CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE REGULAR MEETING MINUTES Thursday, August 15, 2019 I. CALL TO ORDER Chairman Ron Floth called the Bicycle Advisory Committee meeting to order at 4:08 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL J.J. Muhlenbruck, Administrative Assistant III, confirmed the Bicycle Advisory Committee meeting had been noticed in compliance with the Nevada Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Email List. Muhlenbruck, Administrative Assistant III Alyssa Perea, Deputy City Clerk GUESTS: Debra Stefan, League of American Bicyclists Bicycle Advisory Committee Page 2 of 6 Thursday, August 15, 2019 – Minutes III. PUBLIC COMMENT Debra Stefan, 89011, with the League of American Bicyclists and Henderson Trail Watch, announced that the City of Henderson put the registration links on the Henderson Happenings website for the September 21, 2019, Bike Swap and Bike Rodeo, which will be hosted at Chimera Golf Course. She also stated there will be a smart cycling qualifier for the League Cycling Instructor (LCI) on September 27 and 28, 2019, at Chimera Golf Course. Ms. Stefan said qualifying participants may register for the LCI certification workshop from February 21-23, 2020, on the League of American Bicyclists website. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Dolginoff introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Floth declared the motion carried. V. UNFINISHED BUSINESS UB-1 REPORT ON BICYCLE FRIENDLY BUSINESS PROGRAM ASSIGNMENTS PUBLIC WORKS Committee Members will report on any pending assignments and/or other outreach efforts related to promoting the Bicycle Friendly Business (BFB) Program, including any progress made with: • BFB Program’s application/renewal process and procedures • McGhie's Ski Bike and Board Shop • Lake Las Vegas Sports Club and Seasons Grocery • Railroad Pass Travel Station • Juan’s Flaming Fajitas • Protogym • Valley Health System Constant Care • Water Street businesses • Any other businesses contacted or efforts made to promote the Program The Committee may make new or continuing community outreach assignments related to promoting the BFB Program. Scott Jarvis, Project Engineer III, stated he will provide updated program handouts at the September Committee meeting so members can solicit new businesses in becoming a bicycle-friendly business. He also advised that Chimera Bike Club has submitted an interest form and asked the Committee members if anyone would like to assign themselves this business. Chairman Floth volunteered to assign himself for the Chimera Bike Club to give the BFB presentation. Bicycle Advisory Committee Page 3 of 6 Thursday, August 15, 2019 – Minutes Chairman Floth recommended removing the Railroad Pass Travel Station from the contact list due to lack of response. He advised fellow Committee members have been in contact with McGhie’s Bike Shop and Juan’s Flaming Fajitas, but have not received responses. Mr. Jarvis asked Mr. Mangual to contact LifeTime fitness to present BFB information. Responding to an inquiry by Mr. Mangual regarding application accessibility, Mr. Jarvis said the applications may be submitted online through the City’s website or hard copy. Mr. Mangual said he will follow up with Lake Las Vegas Sports Club and is working with the following businesses to complete their applications for the BFB Program: Seasons Grocery, Protogym and First American Title. Chairman Floth suggested adding Las Vegas Athletic Club (LVAC) on Galleria Drive and U.S. Highway 95. VI. NEW BUSINESS NB-2 MINUTES BICYCLE ADVISORY COMMITTEE MARCH 21, 2019 PUBLIC WORKS Bicycle Advisory Committee meeting minutes of March 21, 2019. (Motion) Mr. Foutz introduced a motion to adopt the minutes of March 21, 2019, as presented. The vote favoring approval was unanimous. Chairman Floth declared the motion carried. Bicycle Advisory Committee Page 4 of 6 Thursday, August 15, 2019 – Minutes NB-3 PROTOGYM HENDERSON BICYCLE FRIENDLY BUSINESS APPLICATION PUBLIC WORKS Committee members to review and approve Protogym's application to become a Henderson Bicycle Friendly Business. Mr. Jarvis asked the Committee members to review the Henderson Bicycle Friendly Business application which was submitted by Protogym. Following a brief discussion, it was the consensus of the Committee to approve the application. (Motion) Mr. Mangual introduced a motion to approve Protogym’s application to become a Henderson Bicycle Friendly Business. The vote favoring approval was unanimous. Chairman Floth declared the motion carried. NB-4 BAC PRIORITIES AND GOALS PUBLIC WORKS Discuss efforts related to the Committee's priorities and goals related to cycling education and encouragement, report on the status of any assignments, including: • Status of efforts for the Committee to partner with police departments • Etiquette for cyclists when interacting with businesses • Learn to Ride event scheduled for February 29, 2020 The Committee may make or renew additional Committee member assignments related to the Committee goals. Responding to a comment by Chairman Floth regarding marketing for adult attendance at the Learn to Ride event, Mr. Mangual suggested using Leap Year phrases in the title since the event falls on February 29, 2020. A discussion ensued regarding various advertising efforts for the Learn to Ride event, and Chairman Floth assigned himself and Ms. Grube as leaders for the Learn to Ride event. Responding to a suggestion made by Chairman Floth regarding a new bullet point for the Committee to support other recreational classes in Henderson, Mr. Jarvis advised it will be added to the “Encouragement” section of the Committees’ goals and priorities. Bicycle Advisory Committee Page 5 of 6 Thursday, August 15, 2019 – Minutes NB-5 STAFF REPORT PUBLIC WORKS Scott Jarvis' update to the Committee on status of Union Pacific Railroad Trail and other Henderson projects that impact City bicycle facilities. Mr. Jarvis reported that the City of Henderson and the Union Pacific Railroad (UPRR) have finalized an agreement with the UPRR to extend the trail to Pecos Road, which is the end of City of Henderson limits. He said the design documents are almost complete and should be ready to be advertised for bids in the next month or two. VII. CHAIRMAN\MEMBER COMMENTS Responding to a question by Mr. Dolginoff regarding the removal of the bike lane on Valle Verde, Mr. Jarvis stated the bike lane will remain. Chariman Floth commented that the Regional Transportation Commission (RTC) will provide 20 electric bikes in Las Vegas with sponsorship from the City of Las Vegas that will be released on Monday August 19, 2019. Chairman Floth said the Red Rock Trail was awarded a grant for trail improvements. Responding to a question by Mr. Mangual regarding the status of Boulder City’s linear park, Chairman Floth said there is adequate funding and construction will begin in a year. VIII. SET NEXT MEETING The next meeting was set for September 19, 2019, at 4:00 p.m. IX.
