123 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Work Session Meeting on July 16, 2019 A Work Session of the Board of Commissioners of the City of Henderson, Kentucky, was held on Tuesday, July 16, 2019, at 5:30 p.m. in the third floor Assembly Room, Municipal Center, 222 First Street, Henderson, Kentucky. There were present Mayor Pro tem Bradley S. Staton presiding. PRESENT: Commissioner Patti Bugg Commissioner X R. Royster, III Commissioner Austin P. Vowels ABSENT: Mayor Austin CITY STAFF MEMBERS included William L. “Buzzy” Newman, Jr., City Manager; Dawn Kelsey, City Attorney; Maree Collins, City Clerk; Donna Stinnett, Community Relations Manager/Public Information Officer; and Mike Richardson, Reserve Police Officer. ALSO PRESENT: Chris Heimgartner, Henderson Municipal Power and Light General Manager; and Douglas White, The Gleaner THE FOLLOWING AGENDA ITEMS WERE DISCUSSED: 1. Henderson Municipal Power and Light Integrated Resources Plan (IRP) Discussion ✓ HMPL General Manager Chris Heimgartner gave a brief overview of the in- depth study by outside experts and the plan for moving forward without the city’s coal-fired Station Two power plant. ✓ Mr. Heimgartner explained that “in a nutshell, what you are trying to do is you forecast out what your customers are going to need for the next 20 years and then match it to the best fit of whatever kind of sources you can line up to supply it. In reality you are forecasting every hour of every day for the next 20 years. And you are matching that to all the possible resource mixes you can have for a bunch of different weather conditions and gas prices and the whole nine yards, so there’s lots and lots of variables in this.” ✓ HMPL contracted for an extensive IRP study that showed solar power will almost surely play a major part in the mix of power supplies for Henderson. The price of solar power has dropped dramatically in the last 18 months and a solar plant ends up being the best part of our mix. ✓ Several specific scenarios were run as part of the IRP study to determine the best mix of resources for Henderson. ✓ Based on the IRP analysis, input from outside the utility, and the collective wisdom of staff, it is believed that a combination of a local generation plant, a solar power purchase agreement, some block purchases, and some market purchases is the best supply mix for our customers for the next 20 years. ✓ Various types of generation plants/equipment were discussed including cost, life expectancy, size, unit output, noise and location. ✓ The next steps include engaging a firm to help write and evaluate Request for Proposals; Issue an RFP for solar early in the third quarter of this year, with the objective to sign a contract before the year is out; Issue an RFP for a local generation plant by the end of this year, with the objective to sign a contract early in 2020; Inform City Commission relating to bonding; and Inform community/customers.
