CITY OF HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY REGULAR MEETING MINUTES Wednesday, November 16, 2022 I. CALL TO ORDER Chair Brooklynn Wolf called the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity to order at 4:00 p.m., in the City Hall Annex Conference Room, 280 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Anthony Rossa, Administrative Assistant III, confirmed the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Nevada Open Meeting Law. (Motion) Chair Brooklynn Wolf introduced a motion to adopt the Blue Ribbon Commission Meeting minutes of October 19, 2022, as presented. The roll call vote favoring passage was: Those voting aye: Chresten Britt, Stefanie Coultrap, Duane Graham, Renee Kenwood, Dylan Lunday, Garrett Ordonez, Mallory Rich, Skylar Stephan, Jack Wohlwend, Brooklynn Wolf, and Shane Zeller. Chair Wolf declared the motion carried. Blue Ribbon Commission Meeting Page 3 of 6 Wednesday, November 16, 2022 – Minutes 2 PRESENTATION CITY OF HENDERSON READY CREW COORDINATOR MADISON LARIMER PARKS AND RECREATION Madison Larimer, Ready Crew Coordinator, will provide an overview of her role with Emergency Management, Environmental, Health and Safety. Madison Larimer, Ready Crew Coordinator, presented a PowerPoint presentation discussing emergency management, threat environment, local hazards, emergency preparedness, and the City’s Emergency Management, Environmental, Health and Safety team and volunteers. A discussion ensued regarding how the Commissioners feel their individual schools and families are prepared in the case of a local emergency. 3 PRESENTATION CITY OF HENDERSON EDUCATION INITIATIVES OFFICER TARA PHEBUS PARKS AND RECREATION Tara Phebus, Education Initiatives Officer with the City of Henderson, will provide a presentation on current youth mental health programs and services available to support students and facilitate a discussion among commissioners about student mental health needs they see in their own schools. Discussion will focus on identified needs and potential solutions for how the City and other community partners can support student mental health as well as any feedback or suggestions for better communication about existing programs and services. Tara Phebus, Education Initiatives Officer, presented a PowerPoint presentation discussing current youth mental wellbeing programs the City partners with and supports. She lead the Commissioners in a discussion regarding unmet needs they see among peers in their school and recommendations for how the City can further support youth mental wellbeing in the community. Responding to the question from Member Carrie Cox regarding whether the Hope Squad program is also in Henderson charter schools, Ms. Phebus said, at this time, she is only aware of the program existing in CCSD schools in Henderson. A discussion ensued regarding mental health wellbeing programs and initiatives the Commissioners have seen carried out in their individual schools and recommendations they believe could help increase the City’s efforts. Blue Ribbon Commission Meeting Page 4 of 6 Wednesday, November 16, 2022 – Minutes 4 TRUNK OR TREAT 2022 PARKS AND RECREATION Review the Trunk or Treat event from October 27, 2022. Xanie Gann, Parks and Recreation Manager, presented a review of the Commission’s participation in the City’s Trunk or Treat event held at the Black Mountain Recreation Center (BMRC) on October 27, 2022. She said the BMRC management has already requested the Commission to assist again in next year’s event. A brief discussion ensued regarding the 2022 Trunk or Treat event and thoughts on next year’s event. 5 AUTHORIZE PARTICIPATION IN VOLUNTEER OPPORTUNITY AT THE 2022 BLUE STAR MOTHERS' STOCKING STUFFERS EVENT PARKS AND RECREATION Commission members will select two dates to participate in the Blue Star Mothers' Stocking Stuffers Event and schedule participation. The commission will choose from the following dates to participate: November 28-December 2, 2022. Xanie Gann, Parks and Recreation Manager, presented a summary of this item and requested the Commissioners discuss potential dates they would be able to attend and assist the Blue Star Mothers' Stocking Stuffers Event. A brief discussion ensued among the Commissioners regarding potential dates and participation in the event. (Motion) Member Mallory Rich introduced a motion to approve Wednesday, November 30, 2022, and Thursday, December 1, 2022, as dates for the Blue Ribbon Commission to participate in the Blue Star Mothers' Stocking Stuffers Event. Note: There was a typo in the printed agenda for this item. The text, “June” should be stricken from the written Subject of this item. (Motion) Member Carrie Cox introduced a motion to approve cancelling the Blue Ribbon Commission Meeting scheduled for December 21, 2022. Chair Wolf declared the motion carried. 7 STAFF REPORT PARKS AND RECREATION Xanie Gann, Recreation Services Manager, will give an update on upcoming events with the Blue Ribbon Commission. Xanie Gann, Recreation Services Manager, updated the Commissioners on the following City of Henderson happenings:  Parks and Recreation Department’s ongoing part-time staffing recruitment efforts  Winterfest 2022  The end of Debra March’s tenure as the Mayor of City of Henderson  The new Mayor and Councilmember swearing in and Oath of Office ceremony at the January 3, 2023, City Council Meeting. Ms. Gann encouraged the Commissioners to attend the January 3, 2023, Council meeting if they are able. Blue Ribbon Commission Meeting Page 6 of 6 Wednesday, November 16, 2022 – Minutes VI. CHAIRMAN\MEMBER COMMENTS Member Skylar Stephan stated after speaking with her school’s principal, an issue her administration is very concerned about is the amount of grant funding they lost post-COVID-19 and the impact that has on their Dual Enrollment program. She said that was the most pressing issue her principal communicated to her regarding potential assistance from the City. Member Shane Zeller congratulated Member Carrie Cox on her Henderson City Council campaign victory. Following the inquiry of Member Luke Adamo regarding the status of the Leadership Day event the Commission normally hosts, Xanie Gann, Recreation Services Manager, said due to difficulties securing event locations and logistics, staff has been considering possible alternatives the Commissioners may be able to participate instead of the typical past Leadership Day events. She said staff will put an item on the January agenda for the Commission to further discuss the matter. VII. SET NEXT MEETING The next meeting was set for Wednesday, January 18, 2023, at 4:00 p.m. VIII. PUBLIC COMMENT Tara Phebus, Education Initiatives Officer, distributed information to the Commissioners and discussed the City’s partnership in the AmeriCorps program at local City Safekey sites. She said you must be 18-years of age or older to apply and encouraged the Commissioners to contact her if they, or anyone they know, are interested in participating in the program. IX.
