CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING January 17, 2012 I. CALL TO ORDER Mayor Pro Tem March called the Regular Meeting to order at 6:57 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Regular Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, and Fire Station No. 86, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. ACCEPTANCE OF AGENDA (Motion) Councilman Sam Bateman moved to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Debra March, and Gerri Schroder. Those voting nay: None. Those absent: Andy Hafen. Those abstaining: None. Mayor Pro Tem Debra March declared the motion carried. IV. ITEMS OF BUSINESS C-1 BILL NO. 2659 ZCA-06-660005-A4 TUSCANY PARCEL 11 CITY CLERK'S OFFICE Mayor Pro Tem March introduced Bill No. 2659 and City Manager Calhoun read the Bill by title: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AMENDING ORDINANCE NO. 2869, THE ZONING MAP, TO RECLASSIFY CERTAIN REAL PROPERTY WITHIN THE CITY LIMITS OF THE CITY, DESCRIBED AS A PORTION OF SECTION 32, TOWNSHIP 21 SOUTH, RANGE 63 EAST, M.D. & M., CLARK COUNTY, NEVADA, LOCATED AT THE SOUTWEST CORNER OF EAST GALLERIA DRIVE AND VIA ALATOIRE STREET ON 20.4 ACRES TO AMEND THE DESIGN STANDARDS TO REDUCE THE MINIMUM LOT SIZE AND LOT WIDTH FOR PARCEL 11 AND OTHER MATTERS RELATING THERETO. Stephanie Garcia Vause, Director of Community Development, said this is a housekeeping item taking the project to ordinance zoning. (Motion) Councilwoman Gerri Schroder moved to refer Bill No. 2659 to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Debra March, and Gerri Schroder. Those voting nay: None. Those absent: Andy Hafen. Those abstaining: None. Henderson City Council Committee Meeting Page 3 of 4 January 17, 2012 – Minutes C-2 BILL NO. 2660 AMEND HMC CHAPTER 2.47 RECORDS MANAGEMENT CITY CLERK'S OFFICE Mayor Pro Tem March introduced Bill No. 2660 and City Manager Calhoun read the Bill by title: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AMENDING SECTION 2.47.040 THROUGH SECTION 2.47.050; REVISING THE MEMBERSHIP AND FUNCTIONS OF THE CITY RECORDS COMMITTEE, AND PROVIDING FOR OTHER MATTERS RELATING THERETO. Sabrina Mercadante, City Clerk, reported that the evolution of the City records program and associated regulatory requirements necessitates a change in the functions and membership of the City Records Committee. She said the Records Committee has approved the recommendation to update the functions of the Committee and replace the purchasing agent with the risk manager. Ms. Mercadante said NRS 239.052 states that fees for providing copies of records must not exceed the actual cost to the government entity to provide the copy of the public records, unless a specific statute or regulation sets a fee that the government entity must charge for the copy. In consultation with the City Attorney's Office, the Records Committee proposed changes to all fees resulting in decreases to most fees providing copies of records. (Motion) Councilman Sam Bateman moved to refer Bill No. 2660 to the Regular Meeting with a do-pass recommendation.
