REGULAR MEETING MINUTES
Thursday, July 18, 2019
I. CALL TO ORDER
Eric Hawkins, City Traffic Engineer, called the Citizens Traffic Advisory Board
meeting to order at 6:01 p.m. in the Council Chambers Conference Room,
240 Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Alainore Stallard, Administrative Assistant III, confirmed the Citizens Traffic
Advisory Board meeting had been posted in compliance with the Nevada Open
Meeting Law by posting the Agenda three working days prior to the meeting at
City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center,
Fire Station No. 86, the Nevada Public Notice Website, and the
City of Henderson Website, and by electronically mailing a copy of the Agenda
to everyone appearing thereon the Agenda Master Electronic Mailing List.

of the Board that Nathan Goldberg serve as Acting Chairman for this
meeting.

There were no public comments presented.
IV. ACCEPTANCE OF AGENDA
(Motion)
Ms. Fabian introduced a motion to accept the agenda, as presented. The vote
favoring approval was unanimous. Acting Chairman Goldberg declared the
motion carried.

Citizens Traffic Advisory Board Meeting minutes of April 18, 2019.
(Motion)
Ms. Campbell introduced a motion to adopt the Citizens Traffic Advisory Board
Meeting minutes of April 18, 2019, as presented. The vote favoring approval
was unanimous. Acting Chairman Goldberg declared the motion carried.
NB-2 INTRODUCTION OF NEW BOARD MEMBERS
PUBLIC WORKS
The City Traffic Engineer will introduce the new Board members to the Board.
The Board members introduced themselves and welcomed the newly appointed
members.
Mr. Gallagher noted he would like to be called Pat.
Note: Mr. Horlacher arrived at the meeting during this item and assumed the
Chairman duties.

NB-3 TRAFFIC CALMING POLICY
PUBLIC WORKS
The City Traffic Engineer will present the updated City of Henderson Traffic
Calming Policy.
Eric Hawkins, City Traffic Engineer, gave a PowerPoint presentation titled
Traffic Calming Policy 2019, which reviewed various strategies in traffic calming
and how the City addresses traffic concerns.

NB-4 CITY TRAFFIC ENGINEER'S REPORT
PUBLIC WORKS
The City Traffic Engineer will update the Board Members on activity in the
Traffic Services Section.
Eric Hawkins, City Traffic Engineer, stated the PowerPoint presented in NB-3
may be reviewed for traffic updates related to this item.

NB-5 ELECTION OF CHAIRPERSON
PUBLIC WORKS
Board members will elect a Chairman from the current members.
At the request of Mr. Gallagher, Wade Gochnour, Assistant City Attorney III,
provided an overview of the Chairman’s responsibilities.
(Motion)
Chairman Horlacher introduced a motion to elect Nathan Goldberg as
Chairman. The vote favoring approval was unanimous. Chairman Horlacher
declared the motion carried.

NB-6 ELECTION OF VICE-CHAIR
PUBLIC WORKS
Board Members will elect a Vice Chairman from the current members.
(Motion)
Chairman Horlacher introduced a motion to elect Mr. Gallagher as
Vice Chairman. The vote favoring approval was unanimous.
Chairman Horlacher declared the motion carried.
VI. CHAIRMAN\MEMBER COMMENTS
There were no Chairman\Member comments presented.
VII. SET NEXT MEETING
The next meeting was set for Thursday, October 17, 2019.
VIII. PUBLIC COMMENT
There were no public comments presented.
IX. ADJOURNMENT
There being no further business to be discussed, Chairman Horlacher
adjourned the meeting at 6:30 p.m.

NOTICE
Notice to persons with special needs: For those requiring special assistance or

The Chairman reserves the right to hear agenda items out of order, combine two or more

Public comment will be taken at the designated Public Comment periods. Individuals will be
limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes
at the discretion of the Chairman. The Chairman reserves the right to curtail abusive,
offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the
orderly conduct of the meeting. In addition, any person willfully disrupting the meeting may
be removed from the room by the presiding officer. See NRS 241.030(4)(a). Examples of
disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause,
heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening
use of physical force, assault, battery, or any other acts intended to impede the meeting or
infringe on the rights of the board and/or committee members, City staff, or meeting
participants.
