Record of Minutes of A Regular Meeting on November 10, 2015
A regular meeting of the Board of Commissioners of the City of Henderson, Kentucky,
was held on Tuesday, November 10, 2015, at 5:30 p.m., prevailing time, in the third floor
Assembly Room located in the Municipal Center building at 222 First Street, Henderson,
Kentucky.
INVOCATION was given by Reverend Charles Johnson, Norris Chapel Baptist Church,
followed by Mayor Austin leading the assemblage in recitation of the Pledge of Allegiance to
our American Flag.

PRESENTATION: MR. BRIAN BISHOP, Executive Director, Henderson-Henderson
County Planning Commission presented the City with a check in the amount of $42,902.50
representing the City’s portion of excess funds in their fiscal year 2015 operating budget. He
also presented a check in the amount of $32,400.00 for the cost of the consultant working on the
vision and comprehensive plans.
MAYOR AUSTIN and the Board thanked Mr. Bishop and the Planning Commission
staff for their hard work and dedication.

FROM NATIONAL BUS SALES AND LEASING, INC., P.O. BOX 6549, MARIETTA,
GEORGIA IN THE TOTAL AMOUNT OF $198,987.00
MOTION by Commissioner Royster, seconded by Commissioner Hite, to approve the
items on the Consent Agenda.

RESOLUTION REJECTING BID FOR THE SALE OF 237.332 ACRES OF
AGRICULTURAL PROPERTY KNOWN AS “THE HOGE FARM” TO K & D FARMS OF
MORGANFIELD, KENTUCKY, FOR THEIR BID IN THE AMOUNT OF $593,330.00
MOTION by Commissioner Hite, seconded by Commissioner Mills, to adopt the
resolution rejecting the bid for the sale of 237.332 acres of agricultural property known as the
“Hoge Farm” to K & D Farms, for their bid amount of $593,330.00

RECOGNITION OF VISITORS:
MAYOR AUSTIN asked if there was anyone that wished to address the Board regarding
an item that had not been addressed on the regular agenda.
CITY MANAGER’S REPORT:
MR. SIGHTS stated that he would like to thank all of the City employees that have
participated in the Volunteer and Information Center Thanksgiving Food Drive. This is a good
cause and he is proud that there has been a lot of activity with the food drive from the City
employees.

COMMISSIONER’S REPORTS:
COMMISSIONER HITE in recognition of Veterans Day tomorrow, extended her thanks
to all the veterans for all their sacrifices, and the sacrifices of their families, made in service to
our country.

MAYOR AUSTIN noted that we are very close to finalizing the purchase of the nature
conservancy property at the south end of town so that we can finish the last mile of the Canoe
Creek cleaning/clearing project which would decrease residential flooding caused by a
bottleneck in the creek from debris. Mayor Austin added that Russell, Buzzy, and Dawn have all
put in countless hours and worked tirelessly with negotiations to see this project to its final
stages.
COMMISSIONER MILLS asked if we had set aside funding in the budget for the
clearing in this property.
ASSISTANT CITY MANAGER Buzzy Newman answered that there was adequate
funding left from the state grant funds to cover the expense of the clearing project. He further
indicated that he had been in contact with the contractor and work should start after
Thanksgiving because the contractor is currently helping clean up after the hurricane in South
Carolina.

MOTION by Commissioner Royster, seconded by Commissioner Mills, pursuant to
provisions of KRS 61.810(1)(b) for deliberations on the future acquisition or sale of real property
located between Old Madisonville Road (KY 285) & Henderson Corporate Park, & Country
View Subdivision between Canoe Creek & Rocks Road off South Green Street (US 41A/60). As
well as pursuant to KRS 61.810(1)(f) for the discussions or hearings that might lead to the
appointment, discipline, or dismissal of an individual employee.
