CITY OF HENDERSON BUILDING AND FIRE SAFETY BOARD OF APPEALS MINUTES September 9, 2014 I. Call to Order Chairman Ed Bless called the City of Henderson Building and Fire Safety Board of Appeals meeting to order at 2:05 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. Confirmation of Posting and Roll Call Ashley Buckenberger, Administrative Assistant I, confirmed the agenda was posted three working days prior to the meeting in accordance with the Open Meeting Law by posting on the four Official Bulletin Boards within the City Limits of the City of Henderson. Acceptance of Agenda (Motion) Mr. Pasquinelli introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Bless declared the motion carried. IV. Public Comment There were no comments presented by the public. V. New Business 1. Approval of the Minutes – April 22, 2014 (Motion) Mr. Prock introduced a motion to approve the minutes of April 22, 2014, as presented. The vote favoring approval was unanimous. Chairman Bless declared the motion carried. 2. Elections – Chairman and Vice Chairman (Motion) Mr. Vaughn introduced a motion to retain Mr. Bless as Chairman of the City of Henderson Building and Fire Safety Board of Appeals. The vote favoring approval was unanimous. Chairman Bless declared the motion carried. (Motion) Mr. Prock introduced a motion to retain Mr. Pasquinelli as Vice Chairman of the City of Henderson Building and Fire Safety Board of Appeals. The vote favoring approval was unanimous. Chairman Bless declared the motion carried. 3. Building and Fire Safety Update Mo Jadid, City Building Official, gave the Building and Fire Safety update and reported on the following:  Workload levels are higher than the previous year with revenues at $11.2 million and 11,295 permits.  Implementation of the KIVA replacement system is ongoing and it is scheduled to be online in October of 2015.  Some staff has been brought back on in the area of Inspections and Administration. He noted that Developmental Services Center staff has increased as well.  The new code adoption was effective July 1 and valley-wide training has been done for staff and the industry. It was noted that the next code adoption will be in 2018. Building & Fire Safety Board of Appeals Page 3 September 9, 2014 – DRAFT Minutes Responding to a question by Chairman Bless regarding if the new code is being supported by the Federal Government, Mr. Jadid said yes, and they are providing funding, training, and supplies to help jurisdictions move in that direction. 4. Question and Anser Session Regarding Property Maintenance Code Training Materials Jeanine Abramo, Sr. Code Enforcement Officer, distributed Code Enforcement Training for the Board of Appeals. Areas of discussion included: History, Staffing and Assignment Areas, Purpose of the Property Maintenance Code, Sections of the PMC, General Property Maintenance Standards, Most Common Violations, Non-Residential Building and Structures Maintenance, Residential Building and Structures Maintenance Standards, Key Points, Enforcement Provisions, CE Philosophy, CE Remedies, Property Clean-Up Assistance Program, Definitions, Registry Requirements, Inspection and Maintenance Requirements, Maintenance Expectations, Appeals, Continuances, Discovery, Roles of the Parties, Board Powers, Board Decision, and CE Drive Along. A discussion ensued regarding dead landscaping being removed and the appeals process. A sample case was distributed to the Board and the case was briefly discussed. VI. Public Comment There were no comments presented by the public. VII. Chairman/Member Comments There were no comments presented by the Chairman or Members. VIII. Set Next Meeting The next regular meeting of the Building and Fire Safety Board of Appeals was set for April 2014, at 2:00 p.m., in the Council Chambers Conference Room of City Hall, 240 Water Street, Henderson, Nevada, 89015. Board members will email staff with their available dates. IX.
