CITY OF HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY SPECIAL MEETING MINUTES Wednesday, July 29, 2020 I. CALL TO ORDER Chairperson Zayli Jackson called the Special Meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity to order at 4:26 p.m., in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Rayna Booker, Administrative Assistant III, confirmed the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, City Hall Annex, the Multigenerational Recreation Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Emailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Miss Aleman-Reyes introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairperson Jackson declared the motion carried. V. NEW BUSINESS NB-1 MINUTES BLUE RIBBON COMMISSION FEBRUARY 19, 2020 PARKS AND RECREATION Blue Ribbon Commission meeting minutes of February 19, 2020. (Motion) Miss Aleman-Reyes introduced a motion to adopt the Blue Ribbon Commission meeting minutes of February 19, 2020, as presented. The vote favoring approval was unanimous. Chairperson Jackson declared the motion carried. Blue Ribbon Commission Page 3 of 5 Wednesday, July 29, 2020 – Draft Minutes NB-2 BLUE RIBBON COMMISSION PAST YEAR REVIEW PARKS AND RECREATION Commission to review successes and challenges of events held prior to Governor’s stay-at-home directive to businesses and schools in March, 2020. Chairperson Jackson voiced her disappointment with the cancellation of the Leadership Day 2020 event due to the pandemic; however, she commended the Commissioners for the hard work, preparation, and communication skills they utilized throughout the planning of the event. Responding to an inquiry by Miss Aleman-Reyes regarding what should be done with the unused blank folders that were purchased for her workshop, Xanie Gann, Recreation Services Manager, asked her to donate the materials to the students returning to school in the fall on behalf of the Blue Ribbon Commission. Ms. Gann stated the preparations for Leadership Day 2020 were exceptional and congratulated the Commissioners for their community engagement. She said the partnership with Nevada State College was a great choice for the Blue Ribbon Commission. Ms. Gann thanked the high schools who contributed food drive items for homebound seniors sheltered in home due to the pandemic. She said based on the number of items collected and counted, Basic High School will retain the Commission’s food drive trophy for 2020 and asked the Commissioners to encourage the incoming seniors to continue supporting future charitable events. NB-3 POTENTIAL REPLACEMENTS FOR BLUE RIBBON COMMISSION VACANCIES PARKS AND RECREATION Discussion of the City's social media marketing plan to notify communities and schools about commissioner opportunities. Ask for feedback and assistance from Commissioners to contact schools to request an internal posting on their respective web sites and social media pages from school administration. Xanie Gann, Recreation Services Manager, stated the Blue Ribbon Commission allows one student per high school to join the Commission until each Henderson school is represented. She said the City’s Marketing Department is advertising via social media blasts to residents that want to join any of the various Henderson Boards and Commissions. A discussion ensued regarding high school students that have expressed an interest in joining the Blue Ribbon Commission for the upcoming school year. Blue Ribbon Commission Page 4 of 5 Wednesday, July 29, 2020 – Draft Minutes Ms. Gann said students that are interested in joining the Commission may contact her directly or apply online through the City’s website. NB-4 BLUE RIBBON COMMISSION NEW MEETING FORMAT PARKS AND RECREATION Commissioners will discuss the new meeting format being required for all Boards and Commissions for the City and provide any recommendations they may have to offer to improve the format. Chairperson Jackson said due to a new policy, the Blue Ribbon Commission will continue to meet virtually until further notice is provided by the City. Xanie Gann, Recreation Services Manager, stated the Blue Ribbon Commission will be on hiatus until at least January of 2021. She said the plan is to reconvene the meetings to coincide with when the Clark County School District begins to allow in-person attendance at high schools again. Ms. Gann stated during the hiatus, City staff will continue the application process with the goal of having all Henderson high schools represented with Commissioners by the time meetings reconvene. She said she will try to get some of the City dignitaries to create video clips to email to the Commissioners in order to keep the lines of communication open and the Commissioners involved in the City’s happenings during the Commission’s hiatus. VI. CHAIRMAN\MEMBER COMMENTS Chairperson Jackson asked the Commissioners to confirm their mailing address with Rayna Booker, Administrative Assistant III, so that Ms. Booker can send some of the Leadership Day 2020 merchandise to them. Xanie Gann, Recreation Services Manager, congratulated the graduated seniors and wished them all the best in their future endeavors. Ms. Gann said she will work with Michael Oh, Senior Assistant City Attorney, to ensure the Commission remains compliant with the City’s charitable donation policies regarding the unused Leadership Day 2020 items. Mr. Adamo encouraged the Commissioners to email Ms. Booker if they happen to come across any volunteering opportunities that can be done remotely as a good way for everyone to stay connected and engaged.
