Wednesday, December 19, 2018
I. CALL TO ORDER
Chairperson Keiana Williams called the Regular Meeting of the Blue Ribbon
Commission on Educational Excellence and Youth Opportunity to order at
4:04 p.m., in the City Hall Annex Conference Room, 280 Water Street,
Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Rayna Booker, Administrative Assistant III, confirmed the Blue Ribbon
Commission on Educational Excellence and Youth Opportunity had been
noticed in compliance with the Open Meeting Law by posting the Agenda three
working days prior to the meeting at City Hall, the Multigenerational Center, the
Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public
Notice Website, and the City of Henderson Website, and by electronically
mailing a copy of the Agenda to everyone appearing thereon the Agenda
Master Electronic Mailing List.

IV. ACCEPTANCE OF AGENDA
(Motion)
Miss Davis introduced a motion to accept the agenda as presented. The vote
favoring approval was unanimous. Chairperson Williams declared the motion
carried.

NOVEMBER 14, 2018
PARKS AND RECREATION
Blue Ribbon Commission Regular Meeting Minutes of November 14, 2018.
(Motion)
Mr. Scott introduced a motion to adopt the minutes of November 14, 2018, as
presented. The vote favoring approval was unanimous. Chairperson Williams
declared the motion carried.
NB-2 GUEST SPEAKER
FELICIA RIVERA-BAKER
PARKS AND RECREATION
Introduction to training function for Parks and Recreation.
Chairperson Williams welcomed Felicia Rivera-Baker, Training Specialist, to the
Commission.
Ms. Rivera-Baker introduced herself and provided an overview of her role in the
City. She explained that her job is to provide training opportunities for the
Parks and Recreation and Public Works Department.
Xanie Gann, Recreation Services Manager, informed the Commission that
Ms. Rivera-Baker would be willing to offer some guidance with their
Leadership Day 2019 workshop activities on a later scheduled date.
A question-and-answer session ensued with Ms. Rivera-Baker regarding
participant engagement in trainings.

NB-3 BLUE STAR MOTHERS STOCKING STUFFING EVENT
PARKS AND RECREATION
Review the Blue Star Mothers Stocking Stuffing event from
November 26-29, 2018.
Chairperson Williams provided an overview of the event.
A discussion ensued regarding the Commissioners’ responsibilities at the event.
NB-4 LEADERSHIP DAY THEME/GRAPHIC
PARKS AND RECREATION
Discuss and approve theme and graphic for Leadership Day 2019.
Chairperson Williams explained that the previously selected slogan had to be
revised due to political issues. She said the new Leadership Day 2019 slogan
will be “No barriers, No limits”.
Xanie Gann, Recreation Services Manager, provided a handout of the new
proposed logo and inquired if the Commissioners had any revisions.
After a lengthy discussion regarding the theme and graphics for the event, there
was a consensus to change the logo and the T-shirt color for the event.
(Motion)
Mr. Zeller introduced a motion to approve royal blue as the T-shirt color for the
Leadership Day 2019 event.
The roll call vote favoring passage was: Those voting aye: Adamo, Buckles,
Callis, Davis, Fairchild, Pride, Reeves, Scott, Shirley-Tecumseh, Williams,
Vidal, and Zeller. Those voting nay: Klinger and Aleman-Reyes. Those
absent: Driscoll, Elliot, Jackson, Martinez, Mutzhaus. Those abstaining: None.
Chairperson Williams declared the motion carried.

Mr. Zeller introduced a motion to approve a revised Leadership Day 2019 logo.
The vote favoring approval was unanimous. Chairperson Williams declared the
motion carried.

NB-5 LEADERSHIP DAY GIVEAWAY BAGS AND SWAG/SPONSORSHIP OPTIONS
PARKS AND RECREATION
Discuss pricing and costs for giveaway bags and potential sponsorship options
for Leadership Day 2019.
Xanie Gann, Recreation Services Manager, provided a handout to review
potential freebie items for Leadership Day 2019. She said that their budget
allows them to select three items up to $1.00 apiece.
A lengthy discussion ensued regarding giveaway options for the event.
(Motion)
Mr. Adamo introduced a motion to approve a white lanyard with the slogan in
blue text as a sponsorship item.
The roll call vote favoring passage was: Those voting aye: Adamo,
Aleman-Reyes, Buckles, Callis, Davis, Fairchild, Klinger, Pride, Reeves, Scott,
Shirley-Tecumseh, Williams, and Vidal. Those voting nay: Zeller. Those
absent: Driscoll, Elliot, Jackson, Martinez, Mutzhaus. Those abstaining: None.
Chairperson Williams declared the motion carried.

Mr. Klinger introduced a motion to approve a blue-colored stress ball with the
revised logo printed on it as a sponsorship item. The vote favoring approval
was unanimous. Chairperson Williams declared the motion carried.

Miss Buckles introduced a motion to approve an inexpensive giveaway bag as a
sponsorship item that Ms. Gann may select at her discretion. The vote favoring
approval was unanimous. Chairperson Williams declared the motion carried.
NB-6 LEADERSHIP DAY WORKSHOP GROUPS
PARKS AND RECREATION
Discussion to review each workshop group outline for Leadership Day 2019.
Xanie Gann, Recreation Services Manager, stressed to the Commissioners that
she would need the title of their group’s workshop as soon as possible.
Miss Callis informed the Commission that Group 1 will have a workshop theme
regarding time management and planning ahead.
Group 2 explained that their theme will be about self-esteem and confidence in
leadership.

Ms. Gann encouraged the Commission to take up Felicia Rivera-Baker’s offer to
assist them with their themes. She advised them to contact Ms. Rivera-Baker
as soon as possible for scheduling.
NB-7 LEADERSHIP DAY ANNUAL FOOD DRIVE
PARKS AND RECREATION
Discuss and explore food drive options for Leadership Day 2019.
Chairperson Williams presented a summary of this item.
Xanie Gann, Recreation Services Manager, informed the Commissioners that
they may brainstorm and suggest various volunteer opportunities in addition to
the food drive. Ms. Gann noted there is an award for the school that receives
the most donations.
NB-8 LEADERSHP DAY PROGRAM/AGENDA
PARKS AND RECREATION
Approve program/agenda contents and timeline for Leadership Day 2019.
Xanie Gann, Recreation Services Manager, distributed a draft itinerary and
summarized the Leadership Day 2019 agenda. She noted that the
senior center will be providing lunch.
Ms. Gann stressed that she would need each group’s workshop title as soon as
possible to include in the agenda.

Miss Aleman-Reyes introduced a motion to approve the program/agenda
contents and timeline for Leadership Day 2019. The vote favoring approval was
unanimous. Chairperson Williams declared the motion carried.
NB-9 LEADERSHIP DAY INVITATIONS
PARKS AND RECREATION
Discuss and select options for formal invitations to Leadership Day 2019.
Xanie Gann, Recreation Services Manager, inquired if the Commission would
like to create a formal invitation for Leadership Day 2019.
After a lengthy discussion regarding the advantages and disadvantages of
having a formal invitation, there was a consensus to not create an invitation.

Miss Callis introduced a motion to deny the creation of a formal invitation for
Leadership Day 2019. The vote favoring approval was unanimous.
Chairperson Williams declared the motion carried.

There were no Chairman/Member comments presented.
VII. SET NEXT MEETING
The next meeting was set for January 16, 2019, at 4:00 p.m.

There being no further business to be discussed, Chairperson Williams
adjourned the meeting at 5:22 p.m.

orderly conduct of the meeting. In addition, any person willfully disrupting the meeting may

heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening
