CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE MEETING MINUTES Thursday, November 18, 2021 I. CALL TO ORDER Chair Jennifer Grube called the Bicycle Advisory Committee meeting to order at 4:10 p.m., in the Valley View Conference Room, 240 South Water Street, Henderson, Nevada 89015. Note: The meeting was moved from the Council Chambers Conference Room due to construction. A notice was placed on the door and staff was present to notify participants. II. CONFIRMATION OF POSTING AND ROLL CALL Mandy Walton, Administrative Assistant III, confirmed the Bicycle Advisory Committee meeting had been noticed in compliance with the Nevada Open Meeting Law by posting the Agenda three working days prior to the meeting, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing and Emailing Lists. ACCEPTANCE OF AGENDA (Motion) Mr. Foutz introduced a motion to accept the agenda, as presented. The roll call vote favoring passage was: Those voting aye: Chair Jennifer Grube, Mark Dolginoff, Tracy Foutz, and Paul Mangual. Those voting nay: (None). Those absent: Craig Breuer and Herman Ulloa. Those abstaining: (None). Chair Grube declared the motion carried. V. NEW BUSINESS 1 MINUTES PUBLIC WORKS BICYCLE ADVISORY COMMITTEE MEETING, OCTOBER 21, 2021 Mr. Foutz noted on page eight under Public Comment of the Bicycle Advisory Committee Meeting Minutes of August 19, 2021, it should state that Jodie Tyson is running for Henderson City Council in “Ward” 3 not “Quarter” 3. (Motion) Mr. Foutz introduced a motion to accept the agenda, as amended. The roll call vote favoring passage was: Those voting aye: Chair Jennifer Grube, Mark Dolginoff, Tracy Foutz, and Paul Mangual. Those voting nay: (None). Those absent: Craig Breuer and Herman Ulloa. Those abstaining: (None). Chair Grube declared the motion carried. 2 BICYCLE FRIENDLY BUSINESS PROGRAM MATERIALS PUBLIC WORKS The Committee will discuss the Bicycle Friendly Business Program (BFB Program) outreach strategy and materials including the brochure and application materials. The Committee will follow-up on assignments from the previous meeting, make any additional assignments related to the BFB Program materials, and/or approve the proposed BFB Program brochure and application materials. Scott Jarvis, Project Engineer III, referenced the materials included in the backup for this item and stated staff has incorporated the changes to the handout materials the Committee requested at the last meeting. He said this item is to present the Committee the updated materials and to allow the Committee to vote on accepting the updates. Bicycle Advisory Committee Page 3 of 6 Thursday, November 18, 2021 - Minutes Mr. Foutz stated as a follow-up to the last Committee meeting, he contacted the Amgen company; however, they do not have any reports or statistical information to share that would be beneficial to add to the BFB Program brochure and application materials. After a brief discussion, it was the consensus of the Committee to move forward with the BFB Program brochure and application materials without any additional additions or edits. (Motion) Chair Grube introduced a motion to approve the updated Bicycle Friendly Business Program (BFB Program) outreach strategy brochure and application materials, as presented. The roll call vote favoring passage was: Those voting aye: Chair Jennifer Grube, Craig Breuer, Mark Dolginoff, Tracy Foutz, and Paul Mangual. Those voting nay: (None). Those absent: Herman Ulloa. Chair Grube declared the motion carried. 3 BICYCLE FRIENDLY BUSINESS PROGRAM ASSIGNMENTS PUBLIC WORKS The Committee will report and make assignments on outreach to businesses, including the rankings the members gave to their assigned businesses for targeted outreach regarding the BFB Program (A, B, C, or N/A) and whether to mail materials to a targeted group at this time. Scott Jarvis, Project Engineer III, presented a summary of this item. He stated now that the Committee has voted to approve the BFB Program brochure and application materials under Item 2, this item is to have the Committee vote on when they would like City staff to begin mailing out the materials to the A-group categorized businesses to allow the Committee to coordinate their follow-up correspondence with those businesses. Responding to a question by Mr. Mangual regarding whether the draft letter included in the backup will include a City letterhead and envelope for the mailing, Mr. Jarvis