CALL TO ORDER Acting Chair, Corey Clark, Parks and Recreation, called the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity to order at 4:01 p.m., in the City Hall Annex Conference Room, 280 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Anthony Rossa, Administrative Assistant III, confirmed the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law. ACCEPTANCE OF AGENDA (Motion) Member Carrie Cox introduced a motion to accept the agenda, as presented. The vote favoring approval was unanimous. Chair Clark declared the motion carried. The roll call vote favoring passage was: Those voting aye: Jennifer Atlas, Luke Adamo, Stefanie Coultrap, Carrie Cox, Duane Graham, Renee Kenwood, Rachael Martin, Garrett Ordonez, Skylar Stephan, Brooklynn Wolf, and Shane Zeller. Acting Chair Clark declared the motion carried. V. NEW BUSINESS 1 MINUTES BLUE RIBBON COMMISSION AUGUST 17, 2022 PARKS AND RECREATION Blue Ribbon Commission Meeting minutes of August 17, 2022. (Motion) Member Jennifer Atlas introduced a motion to adopt the Blue Ribbon Commission Meeting minutes of August 17, 2022, as presented. The roll call vote favoring passage was: Those voting aye: Jennifer Atlas, Luke Adamo, Stefanie Coultrap, Carrie Cox, Duane Graham, Renee Kenwood, Rachael Martin, Garrett Ordonez, Skylar Stephan, Brooklynn Wolf, and Shane Zeller. Acting Chair Clark declared the motion carried. Blue Ribbon Commission Meeting Page 3 of 7 Wednesday, September 21, 2022 – Minutes 2 PRESENTATIONS BY NOMINEES FOR CHAIRPERSON AND VICE CHAIRPERSON OF THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY PARKS AND RECREATION Presentations by Brooklynn Wolf, Skylar Stephan, Rachael Martin and Garrett Ordonez for the office of Chairperson and presentations by Rachael Martin, Brooklynn Wolf, Skylar Stephan and Renee Kenwood for the office of Vice Chairperson of the Blue Ribbon Commission on Excellence and Youth Opportunity. Acting Chair Corey Clark, Parks and Recreation Manager, explained the election process for the Offices of Chair and Vice Chair. Each of the above-mentioned candidates gave a presentation on their goals, objectives, and qualifications and were given the opportunity to answer questions from the Commission members. 3 ELECTION OF CHAIRPERSON OF THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY PARKS AND RECREATION Election of Chairperson of the Blue Ribbon Commission on Excellence and Youth Opportunity with a term to expire July 31, 2023. Nominees for Chairperson include: Brookynn Wolf, Skylar Stephan, Rachael Martin and Garrett Ordonez. Acting Chair Corey Clark, Parks and Recreation Manager, opened the voting for each nominee, by name. Following one round of voting, Mr. Clark closed the voting and stated Member Brooklynn Wolf received the majority vote, with six votes, by the Commissioners for the Office of Chair. (Motion) Member Shane Zeller introduced a motion to elect Member Wolf for the Office of Chair of the Blue Ribbon Commission on Excellence and Youth Opportunity, with a term to expire July 31, 2023, by a majority vote of the members. The vote favoring approval was unanimous. PARKS AND RECREATION Election of Vice Chairperson of the Blue Ribbon Commission on Excellence and Youth Opportunity with a term to expire July 31, 2023. Nominees for Vice Chairperson include: Rachael Martin, Brooklynn Wolf, Skylar Stephan and Renee Kenwood. Acting Chair Corey Clark, Parks and Recreation Manager, opened the voting for each nominee, by name. Note: Due to Member Brooklynn Wolf being elected for the Office of Chair under agenda Item 3, she was removed as a candidate for the Office of Vice Chair, and Garrett Ordonez was added to the list of nominees. Following one round of voting, a second round of voting was held to break a two-way tie, with four votes each, between Skylar Stephan and Garrett Ordonez. Following the tie breaker round of voting, Mr. Clark closed the voting and stated Member Skylar Stephan received the majority vote, with six votes, by the Commissioners for the Office of Vice Chair. (Motion) Member Jennifer Atlas introduced a motion to elect Member Stephan for the Office of Vice Chair of the Blue Ribbon Commission on Excellence and Youth Opportunity, with a term to expire July 31, 2023, by a majority vote of the members. The vote favoring approval was unanimous. Acting Chair Clark declared the motion carried. Blue Ribbon Commission Meeting Page 5 of 7 Wednesday, September 21, 2022 – Minutes 5 AUTHORIZE PARTICIPATION OF VOLUNTEER OPPORTUNITY FOR THE 2022 TRUNK OR TREAT EVENT IN OCTOBER 2022 PARKS AND RECREATION Commission members will review event details and approve volunteer commitments for the 2022 Trunk or Treat Event to be