Housing Numbering Plan [(a) All buildings and houses shall be numbered eonsistent with the assigned address. (b) The plan for numbering the buildings and houses in the eity is as follows: Even numbers shall be plaeed on the east and south sides of eaeh street, and odd numbers on the west and north sides. Purpose (1) The purpose of this chapter is to provide for the establishment and administration of a uniform system for assigning and displaying addresses for parcels of property situated on all public and private streets within the City Henderson Kentucky, in order to promote the health, welfare and safety of all persons 3 Exhibit "A" ORDINANCE NO. 34-24 Exhibit "A"  ORDINANCE NO. 34-24 (CONT.) Exhibit "A" and property within this by facilitating more efficient delivery of public services including that of emergency services, health and building inspections, soil evaluations, property tax evaluations, property tax administration, property mapping as well as parcel and mail delivery. (2) The Henderson City-County Planning Commission is designated as the official agency responsible for assigning new addresses and changing addresses that do not meet the standards as outlined in this chapter. It shall propose revisions to this chapter when necessary to maintain continuity in addressing standards. B. Posting of Addresses: (1) Building and house numbers or letters shall meet the following requirements : (al Minimum three (3l inches in height. (bl Shall be of contrasting colors to the building. (cl Numbers shall be highly visible from the street or driveway on the front of the building. (2) The placement of numbers on residential structures shall be in accordance with the following provisions: (al Numbers or letters shall be placed on the side of the building facing the street of address in close proximity to and in the general area of the entrance door in a conspicuous position and at a height which shall be easily visible from the street. (bl The number or letter may be placed over the garage door provided it remains visible from the street. (cl Apartment buildings, hotels and motels shall have either number or letter designations and apartment or room number or letter ranges. Examples : •Building 1, Apts. A-D •Building A, Apts. 1-4 (dl The lot numbers of mobile homes in mobile home parks shall be placed on the ends of the mobile home facing the street or drive. Assigning Addresses (ll At the time a new preliminary subdivision plat is submitted and approved by the Planning Commission, any new lot or parcel that will be created may be addressed preliminarily, provided that after the 4 Exhibit "A" ORDINANCE NO. 34-24 Exhibit "A"  ORDINANCE NO. 34-24 (CONT.) Exhibit "A" assignment of the address. the density of the plat cannot increase. This may include unimproved property. A developer can wait for address assignment until after the final subdivision plat is approved by the Planning Commission. (2) Individuals owning property with no assigned address shall contact the Planning Commission office for property assignment. (3) Planning Commission staff's Address Coordinator shall be responsible for assigning or modifying address numbers. All numbers for properties and addressable structures shall be assigned by the Address Coordinator following the procedures and guidelines contained in this chapter. (4) The street name and number assigned to each structure within the City shall be the official address of such structure. for all purposes. Numbers assigned by any other person or entity shall not be recognized or used for any purpose. The assignment of the address number is not subject to the property owners' approval. (5) All new addressable structures or units shall be assigned a physical address. (6) Existing addressable structures or units that do not have a physical address shall be assigned a physical address. (7) The physical address of existing addressable structures or units that have an inconsistent physical address shall be changed when necessary. The Address Coordinator may renumber or rescind numbers from existing nonconforming structures or properties. (8) The Address Coordinator shall communicate all official address numbers and road names to the Henderson Emergency Communications Center (E-911), utilities, PVA, County agencies. AT&T, the United States Postal Service and the Bureau of Driver's License. (9) Addresses shall be assigned in an equal-interval pattern and shall run in sequence in a logical and consistent order whenever possible. (10) Numbers shall not be officially assigned to subdivisions until the plat has been approved for recordation . The Address Coordinator may also choose not to address any lots where access is not specified with certainty to the satisfaction of the Address Coordinator. This is most likely to occur with large lots, reverse (through) lots, or corner lots. (11) For vacant land that has been previously divided, a physical address shall only be assigned after the property owner/developer has made a final determination of the driveway/access point and specified this location to the satisfaction of the City Codes Administrator. City Engineer and Address Coordinator. (12) Each road shall have the same name throughout its entire length, except that a road name may change when. and only when. there is a substantial intersection or at municipal boundaries. (13) All single-family structures shall be assigned one location address consisting of numeric characters only. Each entranceway to separate tenant spaces or residential units located on the exterior of the structure shall be assigned a separate unit number which may or may not consist of a numeric value or an alpha character. (14) Office buildings with exterior entrances shall be assigned an address location number. Each exterior entrance shall then be assigned a "suite" or "unit" designation which may consist of numeric or alpha characters or both. (15) In cases of a single building with multiple entranceways leading to shared or common hallways or lobbies, only one location address number will be assigned. Each separate area or space will have a separate designation assigned as described above and those should be posted. (18) Legally subdivided parcels or subdivisions may be addressed provided they meet subdivision regulations. There were four newly created Henderson Water Utility (HWU) positions that were included in their FY2025 budget that were intended to have application of the non- hazardous FY2025 one pay grade increase plan, see Human Resources Memorandum #21-42. These four positions have not been filled thus this amendment