confirmed, yes it will. Following an inquiry by Mr. Mangual regarding whether the Committee could have a more formalized final version of the letter with a businesses’ name on it for members to reference as an example in their follow-up correspondence with businesses, Mr. Jarvis said he will email the members a copy. Mr. Jarvis said staff will divide the A-group categorized businesses among the Committee members and will email each member their list. Bicycle Advisory Committee Page 4 of 6 Thursday, November 18, 2021 - Minutes (Motion) Chair Grube introduced a motion to approve the Committee members follow-up correspondence with the A-group categorized businesses after City staff mails out the Bicycle Friendly Business Program outreach brochure and application materials to those businesses. The roll call vote favoring passage was: Those voting aye: Chair Jennifer Grube, Craig Breuer, Mark Dolginoff, Tracy Foutz, and Paul Mangual. Those voting nay: (None). Those absent: Herman Ulloa. Those abstaining: (None). Chair Grube declared the motion carried. 4 BAC PRIORITIES AND GOALS PUBLIC WORKS The Committee may make new assignments related to, and discuss efforts pertaining to, the Committee's priorities and goals related to cycling education and encouragement, and report on the status of any assignments including proposed signage language. Scott Jarvis, Project Engineer III, presented a summary of this item and stated he has received positive interests through his conversations with City staff regarding the possibility of adding the types of banners the Committee has proposed along City trails to promote safety and trail etiquette. He said there are still conversations that need to be had regarding the best material to use for the banners, costs, logistics, and other considerations; therefore, there is not an update to assignments for City staff for the Committee to vote on at this time. (Motion) Chair Grube introduced a motion to continue on at this time with the Committee’s current priorities and goals for potential banners related to cycling education and encouragement. Chair Grube declared the motion carried. Bicycle Advisory Committee Page 5 of 6 Thursday, November 18, 2021 - Minutes 5 STAFF REPORT PUBLIC WORKS Staff will provide information regarding bike path issues cyclists may encounter due to construction, barricading, reduced lane width, or other issues. Scott Jarvis, Project Engineer III, referred to the photos included in the backup for this item and presented a summary of several path issues in Henderson that cyclists have encountered and brought to City staff’s attention. He thanked Henderson resident, Jim Ackermann, for bringing the bicycle and pedestrian safety concern at Reunion Trail in Anthem to City staff’s attention. Mr. Jarvis said the City of Henderson, City of Boulder City, Clark County, the Regional Transportation Commission of Southern Nevada, and the Southern Nevada Bicycle Coalition have partnered together for an introductory bicycle safety training event at the Henderson Heritage Park on November 19, 2021, VI. CHAIRMAN\MEMBER COMMENTS A discussion ensued regarding different bicycle events Committee members attended over the last month and the upcoming remembrance ride on December 11, 2021, for the cyclists lost in a tragic accident last December. Following an inquiry by Mr. Mangual regarding the Learn to Ride event the Committee has organized in the past years before the COVID pandemic, Scott Jarvis, Project Engineer III, said he will have an agenda item added to the agenda for the January meeting for the Committee to discuss. Chair Grube requested the Committee also consider hosting a trail education and awareness event at a City trail once the banners are made. Mr. Jarvis said he will also have an item added to the agenda for the January meeting for the Committee to discuss a potential trail event. VII. SET NEXT MEETING The next meeting was set for Thursday, January 20, 2022, at 4:00 p.m. VIII. PUBLIC COMMENT Jim Ackermann said he was the citizen who informed the City of one of the trail hinderances discussed during the Staff Report under Item 5 after he was struck by a car while riding his bike. He said he was thankful for the City staff’s response and correspondence, and requested the Committee continually discuss bicycle and pedestrian safety concerns at future meetings. Bicycle Advisory Committee Page 6 of 6 Thursday, November 18, 2021 - Minutes IX.
