TOWN-VILLAGE AIRCRAFT SAFETY & NOISE ABATEMENT COMMITTEE One Washington Street, Hempstead, New York 11550 (516) 489-5000 x3296 – TVASNAC@tohmail.org Meeting Minutes Monday, September 19, 2022 In Attendance Carl Baessler, Village of Atlantic Beach Andrew Weiss, Village of Floral Park Laurence Quinn, Village of Garden City Richard Pallisco, Village of New Hyde Park Shaynee Kessler, Village of Woodsburgh Brad Regenbogen, Town of Hempstead Deputy Town Attorney Executive Director James Vilardi was absent at tonight’s meeting. The meeting was moderated by Carol Renta and Andrew Weiss. Attendance was taken, and the meeting was called to order. Joining tonight’s meeting was new TVASNAC member Shaynee Kessler representing the Village of Woodsburgh. The committee welcomed Shaynee, and she was introduced to those present. Also present at tonight’s meeting on behalf of Nassau County Legislature Presiding Officer Richard Nicollelo was Meredith Hughes. Carol Renta asked if everyone had reviewed the May 23, July 25 and August 22, 2022 minutes and if there were any changes. Since there were no changes, minutes were approved as follows: Andrew Weiss made the emotion to approve the May minutes, second by Carl Baessler; Richard Pallisco made the motion to approve the July minutes, second by Carl Baessler; and Laurence Quinn made the motion to approve the August minutes, second by Carl Baessler. Shaynee Kessler told the committee the airplane noise/traffic has increased in Woodsburgh from what it was just a few years ago (pre-COVID). The other day, she stopped counting at 32 planes in 90 minutes. Andrew Weiss and Carl Baessler drafted a letter to send to our federally elected officials (Schumer, Gilibrand, Rice, Suozzi) requesting their support in the committee’s recommendations to improve flight arrival procedures. It was suggested that the letter be signed by Town Supervisor Don Clavin and possibly James Vilardi. • Carol Renta will discuss with the Supervisor and advise the committee. Shaynee Kessler inquired how the noise monitors that are currently in place work. Andrew Weiss explained to Shaynee that the Port Authority provides us with their interpretation of the data collected from the monitors rather than the raw data. The interpreted data averages noise over a 24 hour period and is not accurate in depicting DNL during peak air travel hours. • Laurence Quinn reminded the committee that the DNL for the rest of the world is 55, while in the United States the DNL is 65. 1 Andrew Weiss asked Brad Regenbogen if the committee could F.O.I.L. (Freedom of Information Law) the noise monitor raw data from the Port Authority as it should be information that is available to the public. • Brad will do some research and let the committee know if a F.O.I.L. request would be possible in this instance. Carol Renta asked if anyone had any items to add. Hearing none, Andrew Weiss called for the meeting to be adjourned and Laurence Quinn second the motion.
