CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING May 7, 2013 I. CALL TO ORDER Mayor Hafen called the Committee Meeting to order at 6:58 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, and Fire Station No. 86, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. Present: Andy Hafen, Mayor Sam Bateman, Councilman Debra March, Councilwoman (via teleconference) Gerri Schroder, Councilwoman Absent: John F. ACCEPTANCE OF AGENDA (Motion) Mayor Andy Hafen moved to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, and Gerri Schroder. Those voting nay: None. Those absent: John F Marz. Those abstaining: None. ITEMS OF BUSINESS C-1 BILL NO. 2712 ZCO-01-670019-A6 BLACK MOUNTAIN INDUSTRIAL CENTER APPLICANT: COMMUNITY DEVELOPMENT AND SERVICES AND THE LANDWELL COMPANY Jacob Snow, City Manager, introduced and read this Bill by title: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AMENDING ORDINANCE NO. 2869, THE ZONING MAP, TO RECLASSIFY CERTAIN REAL PROPERTY WITHIN THE CITY LIMITS OF THE CITY, DESCRIBED AS A PORTION OF SECTION 11, TOWNSHIP 22 SOUTH, RANGE 62 EAST, M.D. & M., CLARK COUNTY, NEVADA, GENERALLY LOCATED SOUTHEAST OF WARM SPRINGS ROAD AND EASTGATE ROAD, IN THE MIDWAY PLANNING AREA, TO ALLOW ADDITIONAL ANCILLARY USES ASSOCIATED WITH A BREWERY ON A 49-ACRE PORTION OF THE BLACK MOUNTAIN INDUSTRIAL CENTER MASTER PLAN, AND MATTERS PROPERLY RELATING THERETO. (Motion) Councilwoman Gerri Schroder moved to refer Bill No. 2712 to the Regular Meeting with a do-pass recommendation. C-3 BILL NO. 2714 ZONE CHANGE ZCA-12-500203 NEW SONG CHURCH COMMUNITY DEVELOPMENT AND SERVICES Jacob Snow, City Manager, introduced and read this Bill by title: Henderson City Council Committee Meeting Page 4 of 5 May 7, 2013 - Minutes AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AMENDING ORDINANCE NO. 2869, THE ZONING MAP, TO RECLASSIFY CERTAIN REAL PROPERTY WITHIN THE CITY LIMITS OF THE CITY, DESCRIBED AS A PORTION OF SECTION 6, TOWNSHIP 23 SOUTH, RANGE 62 EAST, M.D.B. & M., CLARK COUNTY, NEVADA, ON 5.1 ACRES LOCATED AT THE NORTHWEST CORNER OF REUNION DRIVE AND CORNET STREET, IN THE ANTHEM PLANNING AREA FROM RS-6-MP (LOW-DENSITY RESIDENTIAL WITH MASTER PLAN OVERLAY) TO PS-MP (PUBLIC/SEMIPUBLIC WITH MASTER PLAN OVERLAY), AND MATTERS PROPERLY RELATING THERETO. Mayor Hafen commented that he does have a speaker card requesting a continuance for this item. He stated that it would be appropriate to postpone this item until Councilwoman March and Councilman Marz can be present in person. He asked what the procedure would be if this item is continued. Josh Reid, City Attorney, replied that if this item is continued, the City would have to re-notice the item. It would be read in title at the next meeting and heard at the Committee Meeting 30 days from today. Nick Vaskov, 3883 Howard Hughes Parkway, Las Vegas, representing the applicant, stated that he cannot agree to a continuance. Given the action at the last Council meeting, he does not know the basis for a continuance. He noted that there are remaining issues relative to the use permit such as clarification of conditions; however, those concerns do not relate to the zone change. Michelle Shappie, 2004 Poetry Avenue, stated that she would like this zone change continued as it is related to the conditional use permit application. (Motion) Mayor Andy Hafen moved to withdraw this item and have it read in title again on May 21, 2013. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, and Gerri Schroder. Those voting nay: None. Those absent: John F. Marz. Those abstaining: None. Mayor Hafen declared the motion carried. V. PUBLIC COMMENT There were no public comments presented. Mayor Hafen commented that this meeting is being video recorded and streamed live to the Web.
