REGULAR MEETING MINUTES
December 9, 2015
I. CALL TO ORDER
Chairman Tom Piechota called the meeting to order at 5:38 p.m., in the
Council Chambers Conference Room, 240 Water Street, Henderson,
Nevada.
Daniel Fazekas, Planner II, confirmed the Citizens’ Advisory Committee had
been noticed in compliance with the Open Meeting Law by posting the Agenda
three working days prior to the meeting at City Hall, the Multigenerational
Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada
Public Notice Website, the City of Henderson Website, and by mailing a copy of
the Agenda to everyone appearing thereon on the Agenda Master Mailing List.

III. ACCEPTANCE OF AGENDA (For Possible Action)
(Motion) Mr. Jacobson introduced a motion to accept the agenda as
presented. The vote favoring approval was unanimous.
Chairman Piechota declared the motion carried.
IV. NEW BUSINESS
1 CITIZENS ADVISORY COMMITTEE MEETING MINUTES FOR
SEPTEMBER 9, 2015
Adoption of the minutes for the September 9, 2015, Citizens Advisory
Committee meeting.
(Motion) Mr. Jacobson introduced a motion to adopt the
September 9, 2015, minutes as presented. The vote favoring
approval was unanimous. Chairman Piechota declared the motion
carried.
2 AMENDMENT TO CITIZENS’ ADVISORY COMMITTEE BY-LAWS
Approve Amendment to the Citizens' Advisory Committee By-Laws Article V:
Meetings and Meeting Requirements; Section A.
Chairman Piechota stated that the proposed change in the bylaws would adjust
the frequency of the meetings from monthly to when deemed necessary.
(Motion) Mr. Ishman introduced a motion to approve the amended bylaws
as amended. The vote favoring approval was unanimous.
Chairman Piechota declared the motion carried.
3 STAR COMMUNITIES PROGRAM UPDATE
Staff will provide an update on the STAR Communities program. The STAR
Community Rating System is the nation’s first framework and certification
program for local sustainability. Cities and counties use STAR to measure their
progress across social, economic and environmental performance areas.
Daniel Fazekas, Planner II, gave a PowerPoint presentation on STAR
Communities. STAR stands for Sustainability Tools for Assessing and Rating
Communities. He reported that the in 2014, the CAC tasked staff to look into
programs like this that are available for Henderson to measure itself in the world
of sustainability. Mr. Fazekas reviewed STAR goals and noted there are also
objectives, outcomes, and actions.

Mr. Fazekas reported on the great collaboration efforts with the City of
Las Vegas and internal City departments on the Green Team. He noted that
the City of Henderson submitted its application on November 25, 2015. Staff
will report what ranking the City receives at the next meeting.
It was suggested that educating this program to the public would benefit
marketing efforts to attract businesses and improve economic development.
Mr. Fazekas stated that there is a component in Henderson Strong to promote
economic development. Staff also believes the State of the City Address would
be a good opportunity to promote this program.
Responding to a question regarding whether the City of Henderson has plans to
install solar panels on any City facilities like the City of Las Vegas, Mr. Fazekas
noted that he is not aware of any solar plans, but staff will check with
Mark Hobaica, City Architect.
4 METROQUEST PROGRAM UPDATE

Staff will provide an update on the MetroQuest Survey being conducted for the
Henderson Strong Comprehensive Plan Update. The City of Henderson
recently kicked-off the Henderson Strong Comprehensive Plan Update. When
completed, Henderson Strong will be a city-wide planning document that
communicates the vision, long-term goals and objectives that guide the
physical development and orderly management of growth of the City for the next
20 years. The process focuses heavily on community engagement and rolled
out a community-wide MetroQuest survey, available Oct. through Dec. 2015 on
HendersonStrong.org, to gather input on community priorities.
Daniel Fazekas, Planner II, displayed the Metroquest Survey online and
encouraged members to take the survey. He noted that schools and education
is showing to be the top priority in surveys that have been completed.
Brittany Markarian, Sr. Public Engagement Specialist, provided a brief
explanation of Henderson Strong, and commented that the second round of
outreach efforts will begin in 2016.
V. CHAIRMAN\MEMBER COMMENTS
Huston Pullen announced that he is resigning as a CAC board member
because he has accepted a part-time position with the City of Henderson. This
will be his last meeting.

Chairman Piechota mentioned that several CAC members are participating in
subcommittees.
VI. PUBLIC COMMENT
No comments were presented by the public.
VII. ADJOURNMENT
There being no further business to be discussed, Chairman Piechota
adjourned the meeting at 6:26 p.m.
