198 CITY OF HENDERSON – RECORD BOOK Record of Minutes of Called Work Session Meeting on December 12, 2023 A Special Called Work Session of the Board of Commissioners of the City of Henderson, Kentucky, was held on Tuesday, December 12, 2023, at 4:20 p.m. (immediately following the Board of Commissioners meeting), prevailing time, in the third-floor assembly room, 222 First Street, Henderson, Kentucky. There were present Mayor Bradley S. Staton, presiding: PRESENT: Commissioner Nicholas E. Whitt Commissioner Austin P. Vowels Commissioner Rodney Thomas ABSENT: Commissioner Robert N. Pruitt, Sr. CITY STAFF MEMBERS included: William L. “Buzzy” Newman, Jr., City Manager; Dawn Kelsey, City Attorney; Maree Collins, City Clerk; Holli Blanford, Public Information Officer; Josh Dixon, Fire Chief; Sean McKinney, Police Chief; Robert Shoultz, Deputy Police Chief; Trace Stevens, Parks, Recreation & Cemeteries Director; Bill Raleigh, IT Support Specialist; Wesley Gower, IT Programmer Analyst; and James Elliott, Police Officer. ALSO PRESENT: Steve Gold, County Attorney; Herbie McKee, Commonwealth Attorney; Brittney Smith; Bobbi Jo Marx; Nivea Carter; Dwight Williams; Abby Dixon; Tammy Sutton; Matthew Reynolds; Reverend Charles Johnson; Lisa Fulkerson; and Vince Tweddell, Publisher/Editor, the Hendersonian. ________________________ THE FOLLOWING AGENDA ITEMS WERE DISCUSSED: INNER CITY IMPROVEMENT PLAN PROPOSED PROJECTS FINAL VOTE AND BUDGET MAYOR STATON reported on the final votes of the Inner City Improvement Plan projects presented at the special called October work session. A total of nineteen projects were presented and voted on by attendees. Mayor Staton explained that the purpose of this meeting is to review the proposed budgets for the various projects. Project Public Safety 69 $ 2,500.00 Sidewalks Infrastructure 51 $ 85,000.00 Doorbell Cameras Public Safety 44 $ 5,000.00 Alley Improvements Infrastructure 44 $ 30,000.00 Business Incentive Package Economic Development 38 $ 15,000.00 Community Garden Beautification & Special Projects 29 $ 2,500.00 Inner City Festivals & Events Economic Development 24 $ 15,000.00 Inner City DHP Concept Economic Development 18 $ 35,000.00 Inner City Flower Pots Beautification & Special Projects 13 $ 3,500.00 Smoke alarms Public Safety 13 $ - Affordable Internet Infrastructure 9 $ 1,500.00 Bleacher seating at JFK Beautification & Special Projects 5 $ 15,000.00 Clay Street Corridor (Energy Efficiency) Blight & Affordable Housing 3 $ 7,000.00 Community Trash Containers Infrastructure 2 $ 8,000.00 Tax Moratorium Economic Development 1 $ - $ 300,000.00  199 CITY OF HENDERSON – RECORD BOOK Record of Minutes of Called Work Session Meeting on December 12, 2023 DISCUSSION WAS HELD relating to the specifics of each project; the dollar amount designated for each project; how important sidewalks are for connectivity for children walking to and from school; that some of the infrastructure costs will be paid out of the Public Works infrastructure/maintenance accounts and or grant funding and be multi-phase/multi-year projects; that possibly in the upcoming budget process matching funds for the capital infrastructure projects could be incorporated; how the proposed budget was based upon a combination of the dollar amount requested and the total votes received; that more information and planning is necessary for some of the projects, so those designated funds could be appropriated to other projects like the Home Grant Program in this first year; and that staff is working on a link for the website to track these projects and an app to report alleyway and other issues that need attention. It was suggested, without objection, that the $35,000.00 designated for an Inner City DHP Concept and the $15,000.00 designated for JFK Bleacher Seating be reappropriated to the sidewalk project for this first year. More information is necessary on how to set up and administer the Inner City DHP Concept and the JFK Bleacher Seating project is a much more involved project that will need much more funds – the requested amount was unknown and would be looked at in the future.
