Record of Minutes of A Special Called Meeting on March 28, 2025
A special called meeting of the Board of Commissioners of the City of Henderson,
Kentucky, was held on Friday, March 28, 2025, at 4:00 p.m., prevailing time, at the new Sports
Complex, located at 5845 Airline Road, Henderson, Kentucky.
There were present Mayor Bradley S. Staton presiding:

RESOLUTION NO. 25-25:
RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION AND
ACCEPTANCE IF AWARDED, WITH THE DEPARTMENT FOR LOCAL GOVERNMENT
FOR ITS G.R.A.N.T. PROGRAM TO FUND THE TWO AND A HALF PERCENT (2.5%)
COMMUNITY LOCAL MATCH FOR COMMUNITY PROJECT FUNDING GRANT AND
AIRPORT IMPROVEMENT GRANT, ALL ADMINISTERED THROUGH THE
DEPARTMENT OF TRANSPORTATION/FEDERAL AVIATION AMINISTRATION, FOR
THE HENDERSON CITY-COUNTY AIRPORT EXTENSION PROJECT
MOTION by Commissioner Thomas, seconded by Commissioner Pruitt, to authorize the
submittal of an application with the Department for Local Government for its G.R.A.N.T.
Program to fund the two and a half percent community local match for community project
funding grant and airport improvement grant, all administered through the Department of
Transportation/Federal Aviation Administration, for the City-County Airport Extension Project;
and to accept funds if awarded.
The vote was called. On roll call, the vote stood:

Henderson Sports Complex, 5845 Airline Road, Henderson, Kentucky. This is an in-person
meeting and will not be live streamed.

SUBJECT: Grant Resources Accelerating Needed Transformation
(G.R.A.N.T.)-Grant Matching Grant Program
The accompanying resolution authorizes the submittal of a grant application for the
Government Resources Accelerating Needed Transformation (G.R.A.N.T.) grant
matching grant program with the Department for Local Government (DLG).
The G.R.A.N.T. Program is to be used for eligible recipients to support a local
government's non-federal match requirement when applying for a federal government
grant program. The City is requesting authority to submit an application for the
G.R.A.N.T. program for the local community two and one-half percent (2.5%) non-
federal match for the federal Community Project Funding grand administered through the
United States Department of Transportation, Federal Aviation Administration
(DOT/FAA) for the Runway Extension Project at the Henderson City-County Airport.

WHEREAS, during Regular Session 2023, the General Assembly of the Commonwealth
of Kentucky enacted House Bill 9 (KRS 147A.150, et seq.) to support the priority communities
in the Commonwealth as designated by the Interagency working Group on Coal and Power Plant
Communities and Economic Revitalization established by Presidential Executive Order 14008,
issued on January 27, 2021; and
WHEREAS, the Government Resources Accelerating Needed Transformation Program
(G.R.A.N.T.) Program was created within the Department for Local Government (DLG) to
enable priority communities to access federal funding for projects that are in the public interest
and for a public purpose; and
WHEREAS, the G.R.A.N.T. Program is to be used for eligible recipients to support a
local government's non-federal match requirement when applying for a federal government grant
program; and
WHEREAS, the City desires to promote and carry out community development efforts
on behalf of the residents of the City of Henderson by supporting the G .R.A.N. T. program of
2025 project; and
WHEREAS, the City of Henderson is submitting for the G.R.A.N.T. program for the
local community two and a half percent (2.5%) non-federal match for the federal Community
Project Funding grant administered through the United States Department of Transportation,
Federal Aviation Administration (DOT/FAA) for the Runway Extension Project at the
Henderson City-County Airport which the federal government awarded in the amount of
TWELVE MILLION, ONE HUNDRED FORTY THOUSAND, THREE HUNDRED
SEVENTY-SIX DOLLARS ($12,140,376.00) and the DOT/FAA Airport Improvement Grant in
the amount ofNINE HUNDRED TWENTY-FIVE THOUSAND, SEVEN HUNDRED
NINETY-SEVEN DOLLARS ($925,797.00); and
WHEREAS, it recognizes that the G.R.A.N.T. Program of 2025 monies available to the
city for the purposes stated herein, pursuant to KRS 147A.150 to KRS 147A.166, impose certain
obligations and responsibilities upon the City and will require among other thigs:

1) Approval of a satisfactory application submitted to the Cabinet for Economic
Development (CED);
2) Property registration to do business in the Commonwealth; and
3) Other obligations of the City in connection with receiving the G.R.A.N.T. Program of
2025 monies.
WHEREAS, the City Manager recommends that the City apply for the G.R.A.N.T.
Program with the Department of Local Government; and
NOW, THEREFORE, BE IT RESOLVED by the City of Henderson, Kentucky
Board of Commissioners, that the City is authorized to apply for the G.R.A.N.T. with the
Department of Local Government, for the community local two and a half percent (2.5%) match
for the Community Project Funding grant, the Airport Improvement Program, and the Airport
Improvement Grant through the DOT/FAA, and the and the Mayor is authorized to execute all
necessary documents.
