opinion JC-0169). The Council will accept comments from citizens, business owners, business representative’s, property owners, and representatives of property owners of the City of Helotes and its Extraterritorial Jurisdiction (ETJ) only. Comments are limited to three (3) minutes and this time is not transferable. Each person may only speak once. No profanity or threats will be tolerated. CONSENT AGENDA (ITEM NO. 6): All Consent Agenda items listed below are considered routine by City Staff and are intended to be enacted by one motion. There will be no separate discussion of these items, unless a Councilmember requests it, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda. 6. Approval of the minutes of the Regular Meeting dated February 8, 2024. (Staff) - Agenda Item MAYOR’S REPORT: 7. Updates on the following: • Comprehensive Compliance Investigation on the City of Helotes MS4 Stormwater Management Program by Texas Commission on Environmental Quality (TCEQ); and • Pet Wellness & Vaccination Clinic hosted by Helotes Animal Control, in partnership with Mobile Petcare Clinic of Texas, on Sunday, February 25 at Helotes City Hall from 11 AM – 3 PM. ITEMS FOR INDIVIDUAL CONSIDERATION: 8. Discussion of and action on an Ordinance of the City Council of the City of Helotes, Texas, appointing Daniel Rodriguez as Finance Director, pursuant to Municipal Code of Ordinances Chapter 2 Administration, Article II Officers and Employees, Section 2-11(b) Appointment. (Staff) - Agenda Item 9. Discussion of and action on a Resolution of the City Council of the City of Helotes, Texas, awarding the Public Safety Camera System Contract to Axon Enterprises, Inc. for a primary term of at least three (3) years but no more than five (5) years, with the option for an extension; and authorizing the City Administrator to negotiate and execute a Contract for said services. Discussion of and action on an Ordinance of the City Council of the City of Helotes, Texas, authorizing an amendment to the FYE 2024 Budget by transferring $40,000.00 from the Unreserved Fund Balance to the Tree Mitigation Fund and General Fund Operating Budget to remove overgrown vegetation on city-owned drainage easements surrounding the Helotes Crossing Subdivision and to repair portions of resident’s fences damaged by said overgrowth.
