CITY OF HENDERSON CITIZENS TRAFFIC ADVISORY BOARD REGULAR MEETING MINUTES THURSDAY, OCTOBER 21, 2021 I. CALL TO ORDER Chair Pat Gallagher called the Citizens Traffic Advisory Board meeting to order at 6:02 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Alainore Stallard, Administrative Assistant III, confirmed the Citizens Traffic Advisory Board meeting had been posted in compliance with the Nevada Open Meeting Law by posting the agenda three working days prior to the meeting and by electronically mailing a copy of the Agenda to everyone appearing thereon the Agenda Master Electronic Mailing List. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Mr. Goldberg introduced a motion to accept the agenda, as presented. The roll call vote favoring passage was: Those voting aye: Emily Campbell, Pat Gallagher, Jordan Godorov, Nathan Goldberg, and Kondala Rao Mantri. Those voting nay: None. Those absent: Karen Fabian and Wayne Horlacher. Those abstaining: None. Chair Gallagher declared the motion carried. V. UNFINISHED BUSINESS 1 SPEED HUMPS AT MASTER SERIES AT THE LEGACY PUBLIC WORKS Board members will review HFD response time analysis and continue discussion of speed humps installed without City approval on private roadways at Master Series at the Legacy Community to determine if speed humps should be allowed to remain. Ted Edgerton, Lochsa Engineering, reviewed alternative traffic calming measures approved by City code and outlined why he believes they do not work as well as speed humps in the Master Series at the Legacy Community. He stated he verified with City staff that the speed humps do not interfere with street drainage. Craig Erickson, Master Series Homeowners’ Association, detailed why he believes this situation meets the thresholds established by City policy to warrant the installment of speed humps, other locations in Henderson with similarly installed speed humps, the expenses associated with installing the speed humps, and an estimate for what it would cost to remove them. Shawn White, Fire Chief, thanked the residents for their interest in safety and for attending the meeting to share their concern. He stated he understands both sides of the issue; however, in all the calls that public safety personal respond to, time is one of the main factors they battle, and even a one-minute delay can have life and death implications. Chief White said he recognizes there are other safety concerns in the area such as pedestrian safety and vehicle speed, so there are multiple risk factors to consider that may make a compromise feasible. Citizens Traffic Advisory Board Page 3 of 5 Thursday, October 21, 2021 - Minutes Richard Hayden, 89074; Kathleen Nash, 89074; and Jerry Dusa, 89074, stated they believe the speed humps are necessary in their community due the following reasons:  Fear for children’s safety while playing in the street  Golf cart crossing over in the area  Other neighborhoods in the city have similar speed humps installed  Members of the public who are not residents of the neighborhood that speed when entering and exiting the community A lengthy discussion ensued regarding the possibility of cutting grooves wide enough for fire engine tires to pass through into the speed humps currently installed in the community and other viable alternatives. Lynn Nielson, Manager of Plans Examining Services, said the City Fire Code grants the Fire Chief the authority to approve or deny traffic calming devices; however, his ruling can be appealed to the City Council. Additionally, he clarified that the minimum speed limit for public streets not in a school zone in Henderson is 25 mph and the posted speed limit on the private roads within this community is 20 mph. Responding to a question by Mr. Dusa regarding why other neighborhoods in Henderson are allowed to have speed humps, Chief White stated City staff has accepted requests for speed humps throughout the city for different reasons; however, City staff works with the residents to determine the best locations to place the speed humps to reduce speed but not significantly impede emergency vehicles. Mr. Nielson stated condominiums and school district properties are exempt because they are considered commercial and commercial subdivision properties. It was the consensus of the Board to allow the representatives from the Master Series at the Legacy community and City staff to meet again to further discuss alternatives to removing or allowing the current installed speed humps to remain. (Motion) Mr. Goldberg introduced a motion to continue this item to the Citizens Traffic Advisory Board meeting of January 20, 2022, for the representatives of the Master Series at the Legacy and City staff to work together to explore a possible compromise. The roll call vote favoring a continuance was: Those voting aye: Emily Campbell, Karen Fabian, Pat Gallagher, Jordan Godorov, Nathan Goldberg, and Kondala Rao Mantri. Those voting nay: None. NEW BUSINESS 2 MINUTES PUBLIC WORKS Minutes of the Citizens Traffic Advisory Board Meeting of July 15, 2021. (Motion) Mr. Goldberg introduced a motion to adopt the minutes of the Citizens Traffic Advisory Board Meeting of July 15, 2021, as presented. The roll call vote favoring passage was: Those voting aye: Emily Campbell, Karen Fabian, Pat Gallagher, Jordan Godorov, Nathan Goldberg, and Kondala Rao Mantri. Those voting nay: None. Those absent: Wayne Horlacher. Those abstaining: None. Chair Gallagher declared the motion carried. 3 CITY TRAFFIC ENGINEERS REPORT PUBLIC WORKS The City Traffic Engineer will update the Board members on activity in the Traffic Services Section. Eric Hawkins, City Traffic Engineer, presented a summary of the following recent traffic issues and concerns in Henderson:  Traffic buildup at the Pinecrest Academy Cadence site  Newly constructed traffic signals at Horizon Ridge and Roma Hills, and planned traffic signals at Volunteer Boulevard and Bermuda Road; and Volunteer Boulevard and Gilespie Street.  Newly constructed roundabouts at Galleria Drive and Water Street, and Galleria Drive and Pabco Road  Diesel truck parking issues around the Kroger, FedEx, and Amazon facilities located in West Henderson Following an inquiry by Chair Goldberg regarding why City roundabouts have tall landscaping shrubs in the middle of the roundabouts instead of keeping it clear, Mr. Hawkins stated they are purposefully designed that way to keep the vison and attention of drivers entering the roundabout focused on the traffic moving towards them from their left. Responding to a question by Mr. Rao Mantri regarding whether the City has “No Parking” signage posted to prevent the trucks from parking, Mr. Hawkins said there is signage posted along Dale Avenue; however, the diesel trucks often knock the signs down. A discussion ensued regarding parking and traffic issues in West Henderson. Citizens Traffic Advisory Board Page 5 of 5 Thursday, October 21, 2021 - Minutes VII.
