I. CALL TO ORDER
Chair Nathan Goldberg called the Citizens Traffic Advisory Board meeting to
order at 6:03 p.m. in the Council Chambers Conference Room, 240 Water
Street, Henderson, Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
Alexis Solorzano, Administrative Assistant I, confirmed the Citizens Traffic
Advisory Board meeting had been posted in compliance with the Nevada Open
Meeting Law.

Member Paul Backofen introduced a motion to approve the Citizens Traffic
Advisory Board Meeting minutes of July 18, 2024.
(Vote)
The vote favoring passage was unanimous. Chair Nathan Goldberg declared
the motion carried.
2 PRESENTATION
LET'S GO 2050 REGIONAL TRANSPORTATION PLAN
REGIONAL TRANSPORTATION COMMISSION OF SOUTHERN NEVADA
REGIONAL TRANSPORTATION COMMISSION OF SOUTHERN NEVADA
Daniel Doenges, Senior Consultant and Northern Nevada Planning Manager
gave a report from Regional Transportation Commission of Southern Nevada
(RTC) regarding the Let’s Go 2050 Regional Transportation Plan
Chair Nathan Goldberg opened the item for public comment.
Stephanie Loffredo, no zip code provided, asked who is in charge of setting
speed limits.
Eric Hawkins, City Traffic Engineer, stated each municipality is responsible for
setting the speed limits within their jurisdiction.
3 SPEEDING CONCERNS ON PIONEER STREET
PUBLIC WORKS DEPARTMENT
David Myhre, Project Engineer II, gave a presentation regarding the
neighborhood concern, traffic study, crash history, and potential installations on
Pioneer Street from Boulder Highway to Coronado Drive.
Chair Nathan Goldberg opened the item for public comment.
Stephanie Loffredo, no zip code provided, suggested striping Pioneer Street, to
include buffer and turning lanes. Ms. Loffredo spoke against roundabouts as a
solution.

Malorie White, 89015, spoke in favor of striping Pioneer Street.
Joseph White, 89015, stated his main concern is the width of the street.
Mr. White suggested adding a median or speed humps.
A discussion ensued about Henderson Police Department presence and the
efficacy of feedback signs.

Member Paul Backofen moved to adopt striping on Pioneer Street from Boulder
Highway to Coronado Drive.
(Vote)
The vote favoring passage was unanimous. Chair Nathan Goldberg declared
the motion carried.
4 SPEEDING CONCERNS ON EMDEN STREET
PUBLIC WORKS DEPARTMENT
David Myhre, Project Engineer II, gave a presentation regarding the
neighborhood concern, traffic study, crash history, and potential installations on
Emden Street from Anchor Drive to Warm Springs Road.
Chair Nathan Goldberg opened the item for public comment.
Stephanie Loffredo, no zip code provided stated raising the speed limit is not a
good idea, and striping should be adopted.
A discussion ensued about the following:
The effects of raising the speed limit to bring drivers into compliance.
The possibility of installing a stop sign to slow drivers.
The lack of crash history on Emden Street.
The process of implementing speed humps.

Member Paul Backofen moved to adopt passive signage to raise the speed limit
on Emden Street from Anchor Drive to Warm Springs Road.

The roll call vote favoring passage was: Those voting aye: Chair Nathan
Goldberg, Member Paul Backofen, Member Emily Campbell. Those voting nay:
Member Jay Norris. Those absent: Member Pat Gallagher, Member Jordan
Godorov, Member Kondala Rao Mantri. Those abstaining: (None). Result: Pass.

