CITY OF HENDERSON COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM ADVISORY COMMITTEE REGULAR MEETING MINUTES Wednesday, October 31, 2018 I. CALL TO ORDER Chairman David Beason called the Community Development Block Grant Program Advisory Committee meeting to order at 9:12 a.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. Mr. Beason welcomed new member Brian Maddox to the committee. II. CONFIRMATION OF POSTING AND ROLL CALL Nanci Waters, confirmed the Community Development Block Grant Program Advisory Committee meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Ms. Meese introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Beason declared the motion carried. V. UNFINISHED BUSINESS UB-1 REVIEW UPDATES TO THE HENDERSON MUNICIPAL CODE Continued from the July 19, 2018, meeting. Staff will provide an overview of updated sections of the Henderson Municipal Code (HMC) Chapter 2.50 pertaining to Boards and Commissions. Lisa Corrado, Assistant Director of Community Development and Services, presented a summary of this item, and reviewed updated sections to the Henderson Municipal Code. UB-2 AMENDED BYLAWS Continued from the July 19, 2018, meeting. Staff will present proposed updates and revisions to the Committee's Bylaws for consistency with the City's community development goals, HUD regulations, and the Henderson Municipal Code. Lisa Corrado, Assistant Director of Community Development and Services, noted an addition to the bylaws that staff will prepare an annual work plan and schedule. (Motion) Mr. Maddox introduced a motion recommending approval of the Bylaws, as amended. The vote favoring approval was unanimous. Chairman Beason declared the motion carried. Responding to a question regarding member terms, Stacey Youngblood, Housing Specialist II, explained that the term will coincide with the Councilmember who appointed the member. NEW BUSINESS NB-3 MINUTES CDBG PROGRAM ADVISORY COMMITTEE JULY 19, 2018 CDBG Program Advisory Committee Meeting Minutes of July 19, 2018. (Motion) Ms. McMullen introduced a motion to adopt the minutes of July 19, 2018, as presented. The vote favoring approval was unanimous, with the exception of an abstention by Mr. Maddox. Chairman Beason declared the motion carried. NB-4 SUBRECIPIENT PROGRESS UPDATE AND HIGHLIGHTS FROM TOUR Staff will present the 2017-2018 program outcomes and present highlights from the CDBG tour of subrecipients conducted on July 31, 2018. Stacey Youngblood, Housing Specialist II, presented a summary of this item, and reviewed slides of the following subrecipients: HopeLink of Southern Nevada, Club Christ Ministries, Rebuilding Together, and Giving Life Ministries. There was a consensus that the tour was very beneficial. It was noted that committee members can visit any organization. Staff can be contacted to schedule an appointment, or members are welcome to go on their own. NB-5 2019-2020 APPLICATIONS AND PRELIMINARY RANKING Staff will share the 2019-2020 CDBG applications and preliminary ranking as well as discuss the selection process. Stacey Youngblood, Housing Specialist II, presented a summary of this item, and explained that the selection process is geared toward data driven outcomes and measures. She reviewed the Subrecipient Program Update for 2017-2018 Fiscal Year and the applications for 2019-2020. She reported that staff reviewed all applications, and conducted a preliminary ranking based on CDBG regulations, HUD standards, and requirements of the Consolidated Plan. She reviewed the ranking process, and noted that staff held a workshop to help organizations understand the application process. Committee members expressed concern as to why there are so few applications this year. Ms. Youngblood responded that staff was also surprised by the lower number of applications, and will reach out to organizations that normally apply to find out why they did not apply this year. CDBG Program Advisory Committee Page 4 of 5 Wednesday, October 31, 2018 – Minutes Ms. Corrado explained that capital improvement applications will no longer be ranked by the committee. City departments that utilize these funds will work together to prioritize implementation projects, rather than compete against each other for funding. A concern was expressed that changing this process impacts the value of the committee to not make decisions on capital improvement projects. Ms. Corrado commented that staff could present staff’s recommendations for capital improvement projects to the CDBG at the next meeting. A discussion ensued regarding transitioning and new processes. Staff wants to keep the committee members engaged by helping to develop strategies and priorities on the Five-Year Consolidated Plan, and participate as stakeholders on various projects. Regarding a breakdown of the funding allocation, Ms. Youngblood said 15 percent of the full amount will go towards public services, which staff estimates to be $150,000.00. There are a few non-voting items for staff salaries and administrative costs. The majority of the funding goes to capital improvement projects, which is approximately $350,000.00 to $400,000.00. NB-6 PROJECT UPDATES AND CDBG 2019-2020 SCHEDULE Staff will share an overview of upcoming projects and opportunities for Committee participation. Lisa Corrado, Assistant Director of Community Development, reviewed the following slides: Henderson Housing Strategy, Scope of Work, Consolidated Plan, and Scope of Work. She noted the Comprehensive Plan addresses workforce housing, and the City is trying to balance this with more affordable housing. Mr. Beason, Mr. Thompson, and Ms. Meese have agreed to be on the stakeholder group for the Housing Strategy project. The kick-off meeting is November 14, 2018, at 1:30 p.m. VII. CHAIRMAN\MEMBER COMMENTS Mr. Maddox introduced himself, provided a brief work history, and noted he is excited to be part of this committee. VIII.
