CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, November 6, 2018 I. CALL TO ORDER Mayor March called the Committee Meeting to order at 5:47 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. Mayor March announced this meeting is being video recorded and streamed live over the Internet. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. ACCEPTANCE OF AGENDA (Motion) Councilman Dan H. Stewart moved to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. Shaw, and Dan H. Stewart. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor March declared the motion carried. IV. ITEMS OF BUSINESS C-1 BILL NO. 3275 ZOA-18-000602 – DEVELOPMENT CODE UPDATE - AMEND HENDERSON MUNICIPAL CODE SECTION 19.5.4 – PUBLIC/INSTITUTIONAL USES; SECTION 19.6.3 – COMMON REVIEW PROCEDURES; AND 19.7.6 – BUILDING DESIGN STANDARDS TO ADDRESS SCHOOL SITING ISSUES COMMUNITY DEVELOPMENT AND SERVICES City Manager/CEO Derrick introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, TO AMEND TITLE 19 OF THE HENDERSON MUNICIPAL CODE – HENDERSON DEVELOPMENT CODE - BY AMENDING A PORTION OF SECTION 19.5.4 – PUBLIC/INSTITUTIONAL USES; SECTION 19.6.3 – COMMON REVIEW PROCEDURES; AND SECTION 19.7.6 – BUILDING DESIGN STANDARDS. Lisa Corrado, Assistant Director of Community Development and Services, gave a presentation titled School Siting Code Updates, and reviewed the following slides: Guiding Documents and Overarching Goals, Timeline and Outreach, Proposed Changes for New Schools, and Proposed Changes for New Residential Developments. Mayor March stressed the importance of receiving community input regarding school sites, and working closely with the Clark County School District. (Motion) Councilman Dan H. Stewart moved to refer Bill No. 3275 to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, APPROVING AND ADOPTING THAT CERTAIN DEVELOPMENT AGREEMENT BETWEEN THE CITY OF HENDERSON AND INTERMOVE RE, LLC, AND SHERREL KIRK, INC. FOR A CONVENIENCE STORE WITH FUEL SALES ON APPROXIMATELY 1.16 ACRES AT THE SOUTHEAST CORNER OF MARYLAND PARKWAY AND CACTUS STREET IN THE WESTGATE PLANNING AREA. Michael Tassi, Director of Community Development and Services, presented a summary of this item. (Motion) Councilman Dan K. Shaw moved to refer Bill No. 3276 to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. C-3 BILL NO. 3277 DEV2018001449 - DEVELOPMENT AGREEMENT - WEST HENDERSON CHARTER SCHOOL APPLICANT: COMMUNITY DEVELOPMENT AND SERVICES, DEPARTMENT OF UTILITY SERVICES, MIRIAM SHEARING AS TRUSTEE OF THE SHEARING FAMILY TRUST, LOS REYES CORPORATION, A NEVADA CORPORATION, IL FORO, LLC, A NEVADA LIMITED LIABILITY COMPANY, DAMIGO, LLC, A NEVADA LIMITED LIABILITY COMPANY, AND PAN SLOAN CANYON, LLC, A NEVADA LIMITED LIABILITY COMPANY City Manager/CEO Derrick introduced and read this bill by title. PUBLIC COMMENT There were no public comments presented. VI.
