129 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on June 30, 2017 A special called meeting of the Board of Commissioners of the City of Henderson, Kentucky, was held on Friday, June 30, 2017, at 10:00 a.m., prevailing time, in the third floor Assembly Room located in the Municipal Center Building at 222 First Street, Henderson, Kentucky. There were present Mayor Steve Austin presiding: PRESENT: Commissioner Robert N. Pruitt, Sr. Commissioner Austin P. Vowels ABSENT: Commissioner Patti Bugg Commissioner Bradley S. Staton ALSO PRESENT: Mr. Russell R. Sights, City Manager Ms. Dawn Kelsey City Attorney Ms. Maree Collins, City Clerk Mrs. Donna Stinnett, Public Information Officer Mr. Charles Stauffer, Police Chief Mr. Jermaine Poynter, Police Major ________________________ MUNICIPAL ORDER 29-17: MUNICIPAL ORDER AUTHORIZING SUBMITTAL OF GRANT APPLICATION TO COPS HIRING RECOVERY PROGRAM (CHRP), IN THE AMOUNT OF $596,046.00, AND ACCEPTING GRANT IF AWARDED MOTION by Commissioner Pruitt, seconded by Commissioner Vowels, to adopt the municipal order approving the submission of a COPS Hiring Recovery Program grant in the amount of $596,046.00, and accepting the grant if it is awarded. CHARLES STAUFFER, Police Chief, indicated that this would allow hiring three additional School Resource Officers. The grant covers 75% of salary and benefits up to a maximum of $375,000.00 over three years. Each of those positions must be retained for a minimum of twelve months after conclusion of the grant period. Henderson County School System supports this application and has agreed to continue partnering with the City by funding 66% of the fourth year of the matching funds required. Two of the officers would cover both middle schools and the Central Learning Center and the third officer would be placed at the high school, which would allow two officers at the high school. The vote was called. Sights, City Manager /J SUBJECT: 2017 COPS Hiring Grant The accompanying municipal order authorizes the submission of grant funding, and acceptance if awarded, in the amount of $596,046.00, which includes a 25% local match. If awarded, the grant would be used to hire three (3) additional school resource officers to be utilized in the school system. Funding would cover 75% of salary and benefits for three years, with the remaining 25% local match. The grant also requires retaining the positions for a minimum of 12 months after conclusion of the three-year grant period. The application deadline is July 10, 2017. Application deadline is 7:59 p.m. EST on July 10, 2017. If awarded, the grant funding would allow hiring of three additional School Resource Officers to be utilized in our School System. Funding would cover 75% of salary and benefits for three years with a maximum expenditure of $375,000, ($125,000 per position), with the remaining local expenditure for the first three years. The grant also requires retaining the positions for a minimum of 12 months after conclusion of the three-year grant period. The Henderson County School Board has been approached and is interested in partnering with the City of Henderson in applying for this grant If I may provide additional information, please let me know. Chief of Police CHS/wds HENDERSON POLICE DEPARTMENT INTERDEPARTMENTAL CORRESPONDENCE TO: Chief Stauffer FROM: Major Poynter DATE: 6-8-2017 REF: Grant Request Name: 2017 COPS Hiring Due: July 10th 2017 at 7:59 p.m. EST Grant Period: Three years from date of award with required 12 months local continuation. Match: 75% Federal, 25% Local, Maximum Federal expenditure of$125,000 per position. Grant Amount: $596,046.00 ($375,000 Federal/ $221.046.00 Local) Requesting: This is a COPS hiring grant. The request is to hire three (3) new officers to work as School Resource Officers (SRO). The grant would cover 75% of the costs of salary and benefits for these officers for three (3) years with a maximum expenditure of $375,000. Local expenditure would be 25% for the first three (3) years plus a requirement to retain the position for a minimum of 12 months after the conclusion of the three year grant period. The Henderson County School Board has been approached in reference to this grant request and they are interested in partnering with the City of Henderson to apply for this grant. MUNICIPAL ORDER - - - - MUNICIPAL ORDER AUTHORIZING SUBMITTAL OF GRANT APPLICATION TO COPS HIRING RECOVERY PROGRAM (CHRP), IN THE AMOUNT OF $596,046.00, AND ACCEPTING GRANT IF AWARD ED WHEREAS, the COPS Hiring Recovery Program (CHRP) is a federal competitive grant program that provides funding directly to law enforcement agencies having primary law enforcement authority to create and preserve jobs and to increase their community policing capacity and crime prevention efforts; and WHEREAS, the City of Henderson desires to submit an application seeking grant funds for three (3) additional School Resource Officers to be utilized in our school system; and WHEREAS, the City Manager recommends such grant application be made and accepting grant if awarded. NOW, THEREFORE, BE IT ORDERED by the City of Henderson, Kentucky, that the recommendation of the City Manager is hereby approved, and the submittal of application to the COPS Hiring Recovery Program (CHRP) for funds in the amount of $596,046.00 is hereby approved, and said grant is accepted if awarded and the Mayor is authorized to sign all necessary documents regarding this application.
