SPECIAL TOWN BOARD MEETING JANUARY 18, 2024 The Town Board of the Town of Hempstead, New York, met at the Marriott Hotel, 101 James Doolittle Boulevard, Uniondale, New York, on Thursday, January 18, 2024 at 6:00 P.M. Roll was called: PRESENT: DONALD X. CLAVIN, JR., Supervisor CHRISTOPHER CARlNI, Councilmember DENNIS DUNNE, SR., Councilmember DOROTHY L. GOOSBY, Deputy Supervisor MELISSA L. MILLER, Councilmember THOMAS A. MUSCARELLA, Councilmember LAURA A. RYDER, Councilmember Members of the Town Board ALSO PRESENT: KATE MURRAY, Town Clerk SUSAN M. POKALSKY, Deputy Town Clerk JOHN L. MACCARONE, Town Attorney HON. JACK LIBERT, Chief of Staff STEVEN E. LOSQUADRO, P.C. Consultant Supervisor Clavin asked Councilmember Muscarella to lead the assemblage in the Pledge of Allegiance to our flag. Supervisor Clavin asked Town Attorney Maccarone to explain the rules of the session, whereupon, the Town Attorney stated that pursuant to Town Rules each speaker would have three minutes to make their comment and could only speak this evening if they did not speak at the earlier session, but the board would take further written comments on the application all during the period where the record would be left open. Town Attorney Maccarone stated that in addition it has come to his attention and would like to place on the record that Councilperson Miller has a relative who works with the applicant's law firm and hi!d numerous discussions with her and in fact contacted the ethics counsel who indicated it should have no impact on her impartiality and ability to vote on this and she feels she could make a fair & clear decision as to this application and would like to put this on the record. Supervisor Clavin added for clarity that the morning meeting had gone rather smoothly and that everyone was respectful of everyone's opinions, reiterating that if anyone needs to go over the three minutes, they could submit either written and/or e-mailed submissions of additional comments that would be made part of the record. The Supervisor also asked when people do come and speak that "everybody be respectful so that we could have a meeting that should be done properly, that everyone feels welcomed and not pressured and could speak freely and have an enjoyable evening". Timmins; At 8: 19 P.M, Supervisor Clavin called for an I I-minute break for session to reconvene at 8:30 A.M. Supervisor Clavin reminded everyone at the end of the break that the 3 minute comment time remains the same and that if they wanted to submit their comments they could do so in writing or email and it would be made part of the record. In addition, he reminded the audience that if they have any fature submissions, they can do so by writing to the Town or via internet until February 20'\ 2024. Once received, all submissions will be made part of the public record for consideration by our consultants.
