CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE REGULAR MEETING MINUTES August 18, 2016 I. CALL TO ORDER Chairman Scott Seegmiller called the meeting to order at 4:04 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL , confirmed the Bicycle Advisory Committee had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and the City of Henderson Website. City Attorney II Guests: Sherri Moore, CCSD Safe Routes to School III. PUBLIC COMMENT IV. ACCEPTANCE OF AGENDA (Motion) Mr. Schmitt introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Seegmiller declared the motion carried. V. UNFINISHED BUSINESS UB-1 THE BIG JUMP PROJECT Bicycle Advisory Committee Page 2 of 4 Thursday, August 18, 2016 – Minutes PUBLIC WORKS AND PARKS RECREATION RECOMMENDATION: Receive Report and Assign Tasks Participation in the Big Jump Project to increase the number of bicyclists in Henderson. Mr. Hair gave a PowerPoint presentation on the Big Jump Project. Areas of discussion included: Goals and Objectives, Bike Networks, Benefits of the Big Jump, Measurement Took Kit, Requirements to Join, Leadership Team, and Building a Strong Application. A discussion ensued regarding targeting the 89002 zip code and ideas for outreach. Mr. Hair said he is not sure that applying for the Big Jump is a wise thing to do. He said he is not sure if what they have is what we are looking for. Mr. Hair recommended working with the Big Jump program, but not applying for the grant. Derek Allen, Planner II, agreed with Mr. Hair and noted that it is a great program, and we could learn a lot from them. Chairman Seegmiller said he feels we should move forward with the program and felt that the 89002 zip code is a good choice for a location and could be expanded from there. Mr. Wimmer said he feels it would be a good idea to take some of their ideas and concepts and use them to benefit the bicycling culture in Henderson. Chairman Seegmiller suggested back to school or an open house to start off. It could be promoted under Big Jump. Discussion ensued regarding coordinating with Safe Routes to School for events and programs. Sheri Moore, Safe Routes to School, noted the three schools in 89002 are already part of the program. She said some schools are more active than other and some schools didn’t want to take on the liability. Ms. Moore suggested that she and a member from the committee speak to someone at Smalley Elementary to discuss potential programs. (Motion) Mr. Schmitt introduced a motion that the City not apply for the Big Jump grant. The vote favoring approval was unanimous. NEW BUSINESS NB-2 MINUTES PUBLIC WORKS, PARKS AND RECREATION Adopt minutes from July 21, 2016. (Motion) Mr. Hair introduced a motion to adopt the minutes of July 21, 2016, as presented. The vote favoring approval was unanimous. Chairman Seegmiller declared the motion carried. NB-3 RTC UPDATE PUBLIC WORKS, PARKS AND RECREATION Cathy Halka will present an update from the RTC on the Regional Bicycle and Pedestrian Plan. Kathy Halka, Regional Transportation Commission, provided an update on the Regional Bicycle and Pedestrian Plan, and noted that they have put together an online map that incorporates the feedback from the local jurisdictions and stakeholders. Ms. Halka said they aresking people to go online at www.RTC.NV/bikepedplan and put in their comments on the map and gave a demonstration on how the interactive map works. She noted that the deadline for comments is August 25, 2016. The comments will be released on September 17, 2016. Ms. Halka invited the Committee members to email any questions or concerns regarding existing locations to her at HalkaC@RTCSNV.com. Hair moved to receive the report, unanimous (Motion) Mr. Hair introduced a motion to receive the report as presented. The vote favoring approval was unanimous. Chairman Seegmiller declared the motion carried. NB-4 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Staff update on City sponsored initiatives and requests from the BAC. There was no staff report presented. NB-5 2016 BAC PRIORITIES AND GOALS Bicycle Advisory Committee Page 4 of 4 Thursday, August 18, 2016 – Minutes PUBLIC WORKS, PARKS AND RECREATION To discuss the Committee's 2016 priorities, goals and assignments. Chairman Seegmiller reviewed several of the goals and said he feels there needs to be wave-finding in the community. VI. CHAIRMAN\MEMBER COMMENTS There were no comments presented. VII. SET NEXT MEETING The next meeting was set for September 15, 2016, at 4:00 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. VIII. PUBLIC COMMENT Doug Parker, 524 Chelsea Avenue, commented on two items:  He suggested that the postcards that were sent out by the City regarding the bridge closure on Stephanie Street should have included information regarding the Bicycle Advisory Committee’s meetings dates and times.  He noted that the Big Jump says nothing about bikes in the marketing material. He suggested that the word “bike” be included in all the materials in order to get a bigger affect. IX.
