CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE MEETING MINUTES Thursday, November 16, 2023 I. CALL TO ORDER Chair Jennifer Grube called the Bicycle Advisory Committee Meeting to order at 4:03 p.m., in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Katie Byrne, Administrative Assistant III, confirmed the Bicycle Advisory Committee meeting had been noticed in compliance with the Nevada Open Meeting Law. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Member Tracy Foutz introduced a motion to accept the agenda, as presented. NEW BUSINESS 1 MINUTES JULY 20, 2023 PUBLIC WORKS Bicycle Advisory Committee Meeting minutes of July 20, 2023. (Motion) Member Paul Mangual introduced a motion to adopt the Bicycle Advisory Committee Meeting minutes of July 20, 2023, as presented. The vote favoring approval was unanimous. Chair Jennifer Grube declared the motion carried. 2 BUREAU OF LAND MANAGEMENT PRESENTATION ON ROGUE TRAILS PUBLIC WORKS Bureau of Land Management (BLM) presentation and discussion on utilizing established trails and the importance of not creating new trails on BLM land. Jenna Giddens with the Bureau of Land Management (BLM) introduced herself and her team. She provided an overview of Sloan Canyon, explained what national conservation lands are, in general, and spoke about the illegal and unauthorized trail building by citizens within Sloan Canyon. She said BLM has confiscated caches of tools that were utilized for illegal construction and has encouraged the public to reach out so they can return the items since the intent is to educate and not fine anyone involved. She said activities within Sloan Canyon are regulated by a master plan, which will be going through an update starting in 2024 and said members of the public are strongly encouraged to participate. Ms. Giddens spoke about a new visitor contact station that is tentatively opening in June or July of 2024. She said Sloan Canyon currently has a temporary station at the location. She also spoke about the possibility of a volunteer event to get the word out about trail etiquette and to help put out new signs that the BLM has created for Sloan Canyon. Bicycle Advisory Committee Meeting Page 3 of 6 Thursday, November 16, 2023 – Minutes 3 VIA FIRENZE BICYCLE INFRASTRUCTURE ALTERNATIVES PUBLIC WORKS The existing Via Firenze roadway includes a striped bicycle lane and on-street parking. This item is to review City provided striping alternatives for consideration. The Committee will provide feedback regarding the City's proposed alternatives. Scott Jarvis, Project Engineer III, presented a summary of this item and advised when looking at the alternatives for consideration to note the parking area is part of the Inspirada Master Plan and cannot be removed from the street. Eric Hawkins, City Traffic Engineer, spoke about the existing conditions on Via Firenze and requested input from the Committee. A discussion ensued regarding widths of bike lanes versus parking lanes, as well as perceived comfort of riding in a bike lane versus a shared lane. The Committee members were split between the various alternatives and no consensus was reached. Note: No action was taken on this item. 4 PROPOSE AND CREATE SOCIAL MEDIA CONTENT IDEAS PUBLIC WORKS This is a recurring item to propose and create social media content ideas to share with the City marketing team for consideration of use on City of Henderson social media platforms. Scott Jarvis, Project Engineer III, presented a summary of this item and advised the information has been shared with the City’s marketing team but, at this time, does not believe they have utilized the suggestions. No new suggestions were provided. (Motion) Vice Chair Paul Mangual introduced a motion to approve the addition of this recurring agenda item on the next agenda to propose and create social media content ideas to share with the City marketing team for consideration of use on City of Henderson social media platforms. The vote favoring approval was unanimous. Chair Jennifer Grube declared the motion carried. Bicycle Advisory Committee Meeting Page 4 of 6 Thursday, November 16, 2023 – Minutes 5 POKER RUN EVENT DISCUSSION PUBLIC WORKS Refine the concept of a potential "Poker Run" bicycling event that could be recommended or shared with community partners for consideration. Member Paul Mangual presented a summary of this item and discussed his idea and concept of a poker run event. A discussion ensued regarding how best to move forward with the planning and development of the poker run event that could then be shared with community partners. (Motion) Member Tracy Foutz introduced a motion to approve the addition of the poker run discussion to a future meeting and to assign Member Paul Mangual and Chair Jennifer Grube to act as a subcommittee to create a more detailed plan for the event. The vote favoring approval was unanimous. Chair Jennifer Grube declared the motion carried. 6 BAC PRIORITIES AND GOALS PUBLIC WORKS This is a recurring item where the Committee may make new assignments related to, and discuss efforts pertaining to, the Committee's priorities and goals related to cycling education and encouragement, and report on the status of any assignments. Consideration to plan and host the annual Learn to Ride Event for 2024 which will be held on Saturday, March 23, 2024. Scott Jarvis, Project Engineer III, presented a summary of this item and stated the event has been placed on the calendar to allow time for the event to be advertised to the public. Chair Jennifer Grube asked for all members to place the event on their calendars and attend, if possible. Bicycle Advisory Committee Meeting Page 5 of 6 Thursday, November 16, 2023 – Minutes (Motion) Chair Jennfier Grube introduced a motion to approve the hosting of the annual Learn to Ride Event for 2024, which will be held on Saturday, March 23, 2024. The vote favoring approval was unanimous. Chair Jennifer Grube declared the motion carried. 7 STAFF REPORT PUBLIC WORKS Staff will provide information on any upcoming roadway projects affecting cyclists. Scott Jarvis, Project Engineer III, stated, due to time constraints, there will not be a Staff Report. VI. CHAIRMAN\MEMBER COMMENTS There were no Chairman\Member comments presented. VII. SET NEXT MEETING The next meeting was set for Thursday, January 18, 2024, at 4:00 p.m. VIII. PUBLIC COMMENT Karl Pohlmann, no ZIP code provided, spoke regarding Agenda Item 3 Via Firenze and provided an additional option of a protected bike lane against the curb. He said street markings are deteriorating very quickly in our environment and said he is hopeful there are other options available. Casey Scott, no ZIP code provided, stated he is an active mountain biker and rides in Sloan Canyon as well as trail systems in multiple states. He spoke about Cowboy Trails and Bears Best in the west valley and said both of which are around 10 years old. Mr. Scott said areas also went through a phase of trail building but have now reached critical mass with no new trails being needed. He stated the Sloan Canyon may also be near critical mass and rogue trail building will decline. Allison Cormier, no ZIP code provided, introduced herself as the Education Coordinator with the Southern Nevada Mountain Biking Association (SNMBA) and stated they have recently signed a Memorandum of Understanding with the Bureau of Land Management (BLM) to help with maintaining trails. She said they are also working to educate people about trail etiquette and spoke about the need for more trails. Bicycle Advisory Committee Meeting Page 6 of 6 Thursday, November 16, 2023 – Minutes Justin Young, no ZIP code provided, spoke of how great Sloan Canyon is and is encouraged that the BLM is communicating with the City of Henderson to keep the area protected. He expressed concerns about the damage done to the trails after recent rains and inquired about where to report the damage to the City. Scott Jarvis, Project Engineer III, stated he would address that concern after the meeting. IX.
