254 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on December 19, 2024 A special called meeting of the Board of Commissioners of the City of Henderson, Kentucky, was held on Thursday, December 19, 2024, at 1:30 p.m., prevailing time, in the third floor Assembly Room of the Municipal Center, 222 First Street, Henderson, Kentucky, designated as the primary location for this video teleconference meeting allowed under KRS 61.826. MAYOR STATON led the recitation of the Pledge of Allegiance to our American Flag. There were present Mayor Bradley S. Staton presiding: PRESENT: Commissioner Austin P. MAYOR STATON reported that this matter had been discussed at a work session, as well as more in-depth at the December 10th, 2024 meeting. The vote was called. The vote was called. Staton, Mayor ATTEST: December 19, 2024 Jessa Brandon, City Clerk________________________ 256 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on December 19, 2024 ORDINANCE NO. 58-24: FIRST READ ORDINANCE AWARDING CABLE FRANCHISE TO SPECTRUM MID-AMERICA, LLC AN ORDINANCE AWARDING A NON-EXCLUSIVE FRANCHISE FOR A TERM OF TEN (10) YEARS FOR A CABLE SYSTEM WITHIN THE CONFINES OF THE CITY OF HENDERSON, KENTUCKY TO SPECTRUM MID-AMERICA, LLC, LOCALLY KNOWN AS SPECTRUM, WHICH IS REFERRED TO HEREIN AS “CHARTER.” MOTION by Commissioner Vowels, seconded by Commissioner Pruitt, that the ordinance be adopted. The vote was called. Staton, Mayor ATTEST: December 19, 2024 Jessa Brandon, City Clerk________________________ ORDINANCE NO. 59-24: FIRST READ ORDINANCE AMENDING JOB CLASSIFICATIONS AND PAY PLAN AN ORDINANCE APPROVING AMENDMENT TO JOB CLASSIFICATIONS AND PAY PLAN BY CREATING THE POSITION OF HWU GIS ANALYST & CAD TECHNICIAN MOTION by Commissioner Vowels, seconded by Commissioner Thomas, that the ordinance be adopted. BART BOLES reported that no positions were being added, rather a position was being reclassified to include more responsibilities in an existing position, which received a higher job grade to reflect these changes. He further reported that HWU has also eliminated a Maintenance Technician Position and added a Wastewater Operator position in its place, making it a net zero increase in headcount. The vote was called. On roll call, the vote stood: Commissioner Whitt ------ Absent: Commissioner Thomas --- Aye: Commissioner Vowels --- Aye: Commissioner Pruitt ------ Aye: Mayor Staton ----- Aye: WHEREUPON, Mayor Staton declared the ordinance adopted on first reading and ordered that it be presented for a second reading at a meeting of the Board of Commissioners. ________________________ 257 CITY OF HENDERSON – RECORD BOOK Record of Minutes of A Special Called Meeting on December 19, 2024 ORDINANCE NO. 60-24: FIRST READ ORDINANCE AMENDING PORTION OF HENDERSON WATER UTILITY 2024- 2025 BUDGET ORDINANCE AMENDING HENDERSON WATER UTILITY BUDGETED POSITIONS AND JOB CLASSIFICATIONS OF THE 2024-2025 BUDGET BY ADDING ONE (1) WASTEWATER TREATMENT OPERATOR, II POSITION; REMOVING ONE (1) HWU MAINTENANCE TECHNICIAN II POSITION; AND REPLACING THE HWU GIS ANALYST POSITION WITH THE NEWLY CREATED POSITION OF HWU GIS ANALYST AND CAD TECHNICIAN MOTION by Commissioner Pruitt, seconded by Commissioner Thomas, that the ordinance be adopted. The vote was called. On roll call, the vote stood: Commissioner Whitt ------ Absent: Commissioner Thomas --- Aye: Commissioner Vowels --- Aye: Commissioner Pruitt ------ Aye: Mayor Staton ----- Aye: WHEREUPON, Mayor Staton declared the ordinance adopted on first reading and ordered that it be presented for a second reading at a meeting of the Board of Commissioners. ________________________ RESOLUTION NO. 66-24: RESOLUTION ADOPTING THE MAY 2024 VERSION 6 HENDERSON COUNTY, KENTUCKY EMERGENCY OPERATIONS PLAN AND AUTHORIZING MAYOR TO EXECUTE THE DOCUMENT MOTION by Commissioner Vowels, seconded by Commissioner Pruitt, to adopt the May 2024 Version 6 Henderson County, Kentucky Emergency Operations Plan and Authorize the Mayor to sign the document. WILLIAM L. “BUZZY” NEWMAN JR., City Manager, reported that by Interlocal Agreement, and by State Statute, Henderson EMA is required to maintain an Emergency Operations Plan. This is just a formality for the Mayor to sign the updated version of the Emergency Operations Plan. The vote was called. Staton, Mayor ATTEST: December 19, 2024 Jessa Brandon, City Clerk________________________ APPEARANCE OF CITIZENS: CATHY WILLIAMS, Williams Rehabilitation, appeared before the commission in representation of her non-profit organization, which primarily serves as transitional services for battered women and their children, but also provides food and holiday help to local, low-income families. She requested donations and consideration.