does not affect any employees. Approval is recommended for the additional four newly created HWU positions to be included in the one pay grade increase plan. The proposed amendment is to amend Sec. 7-221 -Adoption of National Fuel Gas Code to provide clarification and better align with the American National Standard Institute (ANSI) which defines the standards for a product to be approved as an ARC resistant CSST product which will allow any manufacturer that can meet the national consensus standard to be used in Henderson Municipal Gas' service territory. Those approved for use on HMG's system must provide training to HMG's Gas Servicers and other technicians that perform inspection of customer fuel line piping. Any plumber and/or contractor installing ARC Resistant CSST products must be certified by the manufacturer per the ANSI LC 1 standard with proof of training to be provided to HMG at the inspection. All ARC resistant CSST products must be electrically bonded to the building's grounding system per te manufacturer's bonding recommendations. Adoption ofNational Fuel Gas Code CSST recommendations. Background The current interpretation of the Code of Ordinances Sec. 7-221. Adoption of National Fuel Gas Code (b) (2) allows only one specific brand of Arc Resistant Corrugated Stainless Steel Tubing or CSST to be used for gas service. This limitation to only one specific product was achieved by referencing ICC-ES LC1027. The LC-1027 is a listing criterion that was developed at the behest of a single CSST manufacturer (Gastite Flashshield) specifically for their arc-resistant CSST design. Recently another large manufacturer of Arc Resistant CSST has requested to use their product for gas service in HMG's service territory and this has triggered a review of the current ordinance. Some problems with the current ordinance according to a representative from OmegaFlex are listed below. Henderson's reference oflCC-ES LC-1027 creates several consequences: • It creates a city sanctioned monopoly for one patented product and one manufacturer of CSST as LC-1027 was developed specifically for just that unique product design and not for the generic variety of CSST. • It eliminates three of the four arc-resistant CSST products currently offered for sale in the State of Kentucky. • Creates such a legal barrier to commerce it is tantamount to a restraint of trade. • The inclusion of LC-1027 into the Fuel Gas Code conflicts with the accepted standard of care of adopting only national consensus standards. Listing criteria are subject to being amended at the whim of the proponent without the benefit of review by a consensus process. Recommendation Precedence in the development and maintenance of building codes is to rely exclusively on national consensus standards which are developed through a rigorous public review process. Every piping product and/or building material referenced in the National Fuel Gas Code has a national consensus standard with no exceptions. The one and only national consensus standard for CSST is the ANSI/CSA LC-1 Standard which has been in place since 1990.  The recommended change to the ordinance includes removing the specific listing criteria ICC-ES LC-1027 reference but keeping the reference to the national consensus a standard ANSI LC 1 / CSA 6.26 which defines the standards for product to be approved as an ARC resistant CSST product. This will allow any manufacturer that can meet the national consensus standard to be used in HMG' s service territory. Additionally, any manufacturer of ARC resistant CSST products wishing to be approved for use on HMG's system must provide training to HM G' s Gas Servicers and other technicians that perform inspection of customer fuel line piping. Any plumber or contractor installing Arc Resistant CSST products must be certified by the manufacturer per the ANSI LC 1 standard and HMO will require proof of training at the inspection. Lastly, all ARC resistant CS ST products must be electrically bonded to the buildings grounding system per the manufacturer's bonding recommendations. This is an additional protection from lighting strikes. These are my recommendations for the updates to the ordinance. (a) The 2015 edition of NFPA 54/ANSI Z223.1 National Fuel Gas Code, and one (1) calendar year after publication all amendments thereto and subsequent editions thereof, published by The National Fire Prevention Association, which code shall regulate the design, fabrication, erection, construction, enlargement, inspection, testing, acceptance, alteration and repair of natural gas systems installed in buildings served by Henderson Municipal Gas (whether inside or outside the city limits) is hereby adopted in full as an ordinance of the city as if set out at length herein. The Director of Henderson Municipal Gas or his designee(s) will administer and enforce this code and be the "authority having jurisdiction" as prescribed by this code. (b) Regardless of provisions that may or may not be contained in the 2012 National Fuel Gas Code, or any amendments or subsequent editions thereto, the following requirements shall apply for the natural gas system of the City of Henderson: (1) Galvanized steel pipe is not allowed to be used for gas service. (2) Standard Corrugated Stainless Steel Tubing aka CSST (yellow coated) products [or tract pipe is] are not allowed to be used for gas service. Arc Resistant CSST [(corrugated stainless steel tubing) is] (black coated) are acceptable if the product ~installed [+s] in accordance with all manufacturer requirements not limited to but including fittings and installation. Arc Resistant CSST [P.]_p_roduct~ must also meet criteria of ANSI LC 1 / CSA 6.26. [and ICC ES LC1027.] Any contractor or plumber using an Arc resistant CSST must be certified by the manufacturer of that specific CSST product, and the manufacturer must also provide certification and training to HMG's Gas Servicers who perform inspections offuel gas piping. Lastly, ALL Arc Resistant CSST products installed in HMG's service territory must be electrically bonded to the building's grounding system per manufacturer's bonding procedures. Even if the manufacturer does not require bonding on their Arc Resistant CSST product, HMG is requiring ALL Arc Resistant CSST to be bonded as an additional safety for our customers. (3) Copper pipe or tubing is not allowed to be used for gas service. (4) Any commercial building which changes its business name or its use shall be reinspected in light of its new function (for example, a beauty parlor has different requirements that an insurance office.)
