CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE REGULAR MEETING MINUTES Thursday, November 21, 2019 I. CALL TO ORDER Chairman Ron Floth called the Bicycle Advisory Committee meeting to order at 4:02 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Mandy Walton, Administrative Assistant III, confirmed the Bicycle Advisory Committee meeting had been noticed in compliance with the Nevada Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Emailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA Ms. Grube introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Floth declared the motion carried. V. UNFINISHED BUSINESS UB-1 REPORT ON BICYCLE FRIENDLY BUSINESS PROGRAM ASSIGNMENTS PUBLIC WORKS Committee Members will report on any pending assignments and/or other outreach efforts related to promoting the Bicycle Friendly Business (BFB) Program, including any progress made with: • BFB Program’s application/renewal process and procedures • McGhie's Ski Bike and Board Shop • Lake Las Vegas Sports Club and Seasons Grocery • Juan’s Flaming Fajitas • Valley Health System Constant Care • Chimera County Club • Las Vegas Athletic Club • Enlight Artz and Apothecary • Water Street businesses • Any other businesses contacted, or efforts made to promote the program The Committee may make new or continuing community outreach assignments related to promoting the Bicycle Friendly Business Program. Chairman Floth said he is working with the Chimera Country Club and Lage Landscape Architects to join the BFB program. Ms. Grube reported on the following contacts she made with Water Street businesses for BFB participation:  Chef Flemming’s Bake Shop completed an application.  Coo Coo’s Gourmet Coffee Café will soon submit an application.  Lovelady Brewing Company will resubmit an application for the new year.  She gave an application to Enlight Artz and Apothecary and Juan’s Flaming Fajitas, and is waiting for a response from both Businesses. Bicycle Advisory Committee Page 3 of 6 Thursday, November 21, 2019 – Minutes Following a brief discussion regarding online access to the applications, Mandy Walton, Administrative Assistant III, stated she will share and send the applications via email to the Committee members. Ms. Grube inquired if there is a file sharing program where Committee members can store certifications, logos, application files, et cetera. Brian Anderson, Assistant City Attorney III, stated he will have to research if file sharing folders are allowed, per the Nevada Open Meeting Law. VI. NEW BUSINESS NB-2 MINUTES BICYCLE ADVISORY COMMITTEE SEPTEMBER 19, 2019 PUBLIC WORKS Bicycle Advisory Committee Minutes of September 19, 2019. (Motion) Mr. Foutz introduced a motion to adopt the Bicycle Advisory Committee minutes of September 19, 2019, as presented. The vote favoring approval was unanimous. Chairman Floth declared the motion carried. NB-3 BAC PRIORITIES AND GOALS PUBLIC WORKS Discuss efforts related to the Committee's priorities and goals related to cycling Education and Encouragement, report on the status of any assignments, including: • Status of efforts for the Committee to partner with Police Departments • Etiquette for cyclists when interacting with businesses • Stroll ‘N Roll event scheduled for November 16, 2019 • Learn to Ride event scheduled for February 29, 2020 The Committee may make or renew additional assignments related to the Committee’s goals. Mr. Mangual was not in attendance to discuss the status of the partnership with the Henderson Police Department. Chairman Floth recommended the Committee communicate with the Bicycle Friendly Businesses (BFB) to discuss the benefits of the bicyclist community as customers. He suggested marketing “Biking is good for business”. Bicycle Advisory Committee Page 4 of 6 Thursday, November 21, 2019 – Minutes Scott Jarvis, Project Engineer III, stated the Stroll ‘N Roll event had great participation this year. Chairman Floth said he should be able to get the Clark County School District bike trailer with the strider equipment for the Learn to Ride event. Ms. Grube stated she will contact her cycling team to see if members would like to volunteer at the Learn to Ride event. Chairman Floth recommended the Learn to Ride event also market towards E-bike (electronic bike) use. He stated both standard and E-bikes can be taught. Mr. Jarvis said he will ask the Black Mountain Recreation staff to call and ask the participant if they intend on riding an E-bike or a standard bike. NB-4 STAFF REPORT PUBLIC WORKS Scott Jarvis' update to the Committee on the status of Henderson projects that impact City bicycle facilities. Scott Jarvis, Project Engineer III, said he received approval from the park planners to install bike rider etiquette signage next to City trails. He explained the signs will be posted at certain locations to help bring awareness to those who utilize the trails. Mr. Jarvis stated there will be a future agenda item for the Committee to discuss the etiquette language and signage artwork. Mr. Jarvis stated the City has received calls regarding completely diminished or faded bike lane markings throughout Henderson. He said the City has a budget and put out a bid for bike lane striping. Mr. Jarvis noted the approval of the bid is expected to be on the January 7, 2020, City Council Regular meeting agenda. Mr. Jarvis reported the Union Pacific Railroad trail project is still moving forward despite a setback in the bidding process. He said the trail is scheduled to be complete in 2022. VII. CHAIRMAN\MEMBER COMMENTS Mr. Foutz said he volunteered at the bike rodeo event that was held at the Chimera Country Club and reported that it was a success. Ms. Grube stated she participated in the Bikes in Your Blood event, which was at the Equestrian Park/River Mountain Loop Trail. Bicycle Advisory Committee Page 5 of 6 Thursday, November 21, 2019 – Minutes Mr. Dolginoff said he participated in the Veterans Day 2019 Las Vegas Honor Ride and noted there were approximately 1,000 bicyclists. Chairman Floth said ridership is up 78% from last year for the Regional Transportation Commission (RTC) bike sharing program. He stated the RTC is still looking for sponsors to add more bikes to the program. VIII. SET NEXT MEETING It was consensus of the Committee to cancel the December 19, 2019, meeting. (Motion) Mr. Foutz introduced a motion to cancel the December 19, 2019, meeting. The vote favoring approval was unanimous. Chairman Floth declared the motion carried. The next meeting was set for Thursday, January 16, 2020. IX. PUBLIC COMMENT Steve Boyce, 89074, stated he attended the Stroll ‘N Roll event and said the Nevada Department of Transportation gave away bicycle safety gear. He recommended the Committee contact the Starbucks on Pebble Road and Eastern Avenue for a Bicycle Friendly Business application. Mr. Boyce commented that some rocks next to the trails are large and often end up on the trail. He said he is unaware if the rocks were installed by homeowners’ associations or the City, and suggested smaller rocks or pebbles be laid on future trails, so bicycles do not get damaged.
