CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING February 07, 2012 I. CALL TO ORDER Mayor Hafen called the Committee Meeting to order at 6:53 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, and Fire Station No. 86, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. Present: Mayor Andy Hafen Councilmembers: Sam Bateman Debra March John F. Marz Gerri Schroder Absent: None Officers: Mark Calhoun, City Manager Sabrina Mercadante, City Clerk Josh Reid, City Attorney Staff: Robert Herr, Assistant Public Works Director Stephanie Garcia-Vause, Director of Community Development Richard Derrick, Finance Director Tedie Jackson, Minutes Clerk Jonathon Nunes, Council and Commission Services Coordinator David Kitchen, Council and Commission Services Coordinator Henderson City Council Committee Meeting Page 2 of 3 February 07, 2012 – Minutes III. ACCEPTANCE OF AGENDA (Motion) Councilwoman Gerri Schroder moved to accept the agenda as amended: The recommendation should be corrected to say “refer to the regular meeting.” The roll call vote favoring passage was: Those voting aye: Andy Hafen, Sam Bateman, Debra March, John Marz, and Gerri Schroder. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor Hafen declared the motion carried. IV. ITEMS OF BUSINESS C-1 BILL NO. 2662 PARK TAX DISTRICT BOUNDARY CHANGE PARKS AND RECREATION AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, CLARK COUNTY, NEVADA, AMENDING ORDINANCE 2305, BY AMENDING THE HENDERSON PARK DISTRICT BOUNDARIES MAP, TO REMOVE A PORTION OF THE SOUTH DISTRICT WHICH LIES NORTH OF THE UNION PACIFIC RAILROAD RIGHT OF WAY AND PLACE IT WITHIN THE EAST DISTRICT; AND OTHER MATTERS PROPERLY RELATED THERETO. Fred Underwood, 998 Klamath River Avenue, voiced his support for this ordinance to be passed as it will provide needed funds to complete the Boulder Creek Park. Councilwoman Schroder commented that she is happy staff found a solution to move this bill forward. (Motion) Councilwoman Gerri Schroder moved to refer Bill No. 2662 to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Andy Hafen, Sam Bateman, Debra March, John Marz, and Gerri Schroder. Those voting nay: None. Those absent: None. Those abstaining: None. RECOMMENDATION: Adopt AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, CLARK COUNTY, NEVADA, AMENDING ORDINANCE 2305, BY AMENDING THE HENDERSON PARK DISTRICT BOUNDARIES MAP, TO REMOVE A PORTION OF THE SOUTH DISTRICT WHICH LIES NORTH OF THE UNION PACIFIC RAILROAD RIGHT OF WAY AND PLACE IT WITHIN THE EAST DISTRICT; AND OTHER MATTERS PROPERTLY RELATED THERETO. V. PUBLIC COMMENT Items discussed under Public Comment cannot be acted upon at this meeting, but may be referred by Council to the next Regular Meeting for consideration.
