CITY OF HENDERSON CITIZENS TRAFFIC ADVISORY BOARD REGULAR MEETING MINUTES THURSDAY, JULY 21, 2022 I. CALL TO ORDER Chair Pat Gallagher called the Citizens Traffic Advisory Board meeting to order at 6:01 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Alainore Stallard, Administrative Assistant III, confirmed the Citizens Traffic Advisory Board meeting had been posted in compliance with the Nevada Open Meeting Law. PRESENT: Chair Pat Gallagher Emily Campbell Jordan Godorov Nathan Goldberg Kondala Rao Mantri Jay Norris ABSENT: Wayne Horlacher STAFF: Wade Gochnour, Assistant City Attorney III Eric Hawkins, City Traffic Engineer Christina Richter, Project Engineer II Mark Sandusky, Senior Fire Plans Examiner-Engineering Emphasis Janet Sandifer, Deputy City Clerk Alainore Stallard, Administrative Assistant III Eric Hawkins, City Traffic Engineer, introduced and welcomed Jay Norris as the newest member of the Citizens Traffic Advisory Board. III. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Godorov introduced a motion to accept the agenda, as presented. NEW BUSINESS 1 MINUTES JANUARY 20, 2022 PUBLIC WORKS Minutes of the Citizens Traffic Advisory Board Meeting of January 20, 2022. (Motion) Ms. Campbell introduced a motion to adopt the minutes of the Citizens Traffic Advisory Board Meeting of January 20, 2022, as presented. The vote favoring approval was unanimous. Chair Gallagher declared the motion carried. 2 SPEEDING CONCERNS ON CONESTOGA WAY AND DAWSON AVENUE PUBLIC WORKS Board Members will review speed data collected by Henderson Police Department on Conestoga Way and Dawson Avenue and discuss future possible actions in the area. Mark Sandusky, Senior Fire Plans Examiner-Engineering Emphasis, stated the Henderson Police Department received a request by a City Councilmember to address the speeding concerns on Conestoga Way and Dawson Avenue, which, he said, gives precedence to the issue. Mr. Sandusky said based on the findings of the speed study, which was conducted in February of this year, there is some speeding; however, it is not significant and there have been no serious accidents in that area in the past ten years. Eric Hawkins, City Traffic Engineer, presented a PowerPoint presentation, titled Conestoga Speed Study, which highlighted the Neighborhood Concern, Speeding, Crash History, and Potential Installations, which include speed humps, driver feedback signs, and other signs. A discussion ensued regarding the benefits and drawbacks of the various future possible actions that would best address the speeding concerns on Conestoga Way and Dawson Avenue, including paint striping to indicate the narrowing of the streets or raising the speed limit. Citizens Traffic Advisory Board Meeting Page 3 of 4 Thursday, July 21, 2022 – Minutes Mr. Hawkins stated no one from the Homeowners Associated was present at the meeting; however, he would like to ascertain their feedback regarding what measures they feel would best fit the area, especially prior to raising the speed limit. Mr. Hawkins stated staff recommends either permanent or temporary driver feedback signs. Mr. Mantri made a recommendation regarding the placement of two driver feedback signs to make drivers aware of the posted speed limit. Responding to an inquiry from Mr. Hawkins regarding which option would be best suited for the area, Chair Gallagher and Mr. Mantri recommended the driver feedback signs. A brief discussion ensued regarding the types of equipment that is used by the Henderson Police Department to collect the driver’s speeding data. 3 CITY TRAFFIC ENGINEER'S REPORT PUBLIC WORKS The City Traffic Engineer will update the Board Members on activity in the Traffic Services Section. Eric Hawkins, City Traffic Engineer, presented a PowerPoint presentation, titled City Traffic Engineer’s Report, which detailed the following issues and concerns:  Traffic concerns at the Henderson Silver Knights Event Center related to parking, noise, and congestion before and after events, typically hockey events. Mr. Hawkins discussed the traffic solutions and accommodating the other on-site traffic from the Henderson police station, Paseo Verde Library, and the Henderson Multigenerational Center in the area as well.  The city will implement Rectangular Rapid Flashing Beacons (RRFBs) with two-stage crossing for all existing and future multi-lane roundabouts. Mr. Hawkins stated a before-and-after study will be conducted to determine compliance and vehicle and pedestrian delays. Responding to an inquiry from Mr. Norris regarding a timeline for the RRFBs, Mr. Hawkins said staff has begun the design process and said it may take approximately one year for them to be installed.
