Record of Minutes of A Called Work Session Meeting on April 25, 2017
A Called Work Session of the Board of Commissioners of the City of Henderson,
Kentucky, was held on Tuesday, April 25, 2017, at 3:30 p.m. in the third floor Assembly Room,
Municipal Center, 222 First Street, Henderson, Kentucky.
There were present the Honorable Steve Austin, Mayor, presiding.
PRESENT:

CITY STAFF MEMBERS included Russell R. Sights, City Manager; William L.
“Buzzy” Newman, Jr., Assistant City Manager; Dawn Kelsey, City Attorney; Maree Collins,
City Clerk; Donna Stinnett, Public Information Officer; Connie Galloway, Human Resources
Director; Robert Gunter, Finance Director; Greg Nunn, IT Director; Brian Williams, Public
Works Director; Scott Foreman, Fire Chief; Chip Stauffer, Police Chief; John Stroud, Acting
Code Administrator; Theresa Richey, Development Liaison; Liz Long, Code Enforcement
Officer; Ray Nix, Code Enforcement Officer; Lynn Drew, Administrative Assistant; Doug
Boom, Engineer; Dylan Ward, Public Works Engineer; Terry Stone, Facilities Maintenance
Superintendent; Donna Coomes, Administrative Secretary; and Mike Richardson, Police Reserve
Officer.
ALSO PRESENT: T. J. Fridy, Attorney; Eddie Coomes; Randal Jenkins; and Laura
Acchiardo, The Gleaner
THE FOLLOWING AGENDA ITEMS WERE DISCUSSED:
1. House Bill 422-Code Enforcement
DAWN KELSEY, City Attorney presented the options that House Bill 422
would allow for City Code Enforcement and the Code Enforcement division.
NO FORMAL ACTION WAS TAKEN BY THE BOARD OF COMMISSIONERS. The
City Attorney Was Requested to Prepare the Appropriate Documents to Create a Code
Enforcement Board and Effectuate Any Other Amendments to the Code of Ordinance Relating
to Code Enforcement as Discussed Under House Bill 422.

2. Assistant City Manager Position
COMMISSIONER STATON, presented a proposal for reorganizing the
Administration department and reassigning certain duties of the Assistant City
Manager position to the Public Information Officer, the Public Works
Engineer and the City Manager.
Discussion was held to add duties, raising salary and amend the Employment
Contract of the Public Information Officer; eliminating the job title of Public
Works Engineer and creating a non-civil service position of Project Manager
with additional duties, salary and under an Employment Contract; and the City
Manager assuming direct oversight of the Codes and Engineering divisions.
NO FORMAL ACTION WAS TAKEN BY THE BOARD OF COMMISSIONERS. The
City Attorney Was Requested to Prepare the Appropriate Documents Amending the Code of
Ordinances, the Employee Manual and Any Other Amendments Necessary in Order to
Effectuate the Changes as Discussed.

3. Tax Rate Discussion
COMMISSIONER PRUITT, proposed a $1,000,000.00 property tax cut
utilizing $600,000.00 in new revenue along with 60% of the $500,000.00
listed budget cuts.
Discussion and comments from the elected officials was held with other
options discussed.
NO FORMAL ACTION WAS TAKEN BY THE BOARD OF COMMISSIONERS.

The City Attorney and Codes Department will give a presentation regarding House Bill
422 and the related proposed Ordinance Amendment.
Assistant City Manager Position
Cornrnissioner Brad Staton has requested that the position of Assistant City Manager be
discussed in this meeting.
Tax Discussion/Presentation
Commissioner Robert Pmitt will make a tax presentation during the meeting.
