CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE MEETING MINUTES Thursday, November 17, 2022 I. CALL TO ORDER Chair Jennifer Grube called the Bicycle Advisory Committee meeting to order at 4:02 p.m., in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Katie Byrne, Administrative Assistant III, confirmed the Bicycle Advisory Committee meeting had been noticed in compliance with the Nevada Open Meeting Law. PRESENT: Chair Jennifer Grube Mark Dolginoff Craig Breuer Tracy Foutz Paul Mangual (left at 4:51 p.m.) STAFF: Brian Anderson, Assistant City Attorney III (left at 4:32 p.m.) Katie Byrne, Administrative Assistant III Wade Gochnour, Assistant City Attorney III (arrived at 4:40 p.m.) Scott Jarvis, Project Engineer III Melissa Phipps, Marketing information Officer Janet Sandifer, Deputy City Clerk III. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Member Paul Mangual introduced a motion to accept the agenda, as presented. NEW BUSINESS 1 MINUTES JUNE 16, 2022 PUBLIC WORKS Bicycle Advisory Committee Meeting Minutes of June 16, 2022. (Motion) Member Mark Dolginoff introduced a motion to adopt the Bicycle Advisory Committee Meeting Minutes of June 16, 2022, as presented. The vote favoring approval was unanimous. Chair Jennifer Grube declared the motion carried. 2 PARKS STAFF PRESENTATION PUBLIC WORKS Parks staff will present information regarding bike events. Chuck Ashby, Outdoor Recreation Supervisor, gave a PowerPoint presentation, titled Bike Events, and highlighted to following slides related to previously held events:  Glow Ride, 2021 and 2022  Trail Hunt, 2019 through 2022  Stroll N Roll, 2013 through 2019  Family Ride, 2012 and 2018  Crazy Spokes  Family Fun Ride, 2014 through 2016  Family Ride Loop, 2013  Bike Swap, 2013, 2014, and 2019 Mr. Ashby answered inquiries from the Committee members regarding details and the attendance of the above-mentioned events. Bicycle Advisory Committee Page 3 of 7 Thursday, November 17, 2022 – Minutes 3 MARKETING STAFF PRESENTATION PUBLIC WORKS Marketing staff will present information regarding social media outreach. Melissa Phipps, Marketing information Officer, presented a summary of this item and stated the City’s main social media goals are to provide information to the residents and to increase participation and engagement. A lengthy discussion ensued regarding the types of communication that the Bicycle Advisory Committee could suggest for the City’s social media platforms, how the information could be presented on the various sites, and the promotional campaigns that have been utilized in the past to promote the Bicycle Advisory Committee, the Bicycle Friendly Business Program, and the bike events. Ms. Phipps stated user-generated content with tagging is something that the City is trying to grow; however, posting events on personal social media sites as a spokesperson for the City of Henderson is not permissible. Ms. Phipps encouraged the Committee to work with herself and staff if they have social media-related suggestions that will help promote the work and outreach goals of the Committee. 4 DISCUSS AND ADOPT AMENDED BICYCLE ADVISORY COMMITTEE BYLAWS PUBLIC WORKS AND CITY ATTORNEY’S OFFICE Discuss and adopt amended Bicycle Advisory Committee Bylaws Scott Jarvis, Project Engineer III, and Brian Anderson, Assistant City Attorney III, presented a summary of this item and stated staff recommends changing the meeting frequency of this Committee from once per month to once every other month to allow more time between meetings to complete assigned tasks. Mr. Anderson stated due to the amended bylaws, the next meeting would take place in January of 2023, if this item is approved. He also stated this motion requires a super majority vote of the quorum members to pass. A discussion ensued regarding the membership and appointment process. Bicycle Advisory Committee Page 4 of 7 Thursday, November 17, 2022 – Minutes (Motion) Member Tracy Foutz introduced a motion to adopt the amended Bicycle Advisory Committee Bylaws, as presented. The vote favoring approval was unanimous. Chair Jennifer Grube declared the motion carried. 5 BICYCLE FRIENDLY BUSINESS PROGRAM ASSIGNMENTS PUBLIC WORKS The Committee will report and make assignments on outreach to businesses, including follow-up on the targeted outreach regarding the BFB Program. Scott Jarvis, Project Engineer III, presented a summary of this item and stated because previous outreach efforts have had limited success, the outreach to businesses was put on hold for a period to determine if social media outreach would be a better approach. Member Paul Mangual stated trail etiquette posts on social media could replace a previous suggestion of installing signage along the bicycle paths. Note: No action was taken on this agenda item because Mr. Jarvis stated he would prefer to await guidance from City Attorney staff, who was due to arrive soon, regarding whether the Committee members are permitted to post and promote City of Henderson content on their personal social media pages. 