CITY OF HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY REGULAR MEETING MINUTES Wednesday, October 19, 2022 I. CALL TO ORDER Chair Brooklynn Wolf called the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity to order at 4:00 p.m., in the City Hall Annex Conference Room, 280 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Rayna Booker, Administrative Assistant III, confirmed the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law. ACCEPTANCE OF AGENDA (Motion) Member Jennifer Atlas introduced a motion to accept the agenda, as presented. Chair Wolf declared the motion carried. V. NEW BUSINESS 1 MINUTES BLUE RIBBON COMMISSION SEPTEMBER 21, 2022 PARKS AND RECREATION Blue Ribbon Commission Meeting minutes of September 21, 2022. (Motion) Member Skylar Stephan introduced a motion to adopt the Blue Ribbon Commission Meeting minutes of September 21, 2022, as amended: Item 5, the printed date in the subject and recommended motion should reflect Thursday, October 27, 2022, instead of Thursday, October 24, 2022. The roll call vote favoring passage was: Those voting aye: Jennifer Atlas, Chresten Britt, Stefanie Coultrap, Duane Graham, Renee Kenwood, Daniel Martinez, Mallory Rich, Skylar Stephan, Jack Wohlwend, and Brooklynn Wolf. Chair Wolf declared the motion carried. Blue Ribbon Commission Meeting Page 3 of 6 Wednesday, October 19, 2022 – Minutes 2 GUEST SPEAKER TARA PHEBUS PARKS AND RECREATION Tara Phebus, Education Initiatives Officer from the City of Henderson, will provide a summary of the first Henderson School Summit, and report outcomes of the event. Tara Phebus, Education Initiatives Officer, gave a PowerPoint presentation, titled Fall 2022 Henderson School Summit, and highlighted the following slides:  Summit Goals  Attendees  Outcomes  Outcomes – Teacher Recruitment/Retention  Outcomes – Student Mental Health  Outcomes – Teacher Mental Health  Next Steps Xanie Gann, Parks and Recreation Manager, stated the Henderson School Summit was an engaging event and shared the various ways the Parks and Recreation Department aids the schools via the Open Schools/Open Doors Agreement, Safekey programs, which may include interactive events with the police and fire departments, and field trip opportunities. She also stated special events may be held at schools that could help with mental health, such as a visit from a singing bowls instructor. A discussion ensued regarding set-aside funds and the funding sources the City utilized that gets reinvested into public education. The format of the future Henderson School Summits and the teacher retention issue that the country is currently facing was also discussed. Following an inquiry from Ms. Gann regarding how Henderson schools are currently ranking, Ms. Phebus stated they are performing well across several matrixes and said she would be happy to further discuss their performance on a future agenda. Ms. Phebus stated because the Henderson School Summit focuses primarily on principals, she inquired if the student members of the Commission would be interested in sharing their perspectives regarding programs and/or interventions that relate to mental health to obtain their feedback. Ms. Gann stated that is a great idea and could be added to a future agenda for further discussion. Member Duane Graham agreed and said that subject is very applicable and said if this Commission can help to develop programs and find practical ways to improve education, then that is the purpose of the meetings. Blue Ribbon Commission Meeting Page 4 of 6 Wednesday, October 19, 2022 – Minutes Ms. Gann requested each of the student Commissioners to express their thoughts and ideas regarding whether they felt sharing their perspectives pertaining to mental health-related programs would be beneficial. It was a consensus of the student Commissioners that it would be beneficial for them to share their perspectives pertaining to mental health-related programs that may be implemented in the schools on a future agenda. Ms. Phebus stated the discussion will encompass the programs that are currently available at the schools and the City-supported programs, such as the Hope Squad, which is a peer-to-peer suicide prevention program that connects students with each other and to mental health resources. 3 TRUNK OR TREAT 2022 PARKS AND RECREATION Commission members will discuss the 2022 Trunk or Treat event details and discuss the assignments of the Blue Ribbon Commission. The 2022 Trunk or Treat will be held on October 27, 2022, at the Black Mountain Recreation Center. Xanie Gann, Parks and Recreation Manager, presented a summary of this item and confirmed the date, time, and attendance status of the Commissioners that will participate in the 2022 Trunk or Treat event, which will be held on October 27, 2022, at the Black Mountain Recreation Center. 4 STAFF REPORT PARKS AND RECREATION Xanie Gann, Recreation Services Manager, will give an update on upcoming events with the Blue Ribbon Commission. Xanie Gann, Parks and Recreation Manager, presented a summary of this item and stated the Parks and Recreation Department is currently recruiting students for employment opportunities to introduce recreation as a career field. She explained the recruitment and training processes, the age requirements, and the various areas of employment that are available. She said all student-filled positions have flexible hours that work around their school schedules. Blue Ribbon Commission Meeting Page 5 of 6 Wednesday, October 19, 2022 – Minutes Ms. Gann stated the Parks and Recreation Department offers Teen WORK (Willing, Optimistic, Respectful, Kind), which is a junior leader program that trains teens to become future recreation leaders, helps the summer programs, encourages self-confidence in teens, and develops communication and leadership skills. Ms. Gann encouraged the Commissioners to let her know if they would like their school to be contacted first regarding the student employment opportunities that are offered by the Parks and Recreation Department. Ms. Gann stated the next volunteer opportunity will be for the Blue Star Mothers Stocking event at the end of November. She said the event is still in the process of being planned and finalized; therefore, she will have more information available at the next meeting. Ms. Gann stated staff will be working with the City Attorney’s Office to review the Blue Ribbon Commission Meeting bylaws, which will be presented on a future agenda. VI. CHAIRMAN\MEMBER COMMENTS Member Skylar Stephan stated the Clark County School District (CCSD) will be increasing their rates for charter school student athletes that participle in CCSD sports programs. As a member of a public school’s swimming team that attends a charter schools, she said she will soon have to pay an additional $75.00 to participate in the sport. Member Stephan requested this topic be added to a future agenda for further discussion. Member Stephan also stated the December meeting will fall on the first day of the winter break and encouraged everyone to be mindful of that date. Chair Brooklynn Wolf, Member Chresten Britt, Member Stefanie Coultrap, and Member Mallory Rich shared with the Commission the various events that are being held at their schools. VII. SET NEXT MEETING The next meeting was set for Wednesday, November 16, 2022, at 4:00 p.m. VIII.
