CITY OF HENDERSON CITIZENS TRAFFIC ADVISORY BOARD MEETING MINUTES Thursday, October 19, 2023 I. CALL TO ORDER Chair Nathan Goldberg called the Citizens Traffic Advisory Board meeting to order at 6:01 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Alexis Solorzano, Administrative Assistant I, confirmed the Citizens Traffic Advisory Board meeting had been posted in compliance with the Nevada Open Meeting Law. PRESENT: Chair Nathan Goldberg Paul Backofen Emily Campbell Pat Gallagher Jordan Godorov Jay Norris ABSENT: Kondala Rao Mantri (excused) STAFF: Wade Gochnour, Assistant City Attorney III Christina Richter, Project Engineer II Janet Sandifer, Deputy City Clerk Alexis Solorzano, Administrative Assistant I III. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Member Pat Gallagher introduced a motion to accept the agenda, as presented. NEW BUSINESS 1 MINUTES CITIZENS TRAFFIC ADVISORY BOARD JANUARY 19, 2023 PUBLIC WORKS DEPARTMENT Minutes of the Citizens Traffic Advisory Board Meeting of January 19, 2023. (Motion) Member Jordan Godorov introduced a motion to adopt the minutes of the January 19, 2023, as presented. The vote favoring approval was unanimous. Chair Nathan Goldberg declared the motion carried. 2 INTERSECTION OF BICENTENNIAL PARKWAY AND VIA CONTESSA PUBLIC WORKS DEPARTMENT Board Members will discuss construction of a channelized median to prohibit the northbound to westbound left turn movement and the post-installation conditions of Bicentennial Parkway and Via Contessa. Christina Richter, Project Engineer II, provided a presentation, titled Interstate Improvements – Via Contessa at Bicentennial Pkwy, and highlighted the information contained on the following slides:  Citizen Concerns  Data Collection and Observations  Gap Study and Additional Gap Study Information  Related Concerns in the Area  Recommendations  Potential Unintended Consequences Chair Nathan Goldberg stated this agenda item is for information and discussion only and confirmed with Ms. Richter it would be presented on a future agenda for further review. Citizens Traffic Advisory Board Meeting Page 3 of 4 Thursday, October 19, 2023 – Minutes 3 ELECTION OF CHAIRPERSON PUBLIC WORKS DEPARTMENT Board Members will elect a Chairperson of the Citizens Traffic Advisory Board. Chair Nathan Goldberg opened the floor for nominations for the Office of Chair of the Citizens Traffic Advisory Board. Member Jay Norris stated Chair Goldberg is doing a great job in this capacity. Chair Goldberg said he would be happy to continue serving as the Chair. There being no additional nominations, Chair Goldberg declared the Chair nominations closed. (Motion) Member Paul Backofen introduced a motion to elect Chair Nathan Goldberg for the Office of Chair of the Citizens Traffic Advisory Board. The vote favoring approval was unanimous. Chair Nathan Goldberg declared the motion carried. 4 ELECTION OF VICE-CHAIR PUBLIC WORKS DEPARTMENT Board Members will elect a Vice-Chairperson of the Citizens Traffic Advisory Board. Vice Chair Pat Gallagher stated he will remain on the Citizens Traffic Advisory Board; however, he will not be available to serve in a Chair or Vice Chair capacity at this time. Chair Nathan Goldberg opened the floor for nominations for the Office of Chair of the Citizens Traffic Advisory Board. Chair Goldberg inquired if Member Paul Backofen would be willing to serve as the Vice Chair, and he accepted the nomination. There being no additional nominations, Chair Goldberg declared the Vice Chair nominations closed. (Motion) Member Jay Norris introduced a motion to elect Member Paul Backofen for the Office of Vice Chair of the Citizens Traffic Advisory Board. The vote favoring approval was unanimous. CHAIRMAN\MEMBER COMMENTS Responding to the inquiry from Member Pat Gallagher regarding the timeframe for the construction along Horizon Ridge to be completed, Christina Richter, Project Engineer II, stated she could email that information to the Board members next week. Members Jordan Godorov and Paul Backofen inquired about their Oaths of Office. VII. SET NEXT MEETING The next meeting was set for Thursday, January 18, 2024, at 6:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