6 BAC PRIORITIES AND GOALS PUBLIC WORKS The Committee may make new assignments related to, and discuss efforts pertaining to, the Committee's priorities and goals related to cycling education and encouragement, and report on the status of any assignments. Member Paul Mangual discussed the details of a Motorcycle Poker Run event that could be modified to become a bicycle event to take place in the spring. Following an inquiry from Chair Jennifer Grube regarding whether funds were still available from the Southern Nevada Health District to be utilized for City biking events, Scott Jarvis, Project Engineer III, stated each year presents a new opportunity to approach them regarding new partnerships for the specific events. Bicycle Advisory Committee Page 5 of 7 Thursday, November 17, 2022 – Minutes A discussion ensued regarding how the Bicycle Poker Run event could be implemented. Mr. Jarvis stated he would present the event idea to Chuck Ashby, Outdoor Recreation Supervisor, to determine if there is room in the existing budget to add this event and to possibly partner with the Regional Transportation Commission of Southern Nevada and the Southern Nevada Bicycle Coalition. Member Mangual stated he will gather more information regarding the event and will present it to the Commission in January. (Motion) Member Mangual introduced a motion to add the City of Henderson Bicycle Poker Run as a potential future event to be discussed at the January meeting to promote cycling education and encouragement. The roll call vote favoring passage was: Those voting aye: Mark Dolginoff, Jennifer Grube, Craig Breuer, Tracy Foutz, and Paul Mangual. Those voting nay: None. Those absent: None. Those abstaining: None. Chair Jennifer Grube declared the motion carried. Note: Following the motion on this item, Wade Gochnour, Assistant City Attorney III, arrived, and Mr. Jarvis inquired about whether the Committee would be allowed to post City of Henderson trail etiquette content and event information on their personal social media pages, which he stated falls under this agenda item because it is related to cycling education and encouragement. Mr. Gochnour stated it would be best to authorize participation by creating general assignments on the agenda, like how the Senior Citizen’s Advisory Commission authorizes monthly participation during their meetings. Melissa Phipps, Marketing information Officer, stated there is a City directive that prohibits employees from acting as spokespersons on behalf of the City on their social media platforms; however, she said she was uncertain whether that also pertains to Committee members. Mr. Gochnour stated either he or Brian Anderson, Assistant City Attorney III, will research this matter for the Commission. Mr. Jarvis said this topic will be added to the agenda for the January meeting for further discussion. Bicycle Advisory Committee Page 6 of 7 Thursday, November 17, 2022 – Minutes 7 STAFF REPORT PUBLIC WORKS Discuss upcoming projects that affect the trails such as: UPRR Trail South Maintenance, the Pecos Road Rehabilitation I-215 to Windmill, and Sunridge Heights Phase 2b (Levi's to Costco). Scott Jarvis, Project Engineer III, presented an updated regarding the UPRR Trail South Maintenance. Chair Jennifer Grube mentioned erosion being present just outside of the existing UPRR Trail South Maintenance area. Mr. Jarvis stated the maintenance manager is aware of the issue. Mr. Jarvis also provided updates regarding the Pecos Road Rehabilitation I-215 to Windmill and Sunridge Heights Phase 2b (Levi's to Costco). Lastly, Mr. Jarvis said the City is utilizing $1.5 million dollars in federal funds to begin project improvements to multiple bicycle crossings throughout the City over the next two years. He said more information regarding these improvements will be presented to the Committee on a future agenda. VI. CHAIRMAN\MEMBER COMMENTS Member Tracy Foutz stated he is happy the Bicycle Advisory Commission Meetings have reconvened. VII. SET NEXT MEETING The next meeting was set for Thursday, January 19, 2023, at 4:00 p.m. VIII. PUBLIC COMMENT Collin Crowther, no ZIP Code provided, inquired about a proposed tunnel that would travel underneath a small portion of Henderson Executive Airport in the Sunridge Heights Parkway expansion project. Scott Jarvis, Project Engineer III, stated the tunnel is in its conceptual phase and is still being studied at this time. Bicycle Advisory Committee Page 7 of 7 Thursday, November 17, 2022 – Minutes IX.
