136 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on August 31, 2021 A special called meeting of the Board of Commissioners of the City of Henderson, Kentucky, was held on Tuesday, August 31, 2021, at 12:00 p.m., prevailing time, in the third floor Assembly Room located in the Municipal Center, 222 First Street, Henderson, Kentucky designated as the primary location for this video teleconference meeting as a result of the state of emergency declared by the President of the United States, the Governor of Kentucky and the Mayor of the city of Henderson due to the global COVID-19 pandemic, and in accordance with recommended and mandated precautions related to COVID-19 per the Kentucky Attorney General Opinion 20-05. MUNICIPAL ORDER NO. 43-21: MUNICIPAL ORDER APPROVING VOLUNTARY FINANCIAL INCENTIVE PRO- GRAM FOR EMPLOYEES WHO HAVE RECEIVED FULL DOSES OF COVID 19 VAC- CINE MOTION by Commissioner Pruitt, seconded by Commissioner Thomas, to approve the proposed Voluntary Financial Incentive Program for Employees Who Have Received Full Doses of COVID-19 Vaccine which included a $500.00 financial incentive. DISCUSSION WAS HELD relating to the details of the proposed Program; how other employers were incentivizing vaccinations; the dollar amount proposed; the number of employ- ees already vaccinated; concerns for rewarding individuals that have already received the vac- cine; the health benefits to our workforce; the overall costs of the program as well as not having employees vaccinated; how to fund the Program; reducing the incentive to one-half and incentiv- izing the residents to be vaccinated; utilizing mobile vaccination units to go into the low income neighborhoods; other issues relating to this incentive program and whether or not it should be made mandatory or left voluntary at this time; and how employees from all departments have stepped up to provide services to our residents even when it was not their primary job duty. MOTION by Commissioner Thomas, seconded by Commissioner Pruitt to amend the municipal order to reduce the voluntary financial incentive for employees who have received full dose(s) of the COVID-19 vaccine from $500.00 to $250.00 effective August 31, 2021 through December 31, 2021. ARPA funding will be utilized for this Program. DISCUSSION WAS HELD relating to the 20% health plan premium discount; whether this was enough and for a long enough time period; staying within the EEOC thresholds; the cost of the program to the insurance fund; and other aspects of maybe a new premium discount for the 2022 calendar year.
