Wednesday, December 18, 2019
I. CALL TO ORDER
Chairperson Zayli Jackson called the meeting of the Blue Ribbon Commission on
Educational Excellence and Youth Opportunity to order at 4:03 p.m., in the
City Hall Annex Conference Room, 280 Water Street, Henderson,
Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
Rayna Booker, Administrative Assistant III, confirmed the meeting of the
Blue Ribbon Commission on Educational Excellence and Youth Opportunity had
been noticed in compliance with the Open Meeting Law by posting the Agenda
three working days prior to the meeting at City Hall, City Hall Annex, the
Multigenerational Recreation Center, the Whitney Ranch Recreation Center,
Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson
Website, and by mailing and emailing a copy of the Agenda to everyone
appearing thereon on the Agenda Master Mailing List and Emailing List.

There were no public comments presented.
IV. ACCEPTANCE OF AGENDA
Chairperson Jackson requested to hear NB-6 last.
(Motion)
Miss Larocque introduced a motion to accept the agenda as amended. The
vote favoring approval was unanimous. Chairperson Jackson declared the
motion carried.

NOVEMBER 20, 2019
PARKS AND RECREATION
Blue Ribbon Commission meeting minutes of November 20, 2019.
(Motion)
Mr. Vidal introduced a motion to adopt the meeting minutes of
November 20, 2019, as presented. The vote favoring approval was unanimous.
Chairperson Jackson declared the motion carried.
NB-2 BLUE STAR MOTHERS STOCKING STUFFING EVENT
PARKS AND RECREATION
Review the Blue Star Mothers Stocking Stuffing event from December 2, 2019,
through December 5, 2019.
Chairperson Jackson thanked those who participated in the Blue Star Mothers
Stocking Stuffing event.
Xanie Gann, Recreation Services Manager, stated she spoke with the president
of the Blue Star Mothers and the president informed Ms. Gann that she was
very happy and thankful for Commissioners’ time.
Chairperson Jackson stated the stocking stuffing event for next year is
scheduled for November 30, 2020, through December 3, 2020, at the
Valley View Recreation Center.

NB-3 LEADERSHIP DAY 2020 THEME AND GRAPHIC
PARKS AND RECREATION
Discuss theme and graphic for Leadership Day 2020.
Xanie Gann, Recreation Services Manager, reminded the Commissioners that
the theme is Exceed Your Vision.
Following a discussion regarding the graphic design for the t-shirts, it was a
consensus of the Commission to have a black shirt with gold lettering and to
have an eye chart incorporated with the 2020 theme.
Ms. Gann stated she will have designs created by the City’s marketing team
and will present the designs to the Commission at the January meeting.
NB-4 LEADERSHIP DAY 2020 GIVEAWAY BAGS AND SWAG BAGS OPTIONS
PARKS AND RECREATION
Provide direction to staff on pricing and costs for giveaway bag items.
Chairperson Jackson stated she can provide Raiders items for the giveaway
bags.
Following a discussion regarding potential giveaway items, Xanie Gann,
Recreation Services Manager, stated she will research the cost of the following
items: stress balls, lanyards, stationary items, pens, pencils, notepads, lip balm,
and cell phone pop sockets.

Mr. Zeller introduced a motion to approve Ms. Gann to research the following
potential giveaway items for Leadership Day 2020: stress balls, lanyards,
stationary items, pens, pencils, notepads, lip balm, and cell phone pop sockets.
The vote favoring approval was unanimous. Chairperson Jackson declared the
motion carried.
NB-5 LEADERSHIP DAY 2020 SPONSORSHIP OPTIONS
PARKS AND RECREATION
Provide direction to staff for potential sponsors and sponsorship options for
Leadership Day 2020.
Mr. Vidal stated he will contact Crumbl Cookies for a potential sponsor.

Miss Aleman-Reyes stated she will contact various sponsors from last year’s
Leadership Day, such as Teriyaki Madness and Nothing Bundt Cakes.
Miss Larocque said she will contact Starbucks, Firehouse Subs, and
Jimmy John’s as potential sponsors.
Xanie Gann, Recreation Services Manager, encouraged the Commissioners to
contact businesses for sponsorships and stated their business logo will be
displayed on the Leadership Day 2020 programs. She reminded the
Commissioners that they will need 300 copies of coupons if the businesses
want to provide coupons as giveaway items.
Ms. Gann stated she will provide speaking points to the Commissioner to assist
with obtaining sponsorships.

