193 CITY OF HENDERSON – RECORD BOOK Record of Minutes of Special Called Joint City/City-County Cooperative Study Team Meeting on December 14, 2021 A special called joint Board of Commissioners of the City of Henderson, Kentucky, and the City/County Cooperative Study Team meeting was held on Tuesday, December 14, 2021, at 1:00 p.m., prevailing time, in the third-floor assembly room, Municipal Center, 222 First Street, Henderson, Kentucky. There were present Mayor Steve Austin presiding: PRESENT: Commissioner Austin P. Vowels Commissioner Bradley S. Staton ABSENT: Commissioner Robert N. Pruitt, Sr. Commissioner Rodney Thomas ALSO PRESENT: Mr. William L. “Buzzy” Newman, Jr., City Manager Mrs. Dawn Kelsey, City Attorney Ms. Maree Collins, City Clerk Mrs. Donna Stinnett, Community Relations Manager/Public Information Officer Mr. Robert Gunter, Finance Director Mr. Heath Cox, Police Chief Mr. Brad Schneider, Henderson County Judge Executive Mr. Butch Puttman, Henderson County Magistrate Ms. Beth Moran, Henderson County Magistrate Mr. Steve Gold, Henderson County Attorney Mr. David Crafton, Henderson County Sheriff Mr. Kurt Wiesen, Fiscal Court Clerk Mr. Ed Brady, Former Henderson County Sheriff ________________________ AUSTIN VOWELS, City/County Cooperative Study Team Chair, asked for approval of the July 13, 2021, meeting minutes. Unanimously approved. ________________________ DISCUSSION RELATING TO PUBLIC SAFETY CONCERNS COMMISSIONER STATON expressed concern over the recent shooting of a 2-year-old in the East End. He asked that local law enforcement agencies present their concerns and possible ideas for improvements. STEVE GOLD, County Attorney, indicated that there are many issues involved that neither the city nor county can control. DISCUSSION WAS HELD relating to the two-year-old child being struck by a stray bullet; increased incidents of fights and shots fired; possible actions that can be taken to prevent these incidents; policing tactics that have helped in the past; the issue requires community engagement; the possibility of placement of cameras in certain areas; community awareness program on responsible firearms ownership; need programs to invest in the youth of our community; needed court system revisions; parole and social services program revisions; programs to reduce crime; incentivize law enforcement to live in certain areas – home ownership program; current young officers don’t want to live where they “police;” that the legislature is looking to remove a judge from Henderson – proposed a joint resolution supporting keeping our judge position. COMMISSIONER STATON asked for more specific data on crimes in the county to determine a concentrated plan to present to the group. Chief Cox indicated that they want to be careful not to focus all efforts on any one area that may ignore problems in other parts of the county. 194 CITY OF HENDERSON – RECORD BOOK Record of Minutes of Special Called Joint City/City-County Cooperative Study Team Meeting on December 14, 2021 MEETING ADJOURN: MOTION by Magistrate Puttman, seconded by Commissioner Staton, to adjourn the meeting. All those present indicated Aye, no one opposed.