5 SPEEDING CONCERNS ON CALICO RIDGE DRIVE
PUBLIC WORKS DEPARTMENT
David Myhre, Project Engineer II, gave a presentation regarding the
neighborhood concern, traffic study, crash history, and potential installations on
Calico Ridge Drive from Lake Mead Parkway to Galleria Drive, and Norellat
Road.
Chair Nathan Goldberg opened the item for public comment.
Andre Noronha, 89011, spoke about drivers speeding on Calico Ridge Drive
from Lake Mead Parkway to Galleria Drive. Mr. Noronha suggested installing
rumble strips or speed humps to slow drivers.
A discussion ensued about the following:
Generating buy-in from neighborhood residents to install speed humps.
Incompatibility of rumble strips on residential streets as they generate
loud noise.
Drivers’ use of Calico Ridge Drive as a shortcut from Lake Mead
Parkway to Galleria Drive.

The vote favoring passage was unanimous. Chair Nathan Goldberg declared
the motion carried.
6 SPEEDING CONCERNS ON PATTI ANN WOODS DRIVE
PUBLIC WORKS DEPARTMENT
David Myhre, Project Engineer II, gave a presentation regarding the
neighborhood concern, traffic study, crash history, and potential installations on
Patti Ann Woods Drive from Greenway Road to College Drive.
Chair Nathan Goldberg opened the item for public comment.
Kendra Reif, 89002, spoke about drivers speeding on and around Patti Ann
Woods Drive. Ms. Reif stated the striping on Patti Ann Woods Drive is
incomplete, the majority of the drivers speeding use Patti Ann Woods Drive to
access the schools nearby, and the proposal to add a major throughway
connecting College Drive for Nevada State University access would exacerbate
the problem.

Tammy Stevens, 89002, stated drivers take Patti Ann Woods Drive to avoid the
roundabout at the intersection of Mission Drive and Greenway Road. Ms.
Stevens suggested opening Trenier Drive to take some of the load.
Stephanie Loffredo, no zip code provided, expressed her concern that traffic
studies are missing certain facets.
Chair Nathan Goldberg stated he used Patti Ann Woods as a shortcut to access
the school nearby, and people are navigating that landscape to avoid the school
zone.
A discussion ensued about the following:
City of Henderson traffic study data acquisition.
Zoning of the residential neighborhood as a Rural Neighborhood
Preservation District.

Member Paul Backofen moved to adopt striping and enforcement on Patti Ann
Woods Drive.
(Vote)
The vote favoring passage was unanimous. Chair Nathan Goldberg declared
the motion carried.
7 DISCUSS CHANGING COMMITTEE'S MEETING TIME
PUBLIC WORKS DEPARTMENT
A discussion ensued regarding changing the Citizens Traffic Advisory Board
meeting time from 6:00 pm to 4:00 pm.
Member Jay Norris stated the 4:00 p.m. time slow is now available because
Bicycle Advisory Board is being absolved.
Member Emily Campbell expressed her preference for a 4:00 p.m. meeting
time.
Member Paul Backofen stated that potential attendees might not make it to the
meeting during regular business hours.
Eric Hawkins, City Traffic Engineer, stated Planning Commission and City
Council Meetings are held at 4:00 p.m.

8 MERGING BICYCLE ADVISORY COMMITTEE WITH CITIZENS TRAFFIC
ADVISORY BOARD AND NAME CHANGE
PUBLIC WORKS DEPARTMENT
Eric Hawkins, City Traffic Engineer, introduced this item and stated the Bicycle
Advisory Committee is being dissolved. Mr. Hawkins stated bicycle and
pedestrian safety would be added to the scope of the board to bring the vision
of a multi-modal transportation network into one committee.
VI. CHAIRMAN\MEMBER COMMENTS
There were no chairman/member comments presented.
VII. SET NEXT MEETING
The next meeting was set for Thursday, January 16, 2025, at 6:00 p.m.
VIII. PUBLIC COMMENT
Stephanie Loffredo, no zip code provided, proposed addressing the rules
regarding flashing yellow arrows on stoplights and making school zone rules
and regulations uniform across the Las Vegas Valley.
IX. ADJOURNMENT
There being no further business to discuss, Chair Nathan Goldberg adjourned
the meeting at 8:25 p.m.
