CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE MEETING MINUTES Thursday, July 20, 2023 I. CALL TO ORDER Chair Paul Mangual called the Bicycle Advisory Committee meeting to order at 4:02 p.m., in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Katie Byrne, Administrative Assistant III, confirmed the Bicycle Advisory Committee meeting had been noticed in compliance with the Nevada Open Meeting Law. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Member Tracy Foutz introduced a motion to accept the agenda, as presented. NEW BUSINESS 1 MINUTES NOVEMBER 17, 2022 PUBLIC WORKS Bicycle Advisory Committee Meeting minutes of November 17, 2022. (Motion) Member Tracy Foutz introduced a motion to adopt the Bicycle Advisory Committee Meeting minutes of November 17, 2022, as presented. The vote favoring approval was unanimous. Vice Chair Paul Mangual declared the motion carried. 2 CITY ATTORNEY PRESENTATION PUBLIC WORKS City Attorney will present information on City of Henderson policies regarding Committee members' ability to utilize social media posts to bring focus on the Bicycle Advisory Committee events. Brian Anderson, Assistant City Attorney III, provided a summary of this item and reviewed best practices for Committee Member social media posts. He stated any member can tag the City in a social media post and the City social media team can choose whether to then repost. A brief discussion ensued regarding examples of appropriate social media posts by members. 3 BAC PRIORITIES AND GOALS PUBLIC WORKS The Committee may make new assignments related to, and discuss efforts pertaining to, the Committee's priorities and goals related to cycling education and encouragement, and report on the status of any assignments. Scott Jarvis, Project Engineer III, provided a summary of this item. He spoke regarding the success of the annual Learn to Ride event that took place on April 29, 2023, and thanked the members that were able to participate in the event. Mr. Jarvis reviewed the previous discussions regarding the Committee’s social media goals. Bicycle Advisory Committee Meeting Page 3 of 5 Thursday, July 20, 2023 - Minutes A discussion ensued regarding how best to move forward with a bicycle social media outreach campaign, frequency of posts, how to best communicate with the City social media team, and ideas for social media posts, which included:  Bike trail and route maps  Hydration safety and water stations for cyclists  Heat-stress safety  Proper helmet fit and bike lock information for back-to-school  Back-to-school rider safety reminder  Bicycle etiquette for trails and bike lanes  National Bike Month Vice Chair Paul Mangual proposed a recurring agenda item for future meetings to update the Committee on social media outreach and brainstorm social media posts. (Motion) Member Paul Mangual introduced a motion to direct staff to serve as the first point of contact and provide the City social media team with concepts for social media posts related to: 1) heat safety; 2) back-to-school safety; and 3) bicycle route ideas. The vote favoring approval was unanimous. Vice Chair Paul Mangual declared the motion carried. 4 STAFF REPORT PUBLIC WORKS Staff will provide information on the upcoming roadway rehabilitation project on Horizon Ridge Parkway and the Reimagine Boulder Highway project. Scott Jarvis, Project Engineer III, provided a summary of this item and reviewed the roadway rehabilitation project on Horizon Ridge Parkway. He stated the duration of the project will be nine months and spoke regarding the impact to cyclists and the outreach on social media regarding the detour. Mr. Jarvis provided a summary of the Reimagine Boulder Hwy Project and stated the project represents a 120-million-dollar investment in the City and should begin construction in 2024. He said the main priority the project hopes to address is safety, as Boulder Highway is the roadway with the highest number of pedestrian fatalities in the state of Nevada. Bicycle Advisory Committee Meeting Page 4 of 5 Thursday, July 20, 2023 - Minutes VI. CHAIRMAN\MEMBER COMMENTS Vice Chair Paul Mangual spoke regarding his interest in planning a bicycle poker run event. Scott Jarvis, Project Engineer III, stated he will contact Parks and Recreation staff and create an item for the September Committee meeting to further discuss coordination of a bicycle poker run. Member Austin Kalmes introduced himself and spoke regarding his professional history as well as what drew him to volunteer to serve on the Committee. Member Craig Breuer stated he has concerns about the Committee’s bi-monthly meeting schedule due to the length of time between Committee meetings, especially when a meeting is cancelled. A discussion ensued regarding challenges of meeting quorum and the appointment process to add members to the Committee. Member Tracey Foutz spoke regarding the success of the Learn to Ride event and how the concepts helped him teach his grandchildren how to ride over the summer. Brian Anderson, Assistant City Attorney III, spoke regarding injuries from a recent bicycle accident. VII. SET NEXT MEETING The next meeting was set for Thursday, September 21, 2023, at 4:00 p.m. VIII. PUBLIC COMMENT Jim Ackerman, no Zip code provided, stated he would like to be an advocate for elderly people with similar bicycle safety concerns. He stated he believes membership in the Committee should represent the different interest groups within bicycling, such as elderly bikers, road racers, and mountain biking. He expressed concerns with upcoming construction to the Henderson Interchange causing bike trail access issues, which Scott Jarvis, Project Engineer III, stated he could address after the meeting. Aaron Harris, no ZIP code provided, spoke regarding the Transportation and Mobility Plan survey for Henderson and encouraged board members to submit responses. He spoke regarding increase in use of traffic roundabouts and concerns for intersection safety, as well as the Transform Clark County movement to update the development code, which includes regulations to include bicycle parking at businesses. Bicycle Advisory Committee Meeting Page 5 of 5 Thursday, July 20, 2023 - Minutes IX.