held on Thursday, October 24, 2022. Note: The above-mentioned date on the agenda is incorrect. The Commission members were advised the 2022 Trunk or Treat Event will be held on Thursday, October 27, 2022. Acting Chair Corey Clark, Parks and Recreation Manager, stated the 2022 Trunk or Treat Event is scheduled for Thursday, October 27, 2022, at the Black Mountain Recreation Center. Mr. Clark said members may sign up to attend either one or both of the following two-hour options: 4:30 p.m. to 6:30 p.m.: Session 1 7:00 p.m. to 9:00 p.m.: Session 2 4:30 p.m. to 9:00 p.m.: Both Sessions Acting Chair Clark said participants are asked to dress in appropriate costumes and arrive to set up between 3:00 p.m. and 4:00 p.m. He said staff will provide decorations and candy for the event and a pizza dinner for the volunteers. The following members committed to attending the following sessions: 4:30 p.m. to 6:30 p.m. - Session 1: Jennifer Atlas Carrie Cox (Session 2, tentatively) 7:00 p.m. to 9:00 p.m. - Session 2: Renee Kenwood Garrett Ordonez Rachael Martin Skylar Stephan (Session 1, tentatively) Shane Zeller (Session 1, tentatively) 4:30 p.m. to 9:00 p.m. - Both Sessions: Luke Adamo Stefanie Coultrap Dylan Lunday Brooklynn Wolf Chair Wolf offered to donate a vehicle to be decorated and used during the event. Blue Ribbon Commission Meeting Page 6 of 7 Wednesday, September 21, 2022 – Minutes (Motion) Member Luke Adamo introduced a motion to authorize the following volunteer commitment opportunities for the 2022 Trunk or Treat Event to be held on Thursday, October 27, 2022, as follows: 4:30 p.m. to 6:30 p.m. - Session 1: Jennifer Atlas and Carrie Cox (Session 2, tentatively); 7:00 p.m. to 9:00 p.m. - Session 2: Renee Kenwood, Garrett Ordonez, Rachael Martin, Skylar Stephan (Session 1, tentatively), and Shane Zeller (Session 1, tentatively); and 4:30 p.m. to 9:00 p.m. - Both Sessions: Luke Adamo, Stefanie Coultrap, Dylan Lunday, and Brooklynn Wolf; and to authorize Member Brooklynn Wolf to donate a vehicle to be decorated and used during the event. The vote favoring approval was unanimous. Acting Chair Clark declared the motion carried. 6 STAFF REPORT PARKS AND RECREATION Xanie Gann, Recreation Services Manager, will give an update on upcoming events with the Blue Ribbon Commission. Note: Because Xanie Gann, Recreation Services Manager, was not present at the meeting, Acting Chair Corey Clark, Parks and Recreation Manager, stated there is no staff report this month. VI. CHAIRMAN\MEMBER COMMENTS Member Jennifer Atlas encouraged everyone to register to vote, if they have not already done so, and to vote. She said early voting begins on October 22, 2022. Member Carrie Cox thanked each of the election candidates for running for office and for being courageous. Following the inquiry from Member Luke Adamo regarding grants that the Blue Ribbon Commission may be able to apply for and utilize as volunteer opportunities, Acting Chair Corey Clark, Parks and Recreation Manager, stated the Commission’s staff will contact Tara Phebus, Education Initiatives Officer. He said if the Education Initiatives team can identify potential grants, the information will be presented to the Commission on a future agenda. Member Shane Zeller congratulated the newly elected Commissions and encouraged them to set a good example for the group. Blue Ribbon Commission Meeting Page 7 of 7 Wednesday, September 21, 2022 – Minutes Chair Brooklynn Wolf and Vice Chair Skylar Stephan thanked everyone for their nominations. Member Coultrap stated she would like to invite some of principals from the represented schools as guest speakers to a future meeting. Acting Chair Clark stated he would pass that information along to Xanie Gann, Recreation Services Manager. Chair Wolf inquired about whether she needs to bring decorate her vehicle before arriving to the 2022 Trunk or Treat Event. Acting Chair Clark said decorations will be provided and said the Commission will have its October meeting before the event, which will allow time to further discuss the finalize details for the 2022 Trunk or Treat Event. Member Zeller advised Chair Wolf to bring her own decorations as well. VII. SET NEXT MEETING The next meeting was set for Wednesday, October 19, 2022, at 4:00 p.m. VIII. PUBLIC COMMENT Tara Phebus, Education Initiatives Officer, introduced herself and gave a brief summary of her professional background, the Henderson Community Education Advisory Board (HCEAB), and her plan to support the needs of both HCEAB and the Blue Ribbon Commission. Maxwell Fenster, Education Initiatives Analyst, introduced himself and stated he is looking forward to working with the Blue Ribbon Commission. IX.
