I. CALL TO ORDER
Mayor Hafen called the Committee Meeting to order at 5:46 p.m., in the City
Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
The City Clerk confirmed the Committee Meeting had been noticed in
compliance with the Open Meeting Law by posting the Agenda three working
days prior to the meeting at City Hall, the Multigenerational Center, the Whitney
Ranch Recreation Center, and Fire Station No. 86, and by mailing a copy of the
Agenda to everyone appearing thereon on the Agenda Master Mailing List.

2015 VOTE CENTER PLAN
CITY CLERK'S OFFICE
Jacob Snow, City Manager, introduced and read this Bill by title:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON,
NEVADA, ADOPTING A VOTE CENTER PLAN FOR THE 2015 MUNICIPAL
PRIMARY AND GENERAL ELECTIONS AND DIRECTING THE CITY CLERK
TO IMPLEMENT THE PLAN INCLUDING NOTIFICATION TO THE CLARK
COUNTY REGISTRAR OF VOTERS AND THE PUBLIC OF THE PLAN
ELEMENTS AND OTHER MATTERS RELATED THERETO.
Sabrina Mercadante, City Clerk, stated that this bill proposes a Vote Center
Plan for the establishment of vote centers for the 2015 Henderson Municipal
Election pursuant to HMC 2.080.060. She said ten proposed vote centers are in
non-precinct-based locations within four wards. She explained that registered
voters who reside in Henderson are entitled to cast a ballot at any of the
proposed vote centers without regard to the precinct or ward in which they
reside. She noted that 13 early voting sites will be open at various locations for
two weeks prior to Election Day.
Ms. Mercadante stated that the Vote Center Plan also includes a
communications plan to educate and inform residents through social media
outlets, mailings, legal notices, print advertisements, public outreach and the
Internet. She commented that a letter of support has been included from
Clark County Registrar Joe Gloria ensuring secure and reliable hardware and
software will be used to conduct the 2015 election cycle.

FEES FOR APPLICATIONS AND SERVICES
COMMUNITY DEVELOPMENT
Jacob Snow, City Manager, introduced and read this Bill by title:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON,
NEVADA, TO AMEND SECTION 18.01.030 – FEES FOR APPLICATIONS AND
SERVICES – OF THE HENDERSON MUNICIPAL CODE, AND MATTERS
RELATING THERETO.
Tracy Foutz, Assistant Director of Planning and Neighborhood Services, stated
that this ordinance would increase fees to match or be slightly less than similar
fees required by other jurisdictions in the valley. He noted that this is the first
time fees have been adjusted since 2001. Mr. Foutz said the homebuilders
industry would like fees to be increased periodically, and staff intends to follow
that recommendation.

ETHICAL STANDARDS FOR PUBLIC SERVANTS
CITY ATTORNEY'S OFFICE
Jacob Snow, City Manager, introduced and read this Bill by title:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON,
NEVADA, TO AMEND CHAPTER 2.40 – ETHICAL STANDARDS FOR PUBLIC
SERVANTS - OF THE HENDERSON MUNICIPAL CODE AND MATTERS
PROPERLY RELATED THERETO.
Josh Reid, City Attorney, said the purpose of revisions to the City Ethics Code
are to better sync the Ethics Code with the City’s employment policy and Civil
Service Rules, requirements under Nevada Revised Statute 289 for peace
officers and collective bargaining agreements.

Mr. Reid clarified that in Section 2.40.060(f), the first sentence references
Section 2.40.060 and the underline should be removed. He stated that
Section 2.40.14(e) (2), “refer all” should be “referral.”
