AGENDA REGULAR MEETING HELOTES CITY COUNCIL August 22, 2024 7:00 p.m. The City of Helotes City Council will meet for a Regular Meeting on Thursday, August 22, 2024, at 7:00 p.m. in the City Hall Council Chambers, 12951 Bandera Road, Helotes, Texas 78023. Council Members may participate remotely by videoconferencing; however, a physical quorum of the City Council shall be present at Helotes City Hall. This is an open meeting, subject to the open meeting laws of the State of Texas. 1. Call to order. • Invocation. • Pledge of Allegiance. RECOGNITION 2. Proclamation presented by Mayor Whitehead to the Greater Helotes Little League Girls Softball All-Star Team in recognition of an undefeated season and becoming the 2024 Texas West State Champions. (Staff) OPEN SESSION: 3. Citizens to be Heard. The City Council shall not discuss any presented issue, nor may any action be taken on any issue at this time (Attorney General Opinion JC-0169). The Council will accept comments from citizens, business owners, business representative’s, property owners, and representatives of property owners of the City of Helotes and its Extraterritorial Jurisdiction (ETJ) only. Comments are limited to three (3) minutes and this time is not transferable. Each person may only speak once. No profanity or threats will be tolerated. CONSENT AGENDA (ITEM NOS. 4 - 6): All Consent Agenda items listed below are considered routine by City Staff and are intended to be enacted by one motion. There will be no separate discussion of these items, unless a Councilmember requests it, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda. 4. Approval of the minutes of the Regular Meeting dated August 8, 2024. Approval of a Resolution of the City Council of the City of Helotes, Texas, authorizing the Mayor to execute an updated Interlocal Agreement between the City and Bexar County to purchase goods and services from vendors selected through the competitive bidding process for a term ending on September 30, 2027. (Staff) - Agenda Item 6. Approval of a Resolution of the City Council of the City of Helotes, Texas, authorizing the Court Administrator to execute an updated Interlocal Cooperation Contract (ICC) between the City and Texas Department of Public Safety (DPS) for the continued implementation of the Failure to Appear (FTA) Program in the Helotes Municipal Court. Updates on the following: • TxDOT improvements; • Announcement of child car seat event by Helotes Police Department and area partners on Saturday, September 21, 2024, from 9 a.m. to 11 a.m. at Helotes Walmart; and • Announcement of Helotes Halloween Boo Bash on Friday, October 18, 2024, at Helotes City Hall. ITEMS FOR INDIVIDUAL CONSIDERATION: 8. Discussion of and action on a preliminary and final plat pursuant to Municipal Code of Ordinances Chapter 78 Subdivisions, establishing the replat of O’Connor High School, Kuentz Elementary School and Rhodes Bus Station subdivision, being 157.652 acres recorded in Volume 4732, Pages 808-811, and in Volume 6912, Page 2028, of the Official Public Records of Bexar County, Texas. (Applicant) - Agenda Item 9. Discussion of and action on a request by the Helotes Economic Development Corporation (HEDC) for approval of a conceptual design plan pursuant to Municipal Code of Ordinances Chapter 98 Zoning, Article IX Architectural Review by Planning and Zoning Commission and City Council, for exterior construction changes to the HEDC Office located at 12682 FM 1560 W. Suite Nos. 105 -106, Helotes, Texas 78023, BCAD Property ID No. 240066, and including the following: a) Site plan and building remodel concept; b) Exterior lighting; and c) Signage with two variances to size and height. (Applicant) - Agenda Item 10. Discussion of and action on a Resolution of the City Council of the City of Helotes, Texas, authorizing the Mayor to negotiate and execute an Animal Care Services Agreement between the City and De Zavala – Shavano Veterinary Clinic for on-call animal care and rabies services for a primary term of one (1) year beginning on September 1, 2024, and ending on August 31, 2025. Discussion of and action on a Resolution of the City Council of the City of Helotes, Texas, accepting the lowest responsible bid and awarding a contract to FYL Enterprises, LLC for the cleaning and sealing of approximately 71,000 linear feet (LF) of various City streets in an amount not to exceed $111,560.00; and authorizing the City Administrator to negotiate and execute a contract for said street project.
