CITIZENS' ADVISORY COMMITTEE MINUTES September 9, 2015 I. CALL TO ORDER Chairman Tom Piechota called the meeting to order at 5:35 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Daniel Fazekas, Planner II, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Emergency Services Facility, Green Valley Police Substation, and Fire Station No. 96. PUBLIC COMMENT Citizens’ Advisory Committee Meeting Page 2 of 5 Wednesday, September 9, 2015 - Agenda Chairman Piechota introduced Devon Sansone to the Committee. All members briefly introduced themselves. V ACCEPTANCE OF AGENDA (Motion) Mr. Frommer introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Piechota declared the motion carried. V. NEW BUSINESS 1 CITIZENS' ADVISORY COMMITTEE MEETING MINUTES FOR JUNE 10, 2015 Adoption of the minutes for the June 10, 2015, Citizens’ Advisory Committee meeting. (Motion) Ms. Petruso introduced a motion to accept and adopt the June 10, 2015, minutes as presented. The vote favoring approval was unanimous. Chairman Piechota declared the motion carried. 2 RECYCLING OUTREACH AND EDUCATION PROGRAM UPDATE Informational Only Desert Research Institute (DRI) staff will provide an update to the Green Power’s Green Box program. The City of Henderson has sponsored the “Waste Warriors” Green Box for the Henderson schools 2015 - 2016 school year. The CAC recommended using Republic Services’ annual Incentive Reward on the Green Box program. Craig Rosen, Desert Research Institute, gave a PowerPoint presentation on Green Power’s Green Box program. Areas discussed on DRI’s Research Structure, Bringing Global Recognition to Nevada, DRI’s Connection to Pre-K through 12 Nevada, Teacher Trainings and Workshops, School Site Support, Green Box Program, Green Box contents, and Waste Warriors Green Box. Mr. Rosen thanked the Committee for their support of the Green Box program. Chairman Piechota asked what are the most requested boxes? Mr. Rosen said they are all checked out all the time. He noted that the waste, water, energy, and soil are popular. Citizens’ Advisory Committee Meeting Page 3 of 5 Wednesday, September 9, 2015 - Agenda Mr. Rosen stated there are 75 boxes available and they stay with the teacher approximately six to seven weeks. He added that one box will go to five different classrooms in one year. Responding to a question regarding if the boxes go mostly to elementary schools, Mr. Rosen said they go to secondary as well. The boxes are adapted to meet their curriculum. Mr. Frommer asked how each box concept is created? Mr. Rosen said it happens organically, mostly based on funding and then once a sponsor is found, then the topic is found. They are aligned to the standards required by the state. 3 AMENDMENT TO CITIZENS' ADVISORY COMMITTEE BYLAWS Approve Amendment to the Citizens' Advisory Committee Bylaws Article V: Meetings and Meeting Requirements; Section A. Chairman Piechota explained what the changes to the bylaws entail. He stated the change is necessary to adjust the frequency of the meetings from monthly to as deemed necessary. Brian Reeve, Assistant City Attorney II, noted that the motion should be to refer it to the next meeting (in December) and the amendment will be voted on at that meeting. (Motion) Mr. Frommer introduced a motion to refer the item to the next meeting to be voted on at that time. The vote favoring approval was unanimous. Chairman Piechota declared the motion carried. 4 ENERGY EFFICIENCY OUTREACH UPDATE – SURE BET PROGRAM RECOMMENDATION Informational Only Staff will provide an update from the Energy Efficiency Work Group regarding the status of the two pilot projects (St. Thomas More and Boys and Girls Club). The Energy Efficiency Work Group explores partnerships to promote rebate programs and improve overall outreach efforts. The work group has been working with NV Energy in promoting their Sure Bet Program. Danny Fazekas, Planner II, gave an update on the Sure Bet Citizens’ Advisory Committee Meeting Page 4 of 5 Wednesday, September 9, 2015 - Agenda program at St. Thomas More and the Boys and Girls Club. He noted that St. Thomas More received their $7,500 check last week and they thanked the city for working with them. The Boys and Girls Club received a second assessment and additional potential projects were identified. He noted that management turnover has caused delays and at this time, they are no longer going to participate in the Sure Bet program due to the time commitment. The City will check back in with them in a month to see if they are interested in resuming the program. Mr. Fazekas said the program will be ending as it has run out of money. It may restart at the beginning of 2016. Responding to a question by Mr. Frommer regarding the program, Mr. Fazekas said St. Thomas More did not realize that it took eight weeks to get their rebate. Mr. Fazekas commented that working with the subcontractors is challenging and that both non-profits had concerns about the process. VI. CHAIRMAN\MEMBER COMMENTS Chairman Piechota said he will be at the Comprehensive Plan Subcommittee for Environmental Planning. Ms. Markarian said Republic Services will be presenting a check to DRI at the next City Council meeting for the Green Box Program. She invited the members to attend to see the presentation of the giant check. Ms. Markarian noted that the Comprehensive Plan Update will begin their outreach in October and November. If anyone is interested in getting more information, please let her know. Mr. Fazekas informed the Committee about the Metroquest survey that will be going out in the next few weeks. He said members are encouraged to participate. Chairman Piechota said Councilwoman Debra March is being nominated for the Planning Advocate Award through UNLV. He also congratulated Trish Nash for being elected to the Chamber board. Mr. Pullen noted that he is working with the Young Entrepreneurs Alliance. He said the kickoff will take place Sept. 24, 2015. He Citizens’ Advisory Committee Meeting Page 5 of 5 Wednesday, September 9, 2015 - Agenda said high school students will go through a 12-module training program, will create their own business, and will compete internationally. He said he has flyers if anyone is interested in taking some to distribute. VII. PUBLIC COMMENT There were no comments presented by the public. VIII.