Miss Aleman-Reyes introduced a motion to approve Commissioners
sponsorship options for Leadership Day 2020. The vote favoring approval was
unanimous. Chairperson Jackson declared the motion carried.
NB-6 LEADERSHIP DAY 2020 WORKSHOP GROUPS
PARKS AND RECREATION
Discussion to review each workshop group outline for Leadership Day 2020.
Note: This item was heard last.
Group one: Megan Larocque, Carrie Cox, Bradley Vidal, William Daniel-Klinger,
Henry Millen, Macey Reeves, and Michelle Bell.
Group two: Renae Buckles, Joseph Palmaffy, Caitlyn Shirley-Tecumseh,
Michael Mutzhaus, Nathaniel Allison, Gwyn Lonzame, Serenity Aleman-Reyes,
and Alyssa Pangilian.
Shane Zeller, Luke Adamo, and Chairperson Jackson will be mentors for both of
the groups.
Chairperson Jackson requested the Commissioners to have their presentations
ready by the January meeting.
A discussion ensued regarding possible activities for each group’s workshop.

NB-7 LEADERSHIP DAY 2020 KEYNOTE SPEAKER CANDIDATE
PARKS AND RECREATION
Approve Nevada Senate Majority Leader Nicole Cannizzaro for keynote
speaker on Leadership Day 2020.
Mr. Martinez stated he spoke with Nicole Cannizzaro and she said she is
excited for the opportunity.
(Motion)
Ms. Lonzame moved to approve Nevada Senate Majority Leader
Nicole Cannizzaro for keynote speaker on Leadership Day 2020. The vote
favoring approval was unanimous. Chairperson Jackson declared the motion
carried.
NB-8 LEADERSHIP DAY 2020 PROGRAM AND AGENDA
PARKS AND RECREATION
Approve the program, agenda contents, and timeline for Leadership Day 2020.
A discussion ensued regarding the room setup for the breakout activities for the
event.
Xanie Gann, Recreation Services Manager, cautioned the Commissioners of
the time restrictions if the participants walk to a separate location for the
breakout activities.
Mr. Zeller expressed concerns regarding the safety of high school students
walking through the parking lot during the open hours of the college.
Ms. Gann referred to the Leadership Day 2019 program and inquired if a similar
itinerary would work for this year.
It was a consensus of the Commission to utilize the same itinerary schedule as
Leadership Day 2019 for this year’s event.

Mr. Zeller introduced a motion to approve the Leadership Day 2020 itinerary.
The roll call vote favoring passage was: Those voting aye: Luke Adamo,
Serenity Aleman-Reyes, Renae Buckles, Samantha Elliott,
William Daniel Klingler, Megan Larocque, Gwyn Lonzame, Alyssa Pangilian,
Macey Reeves, Bradley Vidal, and Shane Zeller. Those voting nay: None.
Those absent: Nathaniel Allison, Michelle Bell, Carrie Cox, Daniel Martinez,
Henry Millen, Michael Mutzhaus, Joseph Palmaffy, Jacob Pectol, and
Caitlyn Shirley-Tecumseh. Those abstaining: None. Chairperson Jackson
declared the motion carried.
NB-9 LEADERSHIP DAY 2020 INVITATIONS
PARKS AND RECREATION
Provide direction to staff on formal invitations to Leadership Day 2020.
Following an inquiry by Xanie Gann, Recreation Services Manager, regarding
the type of invitations the Commissioners want to send out, it was a consensus
of the Commission to have physical, formal invitations sent to the high schools.
(Motion)
Mr. Zeller moved to approve physical, formal invitations sent to the high
schools.
The roll call vote favoring passage was: Those voting aye: Luke Adamo,
Serenity Aleman-Reyes, Renae Buckles, Samantha Elliott,
William Daniel Klingler, Megan Larocque, Gwyn Lonzame, Alyssa Pangilian,
Macey Reeves, Bradley Vidal, and Shane Zeller. Those voting nay: None.

VI. CHAIRMAN\MEMBER COMMENTS
Xanie Gann, Recreation Services Manager, stated the food drive for
Leadership Day 2020 will be collected at the high schools rather than at the
event. She noted Raising Cane’s Chicken Fingers will be sponsoring the food
drive and will provide lunch to the high school seniors who collected the most
food.
VII. SET NEXT MEETING
The next meeting was set for Wednesday, January 15, 2020, at 4:00 p.m.
