AGENDA REGULAR MEETING HELOTES CITY COUNCIL May 23, 2024 7:00 p.m. The City of Helotes City Council will meet for a Regular Meeting on Thursday, May 23, 2024, at 7:00 p.m. in the City Hall Council Chambers, 12951 Bandera Road, Helotes, Texas 78023. Council Members may participate remotely by videoconferencing; however, a physical quorum of the City Council shall be present at Helotes City Hall. This is an open meeting, subject to the open meeting laws of the State of Texas. 1. Call to order. • Invocation. • Pledge of Allegiance. OPEN SESSION: 2. Citizens to be Heard. The City Council shall not discuss any presented issue, nor may any action be taken on any issue at this time (Attorney General Opinion JC-0169). The Council will accept comments from citizens, business owners, business representative’s, property owners, and representatives of property owners of the City of Helotes and its Extraterritorial Jurisdiction (ETJ) only. Comments are limited to three (3) minutes and this time is not transferable. Each person may only speak once. No profanity or threats will be tolerated. CONSENT AGENDA (ITEM NOS. 3 - 6): All Consent Agenda items listed below are considered routine by City Staff and are intended to be enacted by one motion. There will be no separate discussion of these items, unless a Councilmember requests it, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda. 3. ITEMS FOR INDIVIDUAL CONSIDERATION: 8. Discussion of and action on a Fireworks Display Permit pursuant to Municipal Code of Ordinances Chapter 38 Fire Prevention and Protection, Article V Fireworks, Section 38-53 Permit, for the City of Helotes Independence Day Celebration located at the Helotes Festival Grounds, 12210 Leslie Road, on Wednesday, July 3, 2024; and authorizing the City Administrator to execute a Facility Use Agreement for said event. Discussion of and action on a Resolution of the City Council of the City of Helotes, Texas, awarding a General Contractor Services Contract to Ingram Roofing and Construction, Inc., dba Ingram Builders, for the installation of a Public Works Storage Building in a project amount not to exceed $408,780.00; and authorizing the City Administrator to negotiate and execute a Contract for said project. First reading and discussion on an Ordinance of the City Council of the City of Helotes, Texas, amending Municipal Code of Ordinances Chapter 70 Solid Waste, Article III Trimming by Tree Contractors by adding Section 70-43 Exemptions to establish regular lawn maintenance does not require a permit and incorporating terms in Chapter 94 Vegetation, Article I Commercial and Residential Subdivision Tree Preservation, Section 94-2 Definitions to identify scope of work applicable to regular lawn maintenance. In addition to the matters listed below, any matter scheduled for Open Session may be discussed in Closed Session, as appropriate and authorized by law: • §551.071 Consultation with Attorney concerning sales tax legislation, audits of local businesses, and actions that can be taken by the Helotes Economic Development Corporation (HEDC). • §551.074 Personnel Matters to deliberate the selection of Mayor Pro Tem from the City Council for the term May 2024 to May 2025. • §551.074 Personnel Matters to deliberate the appointment of Council Members to serve as a liaison on municipal boards for the term May 2024 to May 2025. Discussion of and action on the appointment of Council Members from the City Council to serve as a liaison to each of the listed municipal boards for the term May 2024 to May 2025: • Economic Development Corporation; • Board of Adjustment; and • Planning & Zoning Commission.
