CITY OF HENDERSON BLUE RIBBON COMMISSION MEETING MINUTES SEPTEMBER 15, 2021 I. CALL TO ORDER Xanie Gann, Recreation Services Manager, called the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity to order at 4:06 p.m., in the City Hall Annex Conference Room, 280 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Anthony Rossa, Administrative Assistant III, confirmed the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, City Hall Annex, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Emailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Minutes) Anthony Rossa, Administrative Analyst III, made a correction to item seven on the agenda. He said the motion of the item should read “Elect Vice Chairperson”. (Motion) Mr. Zeller introduced a motion to accept the agenda, as amended. The vote favoring approval was unanimous. Acting Chairperson Gann declared the motion carried. V. NEW BUSINESS 1 MINUTES BLUE RIBBON COMMISSION JULY 29, 2020 PARKS AND RECREATION For Possible Action. RECOMMENDATION: Adopt Blue Ribbon Commission Meeting minutes of July 29, 2020. (Motion) Ms. Cox introduced a motion to adopt the Blue Ribbon Commission Meeting minutes of July 29, 2020, as presented. The vote favoring approval was unanimous. Acting Chairperson Gann declared the motion carried. 2 MINUTES BLUE RIBBON COMMISSION AUGUST 18, 2021 PARKS AND RECREATION For Possible Action. RECOMMENDATION: Adopt Blue Ribbon Commission Meeting minutes of August 18, 2021. Blue Ribbon Commission Meeting Page 3 of 6 Wednesday, September 15, 2021 – Minutes (Motion) Mr. Palmaffy introduced a motion to adopt the Blue Ribbon Commission Meeting minutes of August 18, 2021, as presented. The vote favoring approval was unanimous. Acting Chairperson Gann declared the motion carried. 3 GUEST SPEAKER BRIAN KENDALL PARKS AND RECREATION For Information and Discussion Only Brian Kendall, Parks and Recreation Manager, will provide an overview of his role with Cultural Arts, Special Events, and Outdoor Recreation. (Minutes) Brian Kendall, Parks and Recreation Manager; Chuck Ashby, Recreation Services Supervisor; and Jordyn Wright, Recreation Services Coordinator gave a presentation listing the services offered by Outdoor Recreation, Cultural Arts, Special Events, Production, and Event Services at the City of Henderson. Responding to an inquiry from Luke Adamo regarding the platforms for promoting events and outdoor recreation opportunities at the City of Henderson, Mr. Ashby said City social media platforms are the primary promotional tool, supplemented by the digital version of Henderson Happenings. Responding to an inquiry from Bradley Vidal regarding Eagle Scout projects, Mr. Ashby listed Archery, litter remediation, and artifact preservation as initiatives that involved the Eagle Scouts in the past. In response to an inquiry from Carrie Cox regarding submissions of artwork by students or from schools, Ms. Wright said the City has been in contact with Henderson schools and art teachers in support of this concept. Responding to an inquiry from McKenzie Shelton-Lott regarding group volunteer opportunities, Ms. Wright said large events and events requiring ushers are ideal for groups and a volunteer application can be submitted through the City website. Responding to an inquiry from Mr. Adamo regarding events at the Dollar Loan Center, Mr. Kendall said the City will be partnering with the facility to host 36 events a year, including high school graduations, the State of the City address, and performances by the Henderson Symphony Orchestra. Blue Ribbon Commission Meeting Page 4 of 6 Wednesday, September 15, 2021 – Minutes 4 PRESENTATIONS BY MEGAN LAROCQUE AND LONDON COWLEY FOR CHAIRPERSON OF THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY PARKS AND RECREATION For Information Only Presentations by Megan Larocque and London Cowley for the office of Chairperson of the Blue Ribbon Commission on Excellence and Youth Opportunity. (Minutes) Xanie Gann, Recreation Services Manager, announced London Cowley submitted an email declining her nomination as Chairperson. Megan Larocque gave a presentation providing an overview of her skills and expertise qualifying her for the role of Chairperson of the Blue Ribbon Commission. Responding to questions from Mr. Adamo, Ms. Cox, and Mr. Zeller regarding Ms. Larocque balancing her school, sports, and Commission obligations, Ms. Larocque said her sports obligations are minimal until 2022 and games and she is willing to rearrange her schedule to prioritize Commission duties and obligations. 5 ELECTION OF CHAIRPERSON OF THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY PARKS AND RECREATION For Possible Action. RECOMMENDATION: Elect Chairperson Election of Chairperson of the Blue Ribbon Commission on Excellence and Youth Opportunity with a term to expire July 31, 2022. (Motion) Mr. Zeller introduced a motion to elect Megan Larocque as Chairperson of the Blue Ribbon Commission. The vote favoring approval was unanimous. Acting Chairperson Gann declared the motion carried. Note: Chairperson Larocque presided over the remainder of the meeting. Blue Ribbon Commission Meeting Page 5 of 6 Wednesday, September 15, 2021 – Minutes 6 PRESENTATIONS BY MALLORY RICH AND MCKENZIE SHELTON-LOTT FOR THE OFFICE OF VICE CHAIRPERSON OF THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY. PARKS AND RECREATION For Information Only Presentations by Mallory Rich and McKenzie Shelton-Lott for the office of Vice Chairperson of the Blue Ribbon Commission. (Minutes) Mackenzie Shelton-Lott announced that, due to conflicting commitments, she is declining potential nomination to the position of Vice Chairperson. Mallory Rich gave a presentation providing an overview of her skills and expertise qualifying her for the role of Chairperson of the Blue Ribbon Commission. Responding to an inquiry from Mr. Zeller regarding working with the newly elected Chairperson, Ms. Rich said she believes collaboration with Ms. Larocque will ensure success for the Commission. Responding to an inquiry from Ms. Cox regarding Ms. Rich balancing her school, sports, and Commission obligations, Ms. Rich said she is willing to rearrange her schedule to prioritize Commission duties and obligations. 7 ELECTION OF VICE CHAIRPERSON OF THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY. PARKS AND RECREATION For Possible Action. RECOMMENDATION: Elect Vice Chairperson Election of Vice Chairperson of the Blue Ribbon Commission with a term to expire July 31, 2022. (Motion) Jennifer Atlas introduced a motion to elect Mallory Rich as Vice Chairperson of the Blue Ribbon Commission. The vote favoring approval was unanimous. Chairperson Larocque declared the motion carried. Blue Ribbon Commission Meeting Page 6 of 6 Wednesday, September 15, 2021 – Minutes 8 STAFF REPORT PARKS AND RECREATION For Information and Discussion Only Xanie Gann, Recreation Services Manager, will give an update on upcoming events with the Blue Ribbon Commission. (Minutes) Ms. Gann gave a summary of this item and said Commission vacancies for Basic Academy of International Studies, College of Southern Nevada High School, Lake Mead Christian Academy, Coral Academy of Science, and representing home schooling need to be filled. Ms. Gann explained the process to fill vacancies and stated the City of Henderson is experiencing staffing shortages and encouraged Commission members to help in recruitment efforts at their schools. VI. CHAIRMAN\MEMBER COMMENTS (Minutes) A discussion was held regarding issues the student Commission members are seeing at their respective schools and explaining topics under the purview of the Blue Ribbon Commission. VII. SET NEXT MEETING The next meeting was set for Wednesday, October 20, 2021, at 4:00 p.m. VIII. PUBLIC COMMENT Max Fenster, Education Initiatives Analyst, invited Commission members to attend listening sessions hosted by the City to provide their input on how youth-specific COVID-19 relief funds should be spent.
