AGENDA REGULAR MEETING HELOTES CITY COUNCIL September 11, 2025 7:00 p.m. The City of Helotes City Council will meet for a Regular Meeting on Thursday, September 11, 2025, at 7:00 p.m. in the City Hall Council Chambers, 12951 Bandera Road, Helotes, Texas 78023. Council Members may participate remotely by videoconferencing; however, a physical quorum of the City Council shall be present at Helotes City Hall. This is an open meeting, subject to the open meeting laws of the State of Texas. 1. Call to order. • Invocation. • Pledge of Allegiance. RECOGNITION: 2. Civic Award presented to Alex Blue in recognition of a combined 24 years of public service on the Planning & Zoning Commission and City Council. PUBLIC HEARINGS (ITEM NOS. 3 - 4): 3. Public hearing to give all interested persons the right to appear and be heard on the proposed FYE 2026 Municipal Operating Budget, including, but not limited to, the General (Maintenance & Operations) Fund, Debt Service (Interest & Sinking) Fund, Capital Replacement Fund, Municipal Court Security and Technology Funds, Police Department Training and Education Fund, School Safety Fund, PEG (Public Access Channel) Fund, Police Department State Forfeiture Fund, Street Maintenance Fund, and Hotel Occupancy Tax (HOT) Fund. - Agenda Item 4. Public hearing to give all interested persons the right to appear and be heard on the proposed Tax Year 2025 ad valorem (property) tax rate. - Agenda Item OPEN SESSION: 5. Citizens to be Heard. The City Council shall not discuss any presented issue, nor may any action be taken on any issue at this time (Attorney General Opinion JC-0169). The Council will accept comments from citizens, business owners, business representatives, property owners, and representatives of property owners of the City of Helotes and its Extraterritorial Jurisdiction (ETJ) only. Comments are limited to three (3) minutes, and this time is not transferable. Each person may only speak once. No profanity or threats will be tolerated. NOTICE OF ASSISTANCE AT THE PUBLIC MEETING The City of Helotes City Hall is wheelchair accessible, and accessible parking spaces are available. City Council Regular Meeting September 11, 2025 CONSENT AGENDA (ITEM NOS. 6 - 7): All Consent Agenda items listed below are considered routine by City Staff and are intended to be enacted by one motion. There will be no separate discussion of these items, unless a Councilmember requests it, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda. 6. Approval of the minutes of the Regular Meeting dated August 28, 2025. (Staff) - Agenda Item 7. Approval of the FYE 2025 City of Helotes and City of Helotes Economic Development Corporation (HEDC) Quarterly Investment Reports for the third quarter ending June 2025. (Staff) - Agenda Item ITEMS FOR INDIVIDUAL CONSIDERATION: 8. Discussion of and direction on the strategic overview of the ongoing budget and operations of the City of Helotes. (Mayor) - Agenda Item 9. Discussion of and direction on the First Reading of an Ordinance of the City Council of the City of Helotes, Texas, making appropriations for support of the FYE 2026 Municipal Operating Budget beginning October 1, 2025, and ending September 30, 2026; appropriating money to a sinking fund to pay the interest and principal of the city’s indebtedness; adopting the annual budget of the city for FYE 2026; authorizing personnel positions and salaries; setting the FYE 2026 holiday schedule for city employees; and authorizing the City Administrator to expend monies and sign documents in accordance with said Budget. Discussion of and direction on the First Reading of an Ordinance of the City Council of the City of Helotes, Texas, setting the ad valorem (property) tax rate for Tax Year 2025 at $0.310000 cents per $100 valuation and directing the Bexar County Tax Assessor- Collector to assess, account for, and distribute the ad valorem (property) taxes as levied. (Staff) - Agenda Item 11. Discussion of and direction on the First Reading of an Ordinance of the City Council of the City of Helotes, Texas, establishing the Municipal Fee Schedule for FYE 2026. (Staff) - Agenda Item 12. Discussion of and direction on the First Reading of a Resolution of the City Council of the City of Helotes, Texas, making appropriations for the City of Helotes Economic Development Corporation’s (HEDC) FYE 2026 Maintenance & Operating, Interest & Sinking, and Capital Budgets beginning October 1, 2025, and ending September 30, 2026, to support the HEDC’s programs, “Projects,” as defined by Texas Local Government Code Chapter 505 Type B Corporations. (HEDC Board of Directors) - Agenda Item Page 2 of 4 City Council Regular Meeting September 11, 2025 ITEMS FOR INDIVIDUAL CONSIDERATION contd.: 13. Discussion of and action on proposed nominations by the Mayor to the City of Helotes Economic Development Corporation (HEDC) Board of Directors, per Amendment No. 4 of the HEDC Bylaws, Article Two Board of Directors, Section 2.1; and for said nominees to serve a two (2) year term beginning on October 1, 2025, and expiring on September 30, 2027: • Place 1 – Craig Sanders; • Place 3 – Sabrina McGowan; • Place 5 – Jeff Felty; and • Place 7 – Scott Granneman. (City Council) - Agenda Item 14. Discussion of and action on a Resolution of the City Council of the City of Helotes, Texas, extending the Towing and Impound Services Contract with Imatowed Enterprises, Inc., DBA Richard’s Towing, for an additional two (2) years, under the same terms and conditions. (Staff) - Agenda Item Adjourn into Closed Session. CLOSED SESSION: 15. Closed Session in accordance with Texas Government Code §551.071 Consultations with City Attorney and §551.074 Personnel Matters. In addition to the matters listed below, any matter scheduled for Open Session may be discussed in Closed Session, as appropriate and authorized by law: • §551.071 Consultations with City Attorney and §551.074 Personnel Matters to discuss the qualifications of candidates for the position of Chief of Police. ITEMS FOR INDIVIDUAL CONSIDERATION: 16. Discussion of and possible action on matters discussed in Closed Session regarding appointment of the preferred candidate as Chief of Police, pursuant to Municipal Code of Ordinances Chapter 50 Law Enforcement, Section 50-2 Positions of Chief of Police, Police Officers, and Supplementary Police Officers Created; Appointment and Term of Office.
